Milove Territorial Community
The Milove Territorial Community is situated in the territory of the Starobilsk District in the Luhansk Region.
The area of the Community amounts to 97.10 thousand hectares.

The Community consists of eight villages with the settlement of Milove being its administrative centre.
History
Milove was founded in 1872 as a hamlet; in 1924 it was officially declared as a village, and since 1938 it has been an urban-type settlement.
The Community is proud of its historical past. And this is both the Cossack history and the liberation from the fascists, which began precisely in the Milove Community.
One of the oldest stud farms is located in the Community – the Striltsivskyi stud farm built in 1805. A breed of horses was bred there, the best representatives of which are multiple champions of the world level. The Luhansk Regional Equestrian Theatre “Cossack Equestrian Theatre” works in the Community.
During the Second World War, the liberation of Ukraine began from the Milove Community. In honour of this event, the memorial complex “Ukraine to liberators” was built, which is a monument of national importance.
Before 24 February 2022, there were 304 sites of architecture, urban planning, and historical and cultural landscapes in the territory of the Community.
The state reserve “Striltsivskyi Steppe” is situated 12 kilometres away from the village of Milove, which has more than 400 species of vegetation and about 150 species of birds and animals.
Economy and Welfare
Before the full-scale invasion, intensive agriculture was carried out across the Community, grain and industrial crops were grown, but since the first day of the full-scale invasion, the territory of the Community has been under temporary occupation.
The leading branch of the economy sector in the Community is the agro-industrial complex; production activities are carried out by more than 50 agro-industrial entities and about 2,600 personal peasant farms. Agricultural entities mainly specialize in the cultivation of grain and oil crops, meat and dairy animal husbandry. The small volume of production of plant products, the remoteness of the Community and the lack of developed transport infrastructure (lack of railways and high-quality roads) prevent the sale of agricultural products to other regions of the country and outside Ukraine.
The communal non-profit entity “Milove Central District Hospital” of the Milove Settlement Council and the communal entity “Milove Primary Health Care Centre of the Milove Settlement Council” have resumed their functioning in the city of Kharkiv.
There were seven schools, six kindergartens and an extra-curricular institution across the Community before the start of hostilities and occupation.
In the territory of the Budivelnyk stadium, a field with an artificial surface was installed, reconstruction and modernization of the administrative building was carried out according to a project of the European Bank.
After the de-occupation of the Community, cooperation has already been established with entrepreneurs who will promptly deliver food and essential goods; they are now staying in the city of Dnipro and are engaged in transportation.
The Community cooperates with international financial funds of donors working in Ukraine to provide assistance to the evacuated residents of the Luhansk Region.
In July 2023, the Department of Education, Culture, Youth and Sports resumed its work in the controlled territory of Ukraine. Its work is aimed at preserving and developing Ukrainian national culture, developing art and self-made folk art. During 2023, information in the field of culture was collected and restored. Information on the basic network of cultural institutions, the list of cultural heritage sites located in the territory of the Community, which are included in the state register, and the number of libraries have been restored.
Community and War
Back in 2014, the troops of the russian federation fired mortars and grenade launchers at the Ukrainian border guards near Milove. Then, crossing the state border, russian terrorists engaged into an assault. The assault was repulsed, and the terrorists retreated back to the territory of russia.
In 2019, russian border guards separated the central street of the small village of Milove in the Luhansk Region with a fence. Since then, the border between the countries runs clearly in the middle of the road, one side of which is Ukraine, and the other is russia. Ironically, it has been called Friendship of Peoples since Soviet times.
The territory of the Community has been temporarily occupied since the first day of the full-scale invasion by the russian federation.
In September 2022, according to the Decree of the President of Ukraine, the Milove Settlement Military Administration was formed.
The Action Plan for life support of the de-occupied settlements in the territory of the Community and the members of coordination groups were approved.
People of the Community
The territory of the Community has been temporarily occupied since the first day of the full-scale invasion by the russian federation. The former employees and the head of the Community began to collaborate with the invaders and became traitors. The employees currently working at the Military Administration are engaged in work related to the preparation for the de-occupation of the territory. A mobilization fund of resources has been created; the Milove Settlement Territorial Community is headed by Iryna Boltkova.

Development Strategy
The Development Strategy was developed with the support of the United Nations Development Program, which organized and carried out a number of training events for the Community representatives and provided an expert in socio-economic and strategic planning to assist in the development of the strategy. The working group included representatives of nongovernmental organizations, businesses, authorities, public institutions, law enforcement agencies and active residents. Unfortunately, they did not have time to approve the Strategy as the relevant resolution was planned to be passed at the session scheduled for 25 February 2024.
The Community has developed a program of socio-economic development of the Community for 2024-2027.
Priority measures after the de-occupation of the territory of the Community include:
- Assessment of direct losses, as a consequence of (possible) physical destruction and damage to structures that were in use or on the balance sheet of the Health care and Social Services Department.
- Assessment of the state of the material and technical facilities of enterprises.
- Assessment of the needs of the Community residents and IDPs for the provision of humanitarian aid.
- Identification of families in difficult life circumstances.
- A survey of the material and living conditions of families for the provision of state social assistance/social benefits.
- Objective, timely and qualified consideration of requests and complaints. Consultations and clarifications within the scope of their competence.
- Timely response to requests and reports of domestic violence. Implementation of preventive measures against domestic violence and human trafficking.
