Novoarkhangelsk Territorial Community
The Novoarkhangelsk Territorial Community was created in December 2020. The community includes 21 settlements.
The settlement of Novoarkhangelsk is located near the M-12 road, which coincides with the European E-30 road.
The population of the territorial community as of 01 January 2021 was 13,006 people.
Number of students going to general secondary education institutions: 1,424 students.
Number of preschoolers in kindergartens: 698 children.
The total number of internally displaced persons as of 21 December 2022 was 1,670 people, of which 540 were children.
History
Novoarkhangelsk has a rich historical past and a good geographical location.
There are 6 historical landmarks and 18 archaeological landmarks in Novoarkhangelsk. More than 6,000 years ago, there were settlements of the unique Trypillia culture in its territory, and the mounds of nomads still stand high in the fields.
In the territory of Novoarkhangelsk and the neighbouring village of Torhovytsia, there is an archaeological site – a medieval town dating back to the 14th century, which was the headquarters of the governor of the Golden Horde. Since 1997, scientists from the city of Kropyvnytskyi have been conducting archaeological research here almost every year. To date, archaeologists have explored a medieval hammam bath, pottery workshops, a waterworks and a cemetery of an ancient settlement.
In the vicinity of this town, in 1362, the Syni Vody Battle took place between the troops of the Grand Duke Olgerd of Lithuania and the emirs of the Golden Horde. The Syni Vody Battle marked the beginning of a new era determining the future of Ukrainian lands and their European choice centuries in advance.
In the period of the Cossacks, an important trade route passed through the territory, also known as the Black Road. It was a continuation of the Great Silk Road and connected the countries of Europe with the countries of the East, ending in China.
Novoarkhangelsk was founded in 1743 by the Cossacks of the Myrhorod Regiment and was named Arkhangelsk Town or Arkhangelsk. To protect the settlement, Myrhorod Colonel Vasyl Kapnist, a Greek by origin, built an earthen fortification here according to the project of the French architect engineer-colonel Daniel de Bosquet. From that time until 1857, Novoarkhangelsk was a military settlement.
In the early 1930s, the town received the modern name of Novoarkhangelsk.
In 1921, Novoarchangelsk became the district center.
In July-August 1941, Novoarkhangelsk was one of the epicenters of the bloody battles between the Soviet and German troops, which went down in history as the Battle of the Green Gate or the Battle of Uman.
The Syniukha River, which is one of the cleanest rivers in Ukraine, flows through the town. It is a site for rest and recovery; therefore, it is on its banks that the Brigantyna Children’s Health Center is located, where various cultural events are often held, such as the Syni Vody Fest festival.
The Fomykha and Kuchery forest areas near the settlement of Novoarkhangelsk constitute a reserve.
Economy and Welfare
Novoarkhangelsk is a community where creativity is developed. Various district and regional festivals, concerts, reviews dedicated to various topics are regularly held here. Musical, choral, vocal-instrumental and folklore bands perform in the town. Novoarkhangelsk also has venues for holding various events – three Cultural Centres, the Novoarkhangelsk Local History Museum, the School of Aesthetic Education, and the Central Public Library.
There are three general secondary education institutions and two preschool education institutions in the community. In addition, there are two health care facilities in the community.

A stadium and a sports hall of a children’s and youth sports school were built in the community.
The Novoarkhangelsk Local History Museum was founded in 2007.
Granites, migmatites, sands and clays are extracted in the territory of the community. Grains and oil production facilities operate here as well as meat and dairy production facilities processing agricultural products at an industrial level.
There are three operating elevators for 12,000 tons of grain each, a hydroelectric power station with two turbines, two quarries (one is operating), an asphalt-concrete plant.
Community and War
Since the beginning of russia’s aggression against Ukraine, the Novoarkhangelsk territorial community, the population of which amounts to 13,000 people, has become a transit settlement that has received more than 5,000 people as temporary and permanent residents.
As of 21 December 2022, 1,670 people who were forced to flee the war found shelter in the Novoarkhangelsk community. Almost a third of these people are children. There are several municipal facilities in the territory of the community, which function as places of compact residence of IDPs. All the residents who stayed in the territory of the community were provided with accommodation, three meals a day and medical care.
During the ten months of the russian federation’s full-scale invasion of the territory of Ukraine, the Novoarkhangelsk territorial community established cooperation with the Red Cross Society of Ukraine in the Kirovohrad Region, with international donors: World Central Kitchen, Siobhans Trust, UNHCR, Ukrainian national nongovernmental organizations and foundations: charitable organization “BF NAHD Zdorovi” and with local nongovernmental organizations: Hromadska Varta, Central Ukrainian Volunteer Organization, Territory of Success, The Tenth of April.
People of the Community
Yurii Shamanovskyi is the Head of the Novoarkhangelsk Territorial Community.
During the war, a number of projects were implemented on the initiative of the head, most of which were aimed at social cohesion and integration of internally displaced persons into the life of the community.
Creation of a mural was one of these projects. Both local residents and refugees from the city of Kharkiv participated in the project.
Another project implemented with the support of the head was aimed at cleaning the areas of the banks and applying the theoretical aspects of garbage sorting in an area called Eco-Meetings on the Syniukha River.
In addition, charity concerts were often held in the community under the patronage of the head to raise funds for the Armed Forces of Ukraine and charity ethnic style photo projects were implemented as well.
Also, on the initiative of the head, events organized by various nongovernmental organizations and charities were often held in the community. One of the brightest was the Pizza on Wheels project, in which volunteers from different countries of the world participated: Ukraine, Scotland, France, the USA.
Development Strategy
The strategy of the Novoarkhangelsk Territorial Community was developed for 2021-2030. Four strategic goals have been defined to ensure the community development.
Strategic goal 1. “Competitive innovation-oriented economy developing on the basis of smart specialization” is to create the optimal conditions for the full usage and increase of the existing potential and effective use of the competitive advantages of the community’s economy.
Strategic goal 2. “Human capital development and improvement of the quality of life of the population” implies the implementation of tasks and measures to stabilize the demographic situation in the community, ensure equal access to quality education, health care services regardless of where people live, and increase the material well-being of the population.
Strategic goal 3. “Sustainable development of all the territories” implies the implementation of measures and projects aimed at eliminating disparities in the development of settlements in the rural and urban areas, the social and road infrastructure development, the modernization of housing and utility services, and the housing development.
Strategic goal 4. “Preservation of ecosystems and ecological infrastructure improvement” defines tasks and projects related to environmental protection, the ecological infrastructure development in the community.
