The Kolomyia urban territorial community is located in the western part of Ukraine, in the Ivano-Frankivsk region.

The Kolomyia urban community is a unified territorial community of Ukraine, which includes 10 population centers and has its administrative center in the town of Kolomyia. The area of the community is 182.5 km².
The number of residents as of 2023 was 74,497.
Men: 32,033.
Women: 42,464.
Internally displaced persons: 9,152.

History

The Kolomyia urban territorial community was formed on September 6, 2018 through merging the Ivanivtsi,Tovmachyk, Sheparivtsi village councils of the Kolomyia district and the Sazhavka village council of the Nadvirna district onto the Kolomyia town council of regional importance.

The administrative center of the community is the town of Kolomyia – the economic, educational and cultural center of Pokuttia and Western Ukraine. The community has a rich historical and cultural heritage and is attractive for tourists.

There are 44 architectural monuments of local significance on the territory of the community, with the largest number of them – 36 – concentrated in the town of Kolomyia.

The town hall in Kolomyia is an architectural monument of local importance, built in the period from 1875 to 1877 to house the town magistrate.

The Ivan Ozarkevych Kolomyia Academic Regional Ukrainian Drama Theater operating in the community was established in late 1939.

The Oleksandr Kozarenko Kolomyia Philharmonic was opened in the town already after the start of the full-scale invasion. The building housing the philharmonic is an architectural monument of local importance. From 1895 it housed the Polish gymnastic society “Sokil”.

There are two monuments of cultural heritage of national significance on the territory of the community.

First of all, it is the Church of the Annunciation with the bell tower (Kolomyia) – an active wooden church built in 1587. It is one of the most perfect representatives of Hutsul wooden architecture and one of the oldest among them (along with the Rohatyn temple).

Secondly, it is the Church of the Nativity of the Holy Virgin (village of Nyzhniy Verbizh), built in 1756-1808. It is an outstanding monument of architecture and monumental art. On June 21, 2013, at the 37th session of the UNESCO World Heritage Committee held in Cambodia, the Church of the Nativity of the Holy Virgin, along with other wooden churches of the Carpathian region, was included in the UNESCO World Heritage List.

On the territory of the town of Kolomyia, there are five different museums dedicated to the book, the history of the town, folk art and Pokuttia, including the world’s only Easter Egg Painting Museum.

Kolomyia is home to the largest Greek-Catholic church in Western Ukraine – the Cathedral of the Transfiguration of Christ. This Cathedral of the Ukrainian Greek Catholic Church was built in 1998-2012.

Economy and Welfare

The largest share of private sector companies in the community is engaged in wholesale and retail trade (11.05%). A significant share of enterprises works in the service sector (21.59%), processing industry (6.82%), other types of services (15.68%) and construction (4.05%).

As of November 1, 2023, 21 business entities were relocated to the Kolomyia urban territorial community for the wartime period. The types of activities in which the relocated business entities engage include the production of briquettes for heating, production of metal products, tailoring, wholesale and retail trade, day care for children, accounting services, public catering, hairdressing services, and logistics.

The industrial complex of the Kolomyia town community is represented by enterprises for the production of food products and beverages, textile and clothing, wood and paper products, construction materials, finished metal products, wires, cables and electrical installation devices, furniture, and agricultural products and the supply of steam, hot water, and air-conditioned air.

The community’s largest industrial enterprises include:

The community has had a successful experience of implementing international technical assistance projects since 2019. During 2023-2024, seven community projects received approval for financing from international donors. Thus, in 2024, two projects submitted by the community won the project competition of the Interreg NEXT “Hungary – Slovakia – Romania – Ukraine” Program. The BLOOM project involves the overhaul of the surgery and intensive care unit at the Children’s Hospital of the Kolomyia Central District Hospital. The Health Bridge Project envisages the opening of a minimally invasive surgery unit at the inpatient facility of the Kolomyia Central District Hospital.

Also, with the help of the public sector and foreign investors, 284 solar panels will be installed in the Kolomyia Central District Hospital.

In addition, a project to create an adaptive sports hall for people with disabilities will be implemented in 2024 with the support of the MHP-Gromadi Charitable Foundation together with the State-Owned All-Ukrainian Center for Physical Health of the Population “Sports for All” within the framework of the project of the President of Ukraine “Active Parks” with the support of the Ministry of Youth and Sports of Ukraine.

The community also has a successful experience of cooperation between the authorities and the public sector. As part of such cooperation, the premises of two town libraries were renovated – the town council allocated the premises and public organizations attracted financial resources for the repair and furnishing of the premises. This made it possible to create a modern youth space for cooperation and personal, professional, and creative development of the youth of the community. Also, on the basis of the renovated premises, the club of active longevity “You are not alone” and the project “University of the Third Age” for people aged 50+ have started work.

19 institutions of secondary education and 20 institutions of preschool education operate on the territory of the community. There are also 7 institutions of higher education and 3 institutions of vocational and technical education. As of July 2024, 3 schools of aesthetic education, 8 club institutions, 13 libraries, 1 theater, and 2 cinemas are operating on the territory of the community. Sports are also well-developed here. Thus, classes are organized for 22 sports, 17 of which are Olympic sports. 1 comprehensive children’s and youth sports school, 8 football clubs, and 2 active stadiums operate in the town of Kolomyia and in the village of Korolivka.

The Kolomyia urban territorial community has partner cities in the EU member states and maintains close relations with them regarding the exchange of knowledge and experience in overcoming new challenges in the region, creating sustainable systems and livelihoods in this difficult time.

In 2019, Kolomyia was among top 3 cities of Ukraine in terms of transparency dynamics, and the Kolomyia Town Council topped the “Transparent Councils” project. Moreover, the Kolomyia urban territorial community has become a self-sufficient community, because 2019 is the year when Kolomyia ceased to be a subsidized town.

Community and War

The Kolomyia urban territorial community is located in Ivano-Frankivsk region and is part of the Prykarpattia area. The community is far from the line of active hostilities, however, there is destruction of infrastructure as a result of rocket attacks, namely, the hitting of critical infrastructure objects.

There is an immigration of local residents abroad in the community, but the exact number of immigrants has not been established. At the same time, a significant number of IDPs moved to the community – 9,152 people are currently registered here.

The community authorities actively cooperate with the public sector, various foundations and organizations to support IDPs. Thus, 10 places of compact accommodation for IDPs have been created in the community. One of the successful examples of cooperation is the creation and opening of a compact residence for IDPs, the “Vulyk” Shelter. Within the framework of cooperation, the Kolomyia Town Council allocated a communal space and undertook part of the co-financing of repair works, while the public organization, for its part, attracted resources for repairs and arrangement of the premises.

Public organizations and charitable foundations are actively working to help IDPs. Displaced persons in the community are provided with comprehensive assistance – psychological support and legal consultations, assistance with employment, finding housing and necessary household items.

In 2024, the implementation of the project to create a veteran hub in the Kolomyia community was started together with the “Rokada” foundation and with the support of the Office of the United Nations High Commissioner for Refugees and the public organization “Strength of the Community”.

People of the Community

Bohdan Stanislavskyi is the head of the community. He was elected to the post on November 16, 2020.

The leadership of the community promotes and supports initiatives aimed at improving the well-being of residents and the development of the community as a whole. Thus, cooperation with international partners is being established and actively expanded. European funds are involved for the modernization and renewal of the material base of hospitals and educational institutions. The community supports the activities of public organizations, actively participates in the implementation of joint projects.

The community provides comprehensive support for business development. Thus, community entrepreneurs are awarded annually. In 2022, a competition for startups and business ideas was launched, within the framework of which the winners are given a grant for their own business.

In order to activate the youth, the internship of young people in the town council was initiated. A competition for youth projects is also held and the winners will receive funds to finance their own ideas.

Residents of the community respect and support the defenders of the state in every possible way. Memorial days for fallen soldiers are organized and various events to raise funds to support the Armed Forces of Ukraine, including concerts and performances by artists, the Military Band of the 10th Separate Mountain Assault Brigade “Edelweiss” (based in Kolomyia) and dance groups, and also sports competitions and charity festivals are held here. For the Independence Day in 2024, the United Fest was held for the first time, where funds were raised to purchase FPV drones for the 10th Mountain Assault Brigade “Edelweiss”.

During the summer of 2024, communal institutions, as well as religious organizations traditionally organized a significant number of summer camps for children on various topics and areas on the territory of the community.

Every year, the community leadership, understanding the importance of the work of specialists, celebrates professional holidays, expresses gratitude and gives awards to specialists

Various cultural events dedicated to important state and religious holidays are held on the territory of the community. It is important that during such events, funds are raised for the needs of the Armed Forces.

Development Strategy

The Kolomyia urban territorial community has an approved Development Strategy until 2027. The document was created in 2017 and then amended in 2023.

The development strategy of the Kolomyia UTC is aimed at improving the living conditions of both community residents and guests, tourists, and investors through the improvement of the business and investment climate, its tourist and cultural attractiveness, the quality of the urban environment and the system of providing market and non-market services. The basis for the Strategy was the competitive advantages of the community, as well as those opportunities that open up due to changes in its external environment.
