Lanchyn Territorial Community

The Lanchyn territorial community is located in the southwestern part of Nadvirna district, Ivano-Frankivsk region. The territory of the community is 84.82 km2 or 6.5% of the total area of the district.
The administrative and cultural center of the united community is the settlement of Lanchyn, which is located 25 km from the town of Nadvirna and 65 km from the regional center of Ivano-Frankivsk. The closest towns to the community center are Yaremche, Nadvirna and Kolomyia located at a distance of 23-25 km.
The territorial community with its center in the settlement of Lanchyn includes 4 villages with a total population of 11,474 people, namely:

History
The center of the Lanchyn community is the picturesque settlement of Lanchyn, spread out at the foot of the Carpathians, on the banks of the fast-flowing Prut. It is one of the oldest settlements (the first written mention dates back to 1241), which is known throughout the district for the generous gift of nature – sault, whose deposits are very powerful here. The first written mention of Dobrotiv, then Dobryliv, dates back to 1460. To the southwest of the village is a natural monument – Dobrotiv outcrops. The villages of Seredniy Maidan, Vyshnivtsi and Hlinky have been known since the second half of the 18th century. Glass production in these villages had a long history.
The Church of the Placing of the Honorable Cincture of the Most Holy Theotokos in the village of Dobrotiv was built in 1895, according to other sources – in 1896, apparently on the site of the previous one, also wooden. In the late 19th century, it was affiliated with the Greek Catholic parish in neighboring Lanchyn. During World War I, a shell shattered the dome of the church.
The church was built by the community residents with their own donations.

The villagers carefully preserve the customs and traditions of their ancestors. Celebrating Easter, they perform haivkas (spring folk songs and dances), passing on the folklore treasure to the younger generation. These traditions are unique, so the residents of Dobrotiv preserve them for their children and grandchildren.

Economy and Welfare
The community’s economy is dominated by individual farms. A small part of the land is leased by agricultural enterprises that use modern machinery and technologies. In general, there are legal entities and more than 110 individual entrepreneurs in the territory of the community.
The local economy is being restored due to small business. Trade and service sectors are developing. Natural resources and geographical location allow developing both the recreational and industrial potential of the community. The presence of salt springs in Lanchyn and mineral hydrogen sulfide springs in the village of Seredniy Maidan creates prospects for the development of the community as a balneological resort. Small enterprises have established the production of concrete products, lumber, imitation timber, lining, and briquettes.
Alternative energy is developing in the community: in 2019, the Settlement Council concluded a lease agreement for 40 hectares of land with the enterprise “Lanchynenergobud”, which operates in the field of alternative energy. According to this agreement, the settlement’s budget receives UAH 100,000 annually.
The Lanchyn community is located in the foothills of the Carpathians, has unique recreational resources, therefore it boldly belongs to communities with tourist potential. A highway passes through the community, via which more than 2 million tourists annually go to famous tourist resorts, which accordingly creates opportunities for the economic development of the community, in particular through the development of its own tourism.
Among the main such places, which as of today are already a tourist location and may have an economic effect in the future, is the Zhbyr tract, where an observation tower has been installed and a recreation area has been improved. The observation tower as a small architectural structure is located in the protection zone of the archaeological monument of the Late Paleolithic settlement in the Zhbyr tract of the village of Dobrotiv.
Photo shoots and wedding ceremonies are held, paragliding flights are provided, and a hotel and recreation complex has been built here. There is a wonderful view of the Carpathians, past which the Kolomyia-Yaremche-Bukovel road passes.

The education sector in the Lanchyn community operates effectively, for which part of the community budget is allocated. There are 4 secondary education institutions, 1 preschool education institution, a music school, and a House of Children’s and Youth Creativity on the territory of the community.
Community and War
Since the first days of the war, the residents of the Lanchyn community have been defending their homeland from russian aggression. About 200 men are currently defending Ukraine in the ranks of the Armed Forces of Ukraine. To date, 11 soldiers from the community have fallen, 5 are missing, and more than 15 are seriously injured.
Those community residents who cannot fight on the front today join various volunteer organizations and help the Ukrainian military, working in the home front. The community constantly holds charity auctions and other events aimed at raising funds for the needs of the military. They collect money for military vehicles, drones and other ammunition.
A charity fair, “Strength in Unity” was held at the Lanchyn Lyceum. For several days, high school pupils sold various delicacies and handmade products.





Pupils of grade 9-A of the Yuriy Shkrumeliak Lanchyn Lyceum presented a fvp, hand-made by student Ivan Danyliuk, to soldier Mykhailo Konovaliuk.
It was made with sponsorship funds from parents and pupils of the class and the class teacher, Iryna Diachenko.
Community People
Lanchyn Settlement Head Nadiia Danyliuk was elected to the position in 2020.
The head of the community has done significant work for the development of the community, aimed at improving the socio-economic situation and infrastructure. In particular, the attraction of funds from charitable funds for the implementation of important projects in various areas has been intensified. Significant energy savings have been achieved thanks to the implementation of effective measures. Major repairs have been carried out to educational and cultural institutions, which has significantly improved the conditions for learning and leisure. Current street repairs have been carried out, and street lighting has been modernized, which has contributed to increasing the comfort and safety of community residents.

Development Strategy
The basis of the effective work of the Lanchyn community is strategic planning of its activities. Experts from the Foundation in Support of Local Democracy developed the Community Development Strategy for 2019-2027 in the period from March to August 2019, using a participatory methodology (involvement of a local community), The development priorities identified in the Strategy stem from the adopted vision for the development of the Lanchyn territorial community until 2027. These priorities were identified as the most important as they can create the greatest opportunities for growth in the long term.
The main tasks of local authorities include:
- repair and maintenance of communal roads;
- thermal modernization of community education institutions;
- construction of the sports hall of the Lanchyn Gymnasium;
- purchase of a school bus;
- purchase of a new fire engine;
- river bank fortification.


A final meeting of DOBRE program representatives, planning strategy experts Oleh Karyi and Dawid Hoinkis, local assistant of the Foundation in Support of Local Democracy Taras Rashkevych with the working group on the development strategy of the Lanchyn community for 2019-2027 took place on August 13, 2019. Within the framework of the “Decentralization Offering Better Results and Efficiency (DOBRE)” Program, with financial assistance from USAID, the working group of the united territorial community, with the assistance of experts from Foundation in Support of Local Democracy from Poland, created a draft document “Development Strategy of the Lanchyn United Territorial Community for 2019-2027” from March to July 2019 and submitted it for public discussion/consultation from July 22 to August 11, 2019. The results of the public discussion of the tasks of the Strategy were presented at the meeting, changes were made to the draft. After taking into account the proposals, the Strategy will be submitted to the session of the Settlement Council for approval.
