Polaris Programme Visual Report

The Polaris Programme “Supporting Multilevel Governance in Ukraine” presents its visual report for June 2024–July 2025. It summarises the Programme’s first year of operations, highlighting the systematic work, productive collaboration, and partnerships that have helped strengthen Ukrainian hromadas.

This year has also been yet another testament to the extraordinary resilience of Ukrainian hromadas. Every day, we witness the emergence of bold yet realistic decisions, forward-looking visions, and courageous initiatives at the local level. It is an honour for us to work alongside you – not only to share Sweden’s experience, but to learn from yours as well”.

The report illustrates how, through multilevel partnership, we have built a practical foundation for continuing and scaling up changes.
