Kozyn Territorial Community
The Kozyn Territorial Community is located in the territory of the Dubno District in the Rivne Region. It includes 22 settlements. The administrative centre of the community is the village of Kozyn.
The total area of the territory is 181,442 km2.
The population of the community is 7,016 people.
History
Kozyn was mentioned for the first time on 17 July 1448 in the Historical-Statistical Description of Churches and Parishes of the Volyn Diocese.
According to the Geographical Dictionary of the Kingdom of Poland…, in 1538 in Kraków, King Sigismund I the Old granted a privilege to Oleksandr and Mykhailo Hrynkovych Kozynskyi, belonging to the coat of arms of Zaglob, by which he authorized them to found a private town on the “grounds” of the village of Kozyn.
During the liberation war of the Ukrainian people in 1648 – 1657, when a large part of the population of the village of Kozyn joined the army of Bohdan Khmelnytskyi preparing for a battle with the Polish nobility near Berestechko, the village was taken over by a detachment of Vyshnevetskyi. Only four families survived in Kozyn as the village was destroyed.
From the 18th century to the early 20th century, the Counts of Tarnovsky, belonging to the coat of arms of Leliva, owned Kozyn. And in 1787, the King of Poland was received there in the old palace. Scientists say that the king could visit the then famous mineral water resort in Kozyn, which was no inferior to similar resorts in France.
Over a period from 1920 to 1939 Kozyn was under the Polish rule. And in December 1939 Kozyn became a district centre.
During the Nazi occupation from June 1941 to 19 March 1944, 50% of the residential area in the village was destroyed.
Despite the constant destruction, after World War 2 the community began its development.
In the territory of the community there is a botanical landmark of nature of local importance named Castle Island. The island is known for the fact that long ago the castle of the Kozynskis was built there, hence its name.
The Pliashivka River flows through the territory of the community, originating in the village of Nova Pliasheva, from which an artificial pond with an area of about 100 hectares was created between the villages of Kozyn, Zarichne, Serednie and Pasiky with a dam in the village of Serednie. Water falls down from the dam with extraordinary force like a waterfall. This place is a real tourist attraction of the community.
Economy and Welfare
The main economic sectors represented in the community are agriculture, commerce and industry. Medium-sized and small businesses operate there. The largest enterprises operating in the territory of the community produce dry building mixes, sawmill and planing products; there is also a milk processing, butter and cheese enterprise.
Community and War
On 24 February 2022, in connection with the military aggression of the russian federation against Ukraine, internally displaced persons who were forced to leave their homes and found shelter in the Kozyn community began to actively arrive in the Kozyn community.
The community got united from the first day of the war, there was no panic. The residents were ready to defend their land even with weapons in their hands.
The Department of the “Administrative Services Centre” of the Kozyn Village Council provided clarifications for internally displaced persons regarding their registration and receipt of benefits.
The residents of the community organized a council of volunteers who work daily to support the Armed Forces of Ukraine. Volunteers raise funds to purchase cars, thermal imagers, quadcopters and other important items for the military.
People of the Community
Ivan Shkoliar, the Kozyn community head, was elected in 2020. Ivan has more than 30 years of work experience within various services, but local self-government has become a new, interesting challenge for him.
Since he took office, repairs of local roads have been carried out, roofs have been replaced, solid fuel boilers have been purchased and installed in educational institutions, children’s playgrounds have been installed in the settlements of the community, part of the old windows have been replaced with energy-saving ones in municipal facilities, cooking sections have been renovated in educational institutions, landscaping of the territory of the Starosta-headed districts have been carried out.
In May 2021, letters of intent regarding cooperation between the communities of the Dubno District and the communities of the Siedlec District of the Republic of Poland were signed in the Dubno historical and cultural reserve. The Mokobody community became a partner of the Kozyn community.
Since the beginning of the full-scale invasion by russian troops of the territory of Ukraine, with the assistance of the head of the community, Ivan Shkoliar, food kits, hygiene products, and clothes have been provided to people who found themselves in a difficult situation and moved to the territory of the community. The collection of foods and hygiene products to be sent to the occupied territories have been organized in Starosta-headed districts.
Development Strategy
The priority areas of the Kozyn community development include:
- developing road and transport infrastructure; overhauling and repairing roads in the community;
- creating ecological, safe and comfortable conditions for the living and activities of residents;
- modernizing and developing infrastructure for healthy and meaningful leisure of residents;
- ensuring an appropriate educational and cultural environment in the community and developing human potential;
- improving the quality of medical, municipal and administrative services;
- creating good conditions for the development of small and medium-sized businesses;
- increasing the level of investment appeal and innovative capacity of the community.
