The community includes 11 villages and has its administrative center in the village of Mala Liubasha.

History

The first mention of the village of Mala Liubasha dates back to 1629.

The architectural monument of the village of Mala Liubasha is the wooden Orthodox Church of the Intercession of the Blessed Virgin Mary, built in 1893 on the site of the destroyed old one (built in 1774). There is a wooden bell tower nearby.

Monuments to the “Fighters for the Freedom of Ukraine” and “Participants in the National Liberation Struggle for the Independence of Ukraine of 1918–1939, 1941–1945” were erected in the community.

Another architectural monument of local importance located on the territory of the Mala Liubasha community is the St. Nicholas Church, opened in the spring of 1905 on the feast of St. Nicholas the Wonderworker in the village of Myrne.

Near the village of Tykhe there is a monument of history and monumental art – a monument to reclamation workers in honor of the development of the millionth hectare of drained lands in Ukraine.

Economy and Welfare

The Mala Liubasha rural community has a favorable location with a nearby highway. High-quality transportation is provided to the remote villages of the community.

Agriculture occupies a leading place in the community’s economy. Sawmilling, planing, as well as car repair industries are well-developed here.

The main natural resource is the forest. The area of forests is about 7,000 hectares. There are wild boars, deer, elk, roe deer, foxes, hares, martens, and squirrels in the forests and their outskirts. Beavers, muskrats, otters can be found on the community’s reservoirs.

The community has 3 reserves and 17 ponds, which have been leased for fish farming and mass recreation of citizens.

The community is also rich in minerals, including clay, peat, and sand.

The main areas of activity of the non-production complex are wholesale and retail trade, trade in food and non-food stores, cafes, and food kiosks.

The main areas of agricultural development are the cultivation of grain crops and vegetables.

Agritourism is developing here. Thus, the Melnik family is developing its own brand “Garbio by Melnik”, has focused its attention on growing raspberries, strawberries, sea buckthorn, and winter rye and gardening.

There are vacant land plots for investment in the community, including a plot of 125.13 hectares for the creation of an industrial park.

The community has 4 preschool education institutions, 7 schools, and 15 cultural institutions

The pride and special feature of the Vyshyvanka kindergarten is a functioning heated pool, where swimming lessons are held.

Cultural workers are actively involved in the development of the region’s cultural traditions and the popularization of cultural heritage, and also take an active part in organizing and holding charity fairs in support of the Armed Forces of Ukraine.

A safety classroom was opened at the Mashcha Lyceum, which was equipped with fire and mine safety, first aid, and life safety zones, a game center, and a psychological relief zone. The class was furnished with modern multimedia equipment for watching video lessons and presentations.

Almost all population centers in the community have exercise grounds. There is a football field with artificial turf in Mala Liubasha and a Greco-Roman wrestling sports section in the village of Myrne.

There are three adult football teams on the territory of the village council.

Since 2022, the Mala Liubasha community has been successfully implementing the social project “Active Parks – Locations of Healthy Ukraine.” In the sports zones of the villages of Mala Liubasha and Borshchivka, physical education and health activities are regularly held for everyone.

Community and War

With the beginning of the full-scale invasion, the Mala Liubasha community became a refuge for internally displaced persons and actively assists the Armed Forces of Ukraine and population centers affected by the military operations.

The Mala Liubashan community is actively involved in volunteer activities.

Sport fishing is organized at the Liubasha fishery reservoir, in which military personnel who undergo rehabilitation at the Rivne Regional Hospital participate.

The community’s head is Svitlana Kovalchuk.

Svitlana Kovalchuk supports the development of rural areas and actively establishes cooperation with other communities and civil society organizations, including those outside Ukraine. She directs all her efforts to supporting community residents, because the well-being of the community comes first.

During her leadership, outdoor exercise machines were installed, favorable conditions were created for physical culture and the development of a healthy lifestyle in the community. The “Unity Park” was established as a place for the integration of internally displaced persons into the social life of the community through joint activities.

The community also implemented two soft projects without involving funding from donors or the community. They are aimed at popularizing culture and craftspeople of decorative and applied arts.

To meet the needs of the community and improve the quality of utilities provided to the population, two new sand spreaders were purchased.

The Mala Liubasha Village Council received equipment to improve the work of local and voluntary fire brigades as part of the All-Ukrainian project to improve the level of safety of territorial communities in cooperation with the Rivne Regional Military Administration, the Rivne Regional Organization of the Red Cross Society of Ukraine, and the Public Organization “Association of Voluntary Fire Brigades of Ukraine.”

Thanks to the cooperation of the Mala Liubashay territorial community with the Main Department of the State Emergency Service of Ukraine in the Rivne region, the community received a fire truck for the fire rescue unit.

At the initiative of the Mayor of Biržai, Republic of Lithuania Kęstutis Knizikevicius, together with Vice Mayor Astra Korsakienė, the head of the community visited the city’s municipal institutions and interesting locations of the Biržai district to learn from the experience of social improvement projects.

Development Strategy

In 2023, the Mala Liubasha Village Council Development Strategy until 2027 was approved.

Among the strategic goals are the development of economic potential and the development of rural areas.

One of the operational goals of the strategy is the creation of an industrial park. To implement the goal, a study visit of representatives of the Mala Liubasha village council to the Republic of Poland took place at the end of September 2023. The purpose of the visit was to study the work of industrial parks and business incubators, search for and establish cooperation with European partner cities, develop small and medium-sized businesses, and support startups. Also, following the meetings, the leadership of Polish cities assured that they were ready to support and assist in the development of the industrial park and create conditions for the economic prosperity of the Mala Liubasha community.

Mala Liubashayi Village Head Svitlana Kovalchuk and Holovyn Village Head Oleksandr Bachuk signed, on behalf of their communities, an agreement on cooperation in the joint financing (maintenance) of the communal institution “Social Services Center” of the Mala Liubasha Village Council. This cooperation is mutually beneficial and aims to improve the quality of social services in both communities, expanding access to social support for those who need it.
