Сities4Cities ACADEMY is a training platform of the Cities4Cities | United4Ukraine initiative for local government managers in Ukraine. The Academy aims to provide practical knowledge on international cooperation for the successful development of municipalities in the context of European integration.

Cities4Cities United4Ukraine are partnership initiatives that joined forces in September 2022. The project helps Ukrainian municipalities establish intermunicipal partnerships with municipalities in Europe. 

Cities4Cities was founded by the city of Sindelfingen (Germany) under the patronage of the Congress of Local and Regional Authorities of the Council of Europe.

United 4 Ukraine was launched by SALAR International and the city of Lviv (Ukraine) with the support of the Swedish International Development Agency (Sida). Since 2024, Sities4Cities | United4Ukraine has been part of Sweden’s flagship reform cooperation programme Polaris: Supporting Multilevel Governance in Ukraine.

Interaction between civilian authorities and the military
