The Chervone settlement territorial community is located on the territory of Berdychiv district, Zhytomyr region.

The community includes 1 settlement and 6 villages and has its administrative center in the settlement of Chervone.
History
The Chervone settlement territorial community was formed in 2015.
The settlement of Chervone is interesting in its history, has attractive historical and cultural sites, in particular the neo-Gothic palace of the Grocholski-Tereshchenko families, and many architectural jewels around.
The first mention of the settlement of Chervone appears in 1624. It was founded by Jan Ostafi Tyszkiewicz, a representative of a noble Ukrainian-Lithuanian family. It is also known that horse-drawn carriageways and the Pustokha-Huiva-Teteriv waterway passed through this place, which became a prerequisite for the establishment of a settlement for holding fairs, and about eight of them were held there a year.
There are several versions regarding the origin of the name “Chervone” (English “Red”). One of them says that this settlement was once attacked by Mongol-Tatar hordes, and a lot of human blood was spilled there, which is why travelers from afar saw that the entire settlement was covered in blood, that is, it was of a red color. Another legend says that the name came from the bazaars, where many beautiful things were sold, and therefore the settlement began to be called Chervone because of the fairs. According to the third version of the origin, red clay was mined there which locals used to grease their houses. And thanks to the red decoration of the houses and the large clay mines (later a brick factory would be created in their place), the visiting people and the locals began to call the settlement Chervone.
The palace on the territory of the community was built by Count Adolf Norbert Erasmus Grocholski in 1851. There are a large number of halls, dining rooms with wooden inlaid floors, marble fireplaces, various paintings from the collection of Franciszek Xavier Grocholski and the collection of his son, Jan Nepomucen Grocholski. The paintings and marble sculptures were brought to Chervone from Italy.

Adolf Grocholski did not own the palace for long, because he died in 1863. His wife, Wanda Radziwill-Grocholska, sold the building with all the belongings and land to the sugar manufacturers Tereshchenkos.

The Tereshchenkos, after buying a property in Chervone with a small sugar refinery, built a sugar factory, and a little later a distillery. These objects were profit-generating.
In 2000, a nunnery was arranged in the palace.

It is a well-known fact that in the premises of the palace complex there were aircraft workshops in 1909, which eventually grew into an aircraft factory. The Chervone community is currently actively working on creating its symbols, including a coat of arms and a flag. One of the potential options for the coat of arms is the silhouette of the Neo-Gothic palace of the Grocholski-Tereshchenko family. This palace is of great historical importance to the community and reflects its cultural heritage.



Economy and Welfare
The community’s economic development has a strong agricultural base, relying on fertile land and favorable conditions for growing a variety of agricultural crops. More than 30 business entities are registered in the community, which are actively working in the fields of planting and animal husbandry, including 21 farms and an agricultural service cooperative in the village of Zabara. The main areas are the cultivation of cereals, such as wheat, barley, oats, corn, as well as oil crops, including sunflower and rapeseed. Special attention is paid to pig farming, which is the key area of livestock production in the community.
Among the largest agricultural enterprises are:
- Svitanok – engaged in the cultivation of grain and oil crops, has been operating since 2000.
- Cousteau Agro Farming – founded in 2005, engaged in the cultivation of grain and oil crops. Main crops: wheat, rye, rapeseed, sunflower, corn, soy.
- Impack – an innovative agricultural company engaged in the cultivation of vegetables and melons, root crops and tubers, has been working in the agricultural sector since 1992.
- Zhovkivchanka – the core activity is pig breeding. The enterprise purchased a pig complex in one of the community’s villages. Currently, the premises are being reconstructed and a workshop for the production of fodder for animal husbandry and warehouses are being built.
Chervonskyi Tsukrovyk is a sugar factory built by the famous sugar manufacturer Tereshchenko in 1902-1904. The enterprise has seasonal production, the production capacity is 3.3 thousand tons per day. Every year, the company continues to successfully develop its production capacity.

The community’s education system is sufficiently developed and extensive. There are 3 institutions of general secondary education operating in the community.

There are 6 community-owned pre-school education institutions operating in the community.

Medical services in the community are provided by medical and preventive institutions, namely: communal non-commercial enterprise “Outpatient Clinic of General Practice of Family Medicine”, 4 paramedic and midwifery stations and 2 paramedic stations.

The work of cultural institutions is aimed at preserving and developing national culture, popularizing leading genres of art. There are 6 clubs and 5 libraries in the community. There are also amateur teams – the exemplary amateur team “Veretentse” and the folk amateur team ” Dozhnytsia “.


The field of social protection of the population is represented by the communal institution “Social Services Center”. There they provide social services to elderly citizens, persons with disabilities, families, children, youth who are in difficult life circumstances and need outside help at their place of residence.
The community pays considerable attention to the development of physical culture and sports. There are 10 sports facilities on the territory of the community


Community and War
Since the beginning of the full-scale military aggression of the russian federation against Ukraine, about 70 objects have been damaged on the territory of the community.
The damaged lyceum, preschool education institution and club institution were restored.
Currently, all institutions of the social sphere (including schools, kindergartens, hospitals, social services), cultural institutions and private businesses are working stably in the community.
The community comprehensively helps the military. Thus, they purchased equipment for drones. The employees of the institutions of the Settlement Council raised funds and purchased 2 electronic warfare systems. They also collected and sent more than 9 tons of material aid (in particular, pumps for pumping out water) to residents of the Kherson region who suffered as a result of the destruction of the Kakhovka hydroelectric plant.
The Chervone community also faced the issues of reception and accommodation of internally displaced persons. During these years, about 1.5 thousand internally displaced persons were registered. It is important to note that volunteer organizations have become a powerful support. In fact, thanks to the joint efforts of the local government, individual citizens, organizations and volunteers, internally displaced persons were provided with basic necessities and, if necessary, housing.







People of the Community

On the initiative and with support of the leadership, the Chervone community actively participates in the implementation of projects in all spheres of the economy. The partners of community projects are both international organizations and state funds.
In 2008, when the 1st phase of the UN Development Program “Community-Oriented Local Development” started, the Andrushivka District applied and became a project participant. Subsequently, 5 village councils were selected, including the Chervone Settlement Council.
During 2008-2010, the community implemented the micro-project “Current repair of the water supply network”. A water supply network with a length of 820 meters was constructed. The Zabara Village Council, which became part of the Chervone community in 2015, implemented a street lighting reconstruction project.
Subsequently, street lighting was reconstructed in the village of Hlynivtsi. This became possible thanks to the cooperation with the United Nations Development Program in Ukraine and the Government of the Kingdom of the Netherlands.

With the grant support of the United Nations Development Program in Ukraine and the Government of the Kingdom of the Netherlands, the project “Socialization of a mother of a child with disabilities” was implemented. A playground was built as part of the project.

An artistic and legal media space was created in the premises of the former library.

Also, with the support of the United Nations Development Program in Ukraine and the Government of the Kingdom of the Netherlands, they implemented a project to equip a dance room.

Major renovation of part of the premises of the Settlement Council was carried out, with subsequent re-equipment as an administrative services center. The “U-LEAD with Europe” program provided the community with assistance in the reconstruction of the interior, as well as in furnishing the center with furniture and modern equipment with specialized software.

Reconstruction of the Chervone school and preschool was carried out using energy-saving technologies.


As a result of the all-Ukrainian voting, the community won the championship in the “Incredible Villages of Ukraine” competition.

Development Strategy
The Chervone community approved the Development Strategy until 2027.
It is worth noting that the Chervone settlement territorial community is one of the communities that was selected as part of the implementation of the USAID “HOVERLA” project for the development of this document.
In the Chervone community, the working group together with an expert, employees of the structural units of the Settlement Council, representatives of business and the public outlined the strategic goals of the community after conducting questionnaires, analyzing the socio-economic condition of the Chervone settlement territorial community and the problems of its development, and carrying out a SWOT analysis.
The strategic vision of the development of the Chervone settlement territorial community will be achieved thanks to the implementation of three strategic goals, each of which includes a number of operational goals and tasks:
Strategic goal 1. Creating and maintaining an economic environment in the community aimed at achieving competitiveness.
Strategic goal 2. Improvement of living standards and raising of general security of citizens.
Strategic goal 3. Ensuring sustainable development of the community territory.
