The Livyntsi Community is located in Chernivtsi Oblast in the western part of Ukraine. The total area of the community is 129.202 km². The Livyntsi Community consists of 7 rural settlements.
As of 1 January 2023, the community’s population was 5,946 people.

History
The administrative centre is the village of Livyntsi, the first written mention of the village dates back to 1677. However, archaeological finds testify to early Slavic settlements of the Cherniakhivska culture of the II-VI centuries AD. In the Nory tract, the remains of an ancient Russian village dating back to the XI-XIII centuries have been preserved. Fragments of ancient Russian ceramics were found in the quarry.
The most famous landmark of the village of Livyntsi is the Holy Protection Church built in 1868.
Economy and Welfare
Individual entrepreneurs predominate among the business entities of the Livyntsi Community, which is the key to the development of small businesses in the community and an increase in employment. The community’s economy is traditionally based on agriculture, in particular on the cultivation of crops (cereals, legumes, sugar beets, vegetables, etc.). The community’s residents are also engaged in beekeeping, poultry farming, trade and livestock breeding.
The main part of the Livyntsi Community’s own budget revenues comes from personal income tax. The main taxpayers are the Kelmentsi Primary Healthcare Centre, Svarog-Bukovyna, Mriia Farming Bukovyna, Yugro, Yumas Oil, Elita and other local entrepreneurs.
The community has its own fire station.
Not far from the Dniester River, residents of the village of Oselivka noticed several mineral springs called “Krynychky”, which have healing powers and treat eyesight.
The developed network of educational institutions ensures access to quality education for the community residents.
There are three schools and three branches in the community. There are also three kindergartens.
It is important that the community has implemented the principles of inclusive education, where all students can receive quality education and develop their abilities regardless of their characteristics. Inclusive education contributes to the formation of a tolerant society where diversity is considered the norm.
There are family medicine outpatient clinics in each of the seven settlements of the community, which indicates that the population has access to primary healthcare.
The developed network of cultural institutions contributes to the preservation of cultural traditions and leisure activities of the community residents. There are 7 libraries in the community and the municipal institution “Livyntsi Cultural Space Centre”, which unites clubs, folk houses and a house of folk art of all settlements of the community.
In August 2021, the Livyntsi Community hosted the folk festival “Artistic Toloka”, which was also attended by neighbouring communities. Unfortunately, the war put such events on hold.
The Community and the War
Since the first days of Russia’s full-scale invasion of Ukraine, more than 300 residents of the Livyntsi Community have stood up to defend their homeland. The residents of v demonstrate extraordinary unity and solidarity with our defenders. The community is actively involved in helping the frontline by providing military units with fuel and purchasing necessary equipment, such as drones, tablets and computers, which increases the combat capability of the units.
Since the beginning of the full-scale invasion, the village council has allocated more than UAH 4.5 million for the needs of the military.
In 2024, the Programme of Support for Defenders and their Families was adopted, with almost UAH 3 million allocated for its implementation. Systematic one-time assistance is provided to mobilised, demobilised, wounded servicemen and their families and families of the fallen.
During the entire period of the Ukrainian-Russian war, the Livyntsi Community lost 18 fellow countrymen.
The volunteer movement is well developed in the community. In addition to raising funds, repairing vehicles, and purchasing all the necessary equipment that the defenders need, volunteers prepare and deliver delicious home-cooked meals to the frontline. They have become a strong shoulder of support for the soldiers.
Community People
Due to the fact that the village head Andrii Hermak, elected by the community in 2020, joined the Armed Forces of Ukraine to defend the state from Russian aggression, the secretary of the Livyntsi village council, Alla Sotska, has been acting as the head of the community since November 2023.
Andrii Hermak has been the permanent head of the Livyntsi village council since 2015.
A lot of work has been done since the community was established. As part of the UNICEF project, it was possible to improve the nutritional conditions of students at the Livyntsi Lyceum. In the autumn of 2023, renovations were carried out in the canteen of the educational institution, which created a modern and safe environment for cooking and eating for the lyceum’s students. This project is a prime example of how international cooperation contributes to the development of education and the well-being of children in Ukraine.
Development Strategy
The Zastavna Community is actively working on a Development Strategy, which is likely to be presented in 2025 and will identify key areas for improving the lives of residents.
The Livyntsi Community demonstrates a number of positive trends in its development. Stable budget revenues and a well-developed social sphere indicate effective management of local resources. In addition, the development of small businesses and good transport infrastructure create favourable conditions for the community.
However, like any other community, the Livyntsi Community has its challenges. Its heavy reliance on agriculture makes the community’s economy vulnerable to fluctuations in the agricultural market. Underinvestment hinders the development of other sectors of the economy, and diversification of revenue sources is needed to ensure sustainable growth.
Attracting investment is a key factor for the dynamic development of the community. We are currently actively looking for investors to develop infrastructure, tourism and the processing industry. To improve energy efficiency, we are introducing energy-saving technologies in budgetary institutions and the residential sector.
Cooperation with neighbouring communities plays an important role in community development. Joint problem solving allows for more efficient use of resources and better results.
Livyntsi village council has significant potential for further development. Through the rational use of natural resources, the development of agriculture and small business, as well as attracting investment, the community can ensure sustainable development and improve the well-being of its residents.
