Hubynykha Territorial Community
The Hubynykha Settlement Territorial Community of the Novomoskovsk District in the Dnipropetrovsk Region was formed in 2020. Currently, the Community consists of six Starosta-headed districts and a total of twenty-five localities. The total surface area of the Community is 74,949.8 hectares. The administrative centre of the community is the village of Gubyniha.
As of 01 January 2024, the population of the Community totalled 17,535 residents.

Internally displaced persons: 1,622 residents
History
The administrative centre of the Hubynykha Community is the village of Hubynykha.
The settlement of Hubynykha, along the Hubynykha River, is crowded, rich, with a newly built church; it was an ancient Zaporizhia settlement.
The most famous landmark of the Community is the Wooden Church of the Holy Spirit in the village of Vilne, which was built in 1782. An outstanding landmark of architecture and monumental art is a landmark of local importance.
The Community is known for its element of intangible cultural heritage – the Mykolaivka painting style, which takes its origin and name from the village of Mykolaivka in the Novomoskovsk District. The first mentions of the painting style characteristic of this area appeared about two hundred years ago. It was used on chests used by households.
Economy and Welfare
More than 115 enterprises operate in the territory of the Community, including 54 agricultural companies producing and processing agricultural products. In addition, the economy of the Community is formed by industrial enterprises and tourism.
Most of the enterprises forming the economy of the Community are engaged in agricultural production, production of building materials, forestry, trade, catering, hotel and tourist services.
The Community possesses land plots and real properties that are potentially attractive for investment. This is particularly important in the long term.
The Community can also attract tourists going to the recreation centres located in the territory of the Samarski Plavni regional landscape park near the road of state importance, where the hotel and restaurant business facilities already operate, and this will show the potential for the development of the economy based on tourism.
Also, the generation of renewable solar energy by private households is rapidly developing in the Community.
The Community runs the communal institution “Centre of Cultural Services of the Hubynykha Settlement Council”, which includes fifteen branches, the communal institution “Public Library of the Hubynykha Settlement Council” and fifteen branch libraries.
The Community holds the Pokrova-Fest festival, a fair, an art platform, Cossack entertainments on the Ukrainian Cossacks Day, the Ukrainian Defender Day in order to preserve, restore and popularize the local cultural heritage, as well as to increase the tourist potential of the Community.
The field of education functions effectively in the Hubynykha Community as the largest part of funds is allocated for it from the Community budget. The Community runs sixteen institutions of general secondary education, five institutions of preschool education, and thirty-three educational institutions in the field of culture.
Community and War
In the first days of the invasion, the residents of the Hubynykha Community volunteered to defend their Motherland against the russian invaders. At present, 718 residents of the Hubynykha Community are serving in the ranks of the Armed Forces of Ukraine, and unfortunately, 18 defenders have died.
Those residents who are not fighting have an active position and actively work to help the Armed Forces of Ukraine, raise funds and participate in the production of goods that Ukrainian defenders need. Thus, the employees of the Settlement Council regularly take part in the weaving of camouflage nets and hand them over to military units.
Proactive residents raise funds to purchase military vehicles, drones and other ammunition. Charity fairs and other charity events are constantly held in the Community to raise funds for the needs of the military.
Culture Centres work to promote culture across the Community, develop children’s and youth talents, and involve the population in cultural and artistic activities. All the employees continue volunteering to help their fellow villagers, internally displaced persons and support the defenders of Ukraine. Cultural workers conduct master classes to make amulets for our soldiers, make trench candles.
The Community pays huge attention to helping internally displaced persons. Since the beginning of the war, the Hubynykha Community has sheltered more than 2,186 internally displaced persons, some of whom have become permanent residents and found jobs in the Community.
People of the Community
Petro Yeriomenko is the first Hubynykha Settlement Council Head of the united community, who was elected to this position in 2020. He has been the permanent settlement head since the creation of the Hubynykha United Territorial Community.
Since its creation, the Community and its Head have implemented many infrastructural and social projects aimed at improving the quality of life in the Community. The most important of them include the provision of centralized water supply and sewerage services to the residents of the village of Hubynykha, the installation of street lighting, and road repairs.
In April 2022, the Community suffered significant destruction of its industrial and production facilities due to russia’s armed aggression, but despite the ordeal, under the leadership of Petro Yeriomenko and with the support of the local residents, the Community is actively developing and implementing new social and infrastructure projects.
Thus, in February 2024, the Administrative Services Centre was opened in the Hubynykha Community after being built and equipped using the funds of its budget in compliance with all the applicable inclusive norms and standards. Now the residents of the Hubynykha Community can promptly receive quality administrative services.
Development Strategy
The effective development of the Hubynykha Community is based on the developed strategy for the development of the Hubynykha Community over a period of 2023-2027. The development strategy has been drafted in partnership with Dnipro Polytechnic, with which the Community has signed a memorandum of cooperation.
The key objectives of the Community development in 2023-2027 include:
- road repair, proper transport connections between the localities of the Community
- reduction of the unemployment rate
- beautification of streets and localities as a whole, prevention of the emergence of spontaneous garbage dumps
- development of small and medium-sized businesses, support of farms, agricultural holdings, clusters, other associations of enterprises
- conditions for self-realization of young people, their proactive culture attitude
- development of leisure infrastructure, sports, tourism
- improvement of water supply and water disposal services
