Chernivtsi Territorial Community
The Chernivtsi community is located in the Chernivtsi region in western Ukraine. The total area of the community is approximately 153 km². The Chernivtsi community includes the city of Chernivtsi, which is the administrative center of the region.
As of January 1, 2022, the population of the community was 267,060 people.

History
The administrative center of the Chernivtsi community is the city of Chernivtsi, the first mention of which dates back to 1408.
The most famous landmark of the city of Chernivtsi is the Chernivtsi Yuri Fedkovych National University – an architectural complex built in 1864-1882. An outstanding monument of architecture and monumental art, the Chernivtsi National University, along with other historical buildings, was included in the UNESCO World Heritage List.
Now the community is looking for investments to renovate the historical buildings of the university and restore their authentic appearance.
One of the most famous streets in the city of Chernivtsi is Olha Kobylianska Street, which is one of the oldest and the only pedestrian streets in the city. The street was named after the outstanding Ukrainian writer Olha Kobylianska, who lived and worked in Chernivtsi. There are numerous architectural monuments, cafes, restaurants, boutiques and shops on the street, which makes it a popular place for walks among both local residents and tourists.
One of the most famous cultural institutions of the city of Chernivtsi is the Chernivtsi Olha Kobylianska Music and Drama Theater, which is one of the oldest and most important theater stages in the region. The theater was opened in 1905. The theater building is an architectural landmark and an example of the neo-Renaissance style. The theater is the center of the city’s cultural life, where performances, concerts, festivals and other cultural events are regularly held. The repertoire of the theater includes both classical works of world drama and modern plays by Ukrainian and foreign authors.
One of the most striking architectural monuments of the city of Chernivtsi is the Ship House. The building was erected in 1909 in an Eclectic style. The impressive facade of the house is decorated with numerous decorative elements that give it a unique look. The corner part of the house, which in shape resembles the nose of a ship, attracts special attention.
Economy and Welfare
Chernivtsi is a city of business and startups with a favorable geographical location (30 kilometers to the border with the European Union). Rich history and architecture, proximity to borders with EU countries, and promising infrastructure make the city attractive both for tourists and businessmen and investors.
Almost 33,000 businesses are registered in the community. The city also hosts craft product manufacturers, fairs and festivals. The products manufactured here include pastillas/dried fruits, meat, juice, chocolate, beer, honey, cheese, tea, oil, etc.
About 150 business entities are export-oriented and sell their products in Europe, America, and Asia.
With the beginning of the large-scale invasion, 68 enterprises relocated to the Chernivtsi community. As of the beginning of 2024, 30 enterprises left the community (returned because the security situation improved) and 38 enterprises still carried out activities in the community.

About 250 wholesale trade facilities and more than 1,500 retail trade facilities of various forms of ownership operate in Chernivtsi
THE LARGEST COMPANIES:
ROMA LLC in Chernivtsi is a manufacturer and seller of equipment and provider of maintenance services, as well as consulting services in the field of efficient use of resources. Thanks to a professional approach and innovative solutions, ROMA LLC has a strong standing in the market and enjoys the trust of customers.
The Chernivtsi-based branch of SE Bordnetze-Ukraine LLC is part of the Sumitomo Electric Bordnetze International Corporation which specializes in the production of electrical cable systems for the automotive industry. The enterprise creates jobs for local residents, thus contributing to the development of the regional economy.
Chernivetskyi Khlibokombinat LLC is a leading enterprise in the field of production of bakery products in the Chernivtsi region. The plant specializes in the production of a wide range of breads, buns, loaves, confectionery and other bakery products.
There are also 8 business clubs in the community, the most famous of which being:
- CHERNIVTSI BUSINESS GROUP (84 residents), BUKOVYNA ENTREPRENEURS CLUB (28 residents),
- LADIES BUSINESS CLUB (25 female residents),
- INSIDE CLUB – CLUB OF YOUNG ENTREPRENEURS (22 residents),
- RIST CLUB (37 residents).
The main purpose of business clubs is to establish business contacts, create platforms for meetings and communication of entrepreneurs, which contributes to the development of business networks. Clubs organize trainings, seminars and master classes for the exchange of experience and knowledge, skills upgrade and professional development of participants. Also, business clubs enhance cooperation and innovation by supporting initiatives that promote cooperation between entrepreneurs in different industries.
The Chernivtsi community has the Chernivtsi Leonid Kadeniuk International Airport which temporarily ceased its operations due to the full-scale invasion.
The cultural life of the residents is actively developed in the community. There are 20 museums and galleries here.
The community has 5 schools of aesthetic education, 4 music and 1 art schools, 13 club institutions, 21 libraries, 2 parks and 4 cinemas
In the Chernivtsi urban territorial community there is a school of higher sports skills and 12 children’s and youth sports schools.
49 sports are developed here: 22 Olympic and 27 non-Olympic sports.
There are also the Olympia Physical Culture and Wellness Complex and the Bukovyna Football Club in the community.
“Bike Day” in Chernivtsi is an All-Ukrainian event that unites thousands of cyclists in a joint bike ride through the central streets of their cities. It is held on the last Saturday of May.
The purpose of the event is to promote a healthy and active lifestyle and to popularize the bicycle as a means of transport and an ecological alternative to the car.
The average number of participants exceeds 600 people.
The city also actively carried out various educational projects for youth and adults and hosted advanced training courses, seminars and trainings.
Community and War
With the beginning of the full-scale invasion, Chernivtsi plays an important role. The city, due to its proximity to the EU borders and sufficient distance from the front line, has turned into an important humanitarian and logistics hub.
A humanitarian headquarters was organized within the city. Residents of the city actively participated in volunteering.
Also, Romania, the closest neighbor, supported the Ukrainians from the first days of the full-scale invasion and, together with the residents of Chernivtsi, coordinated humanitarian aid to the affected regions.
The community of Chernivtsi actively joined the volunteer movement. Here they collect and deliver humanitarian aid to the military and affected regions, organize collection and distribution points for essential items.
The city receives internally displaced persons, providing them with housing, food and psychological support. Assistance centers for displaced persons have been opened, where they can receive the necessary assistance and advice.
According to the data of the Uniform State Register of IDPs, the official number of IDPs who chose Chernivtsi as their place of temporary or permanent residence was 41,441 people as of the end of April 2024.
In 2023, Chernivtsi took 10th place in the ranking of cities that received the largest number of internally displaced persons.
Providing the Ukrainian military with the necessary equipment and supplies became an important area of work. The community purchases body armor, helmets, medicines and other necessary equipment.
Even during the war, the community does not forget the importance of education and culture. Schools and universities continue to operate in the city, distance courses and lectures are organized, and cultural events take place online.
People of the Community
Roman Klichuk is the head of the Chernivtsi community. He was elected to the position of Mayor in 2020 during the local elections.
Chernivtsi has always been a center of cultural life. Festivals, concerts, theatrical performances and exhibitions were regularly held here. One of the most famous events is Malanka-Fest, which has become a real calling card of the city.
Chernivtsi has always been active in environmental projects. Actions on greening the city, cleaning parks and squares, as well as various eco-initiatives were often organized here.
The city supported sports initiatives. Sports competitions and marathons were held regularly, and new sports grounds were opened.
Development Strategy
Strategic goals of the development of Chernivtsi until 2030:

The implementation of the strategic goals of community development requires significant material and financial resources, therefore the municipality is conducting significant work on attracting grant funds and funds of international technical assistance. Thus, during 2020-2023, the Chernivtsi community attracted more than EUR 51.7 million in grant funds within the framework of projects with partners: the European Bank for Reconstruction and Development, the Clean Technology Fund, the Eastern Europe Energy Efficiency and Environment Partnership Fund, Sida, the Nordic Environmental Finance Corporation (NEFCO), the European Commission through the European Neighborhood Instrument within the framework of the Joint Operational Program “Romania – Ukraine 2014-2020”, the Government of the Federal Republic of Germany through the Federal Ministry of Economic Cooperation and Development (BMZ) and the Government of the Swiss Confederation through the State Secretariat for Economic Affairs of the Swiss Confederation (SECO), the European Union and the Government of Germany (German Society for International Cooperation (GIZ), the European Union through the Credit Institute for Reconstruction (KfW), the European Investment Bank.
The projects included modernization of city infrastructure, improvement of energy efficiency, overhaul of pedestrian areas, establishment of a temporary modular town and provision of housing for internally displaced persons, development and modernization of electric transport infrastructure.
