Pidhaitsi Territorial Community

The total area of the territory is 8,000.2326 hectares. The Pidhaitsi United Territorial Community was formed by merging 8 village councils (including 20 population centers).
As of September 17, 2024, 25,245 people were registered in the Pidhaitsi territorial community:
Men: 11,750;
Women: 13,487;
History
Almost every population center of the community has its own tourist attractions and features. Local residents of each village are proud of the sites that are located in their locations. In general, the most historical data can be found about the villages of Pidhaitsi, Krupa, Lyshche, Vorotniv, Harazdzha, and Piddubtsi.
For example, in Pidhaitsi, the memorial sign of Mali Pidhaitsi was restored thanks to the Participation Budget. Also, the Orthodox Oleksandr Nevskyi Church, built in 1868, welcomes its parishioners in Pidhaitsi. Besides, the villahe is the administrative center of the community.
In the village of Krupa there is a Czech cemetery that has survived to this day. The attention of passers-by is always attracted by a high, about 10-meter, brick structure, which stands on a hill, at a fork in the road. Local residents call this building “Figure”.

Krupa also has a monument of science and technology of international importance, which is under UNESCO protection – the Struve arc. It stretches though 10 countries, including Ukraine, and over 2,820 km. It was this unique study that allowed the scientist Vasyl Struve to accurately calculate the dimensions of the Earth.
The Church of the Nativity of the Most Holy Theotokos in the village of Vorotniv is also an interesting historic site.

Near the village is the Vorotniv Botanical Reserve, which is a powerful tourist magnet for local residents and guests of the community. Vorotniv Botanical Reserve, which was created in 1976 and has an area of more than 600 hectares, is also famous for Volyn’s only plot of oak trees that are more than 300 years old.


The most valuable historical monument of the village of Piddubtsi is the Church of the Holy Intercession of the 18th century. It is one of the most interesting examples of Baroque architecture in Volyn.

The village of Harazdzha has various attractions for tourism and recreation. 2 ecological trails have been created in the forest areas of the state-owned enterprise “Volyn Forest Breeding and Seed Center”.

It is also worth noting that the village has a motorcycle track, updated in 2011, which is popular with both local and visiting motorcycle enthusiasts.

Economy and Welfare
Various state institutions are located and operate on the territory of the Pidhaitsivska community. There are also 3 large industrial enterprises, including those with foreign investments, the largest of which are Modern-Expo. The community has more than 140 legal entities, the largest of which are enterprises with foreign investments Minmat Reverberi and Shynaka – Ukraine, as well as Tigres and Epicenter-K.
There are also about 2,534 individual entrepreneurs, approximately 118 trade and catering establishments; more than 20 restaurant establishments; about 30 agricultural / farming enterprises; 7,663 personal peasant farms; the Kivertsi Forestry – Vorotniv and Zviriv Forestry; and 12 gas stations.
Most jobs are created by industrial sector, woodworking and light industry, construction and agriculture, wholesale and retail trade, the field of transport services and freight transportation, hotel and restaurant industry, and, to a much lesser extent, the field of education.
The community is attractive for investing in the development of local business. Enterprises usually offer community residents permanent employment. Given the location of the community, a significant number of its residents works in the city of Lutsk.
The local labor market also includes self-employment – work in individual farms, small retail trade in self-grown agricultural products: grains, vegetables, fruits, dairy products.
The community has land plots that are attractive for investment in residential apartment construction, industrial production, tourism and health improvement. This is especially relevant given the short- and medium-term expectations of good transport accessibility.

There is a utility company in the community which operates under control of, and was founded by, the Pidhaitsi Village Council. The company provides services for heat supply to state-financed institutions and facilities, water supply and drainage, territory improvement, building maintenance, garbage removal, etc.
There are 10 preschool education institutions enrolling 1,407 children on the territory of the community.
The education system of the Village Council is a modern and stable network of educational institutions numbering 12 units, which meet the educational needs of more than 2,813 people, including the Pidhaitsi Lyceum of the Pidhaitsi Village Council, which provides education to 1,006 pupils.
In the central manor, there is an inclusive resource center for children with various disabilities aged from 2 to 16. School buses provide centralized transportation of children living in remote population centers to educational institutions.
Contracts were signed for “New construction of a kindergarten in the village of Strumivka, Lutsk district, Volyn region.”
The development of culture in the community is aimed at the revival and preservation of national Ukrainian culture, ensuring freedom of creativity, free development of cultural and artistic processes, professional and amateur creativity, realization of the rights of citizens to access cultural values, creation of material and financial conditions for the development of culture.
There are 14 cultural institutions, each of which has 26 organizations:
13 vocal and choir organizations, of which one holds the title of “exemplary”;
2 musical and instrumental organizations;
3 theatrical organizations;
2 children’s choreographic organizations holding the title of “exemplary”;
6 folklore organizations.
The library system has been formed on the territory of the Village Council which includes a central public library and 14 branch libraries with a total collection of 62,000 books.

The health care system in the community is represented by the communal enterprise “Lutsk Central District Hospital” of the Pidhaitsi Village Council and the ” Pidhaitsi Primary Health Care Center of the Pidhaitsi Village Council” with the corresponding structure: 4 outpatient clinics and 15 paramedic and midwifery stations which proportionally located in Starosta-headed districts.

In 2021, the community established a Youth Council under the Pidhaitsi Village Council, which is a consultative, advisory and representative body on youth policy issues, designed to promote the interaction of local self-government executive bodies and community youth, to ensure consistency of actions in solving issues related to life of young people and their participation in all spheres of social life, organizing and conducting youth events and informational and educational work among young people.


Community and War
From the first days of the war, the residents of the Pidhaitsi community rushed to defend their Motherland from russian aggression.
The men, on their own initiative, rallied and stood in for patrolling the streets of the Pidhaitsi community. In addition, expecting an attack from Belarus, the community quickly set up several roadblocks on the territory of the community. Local entrepreneurs helped as much as they could – some with sand, some with materials. Men welded hedgehogs; girls wove camouflage nets. In a relatively short time, the checkpoints were almost the best in the region.
Voluntary formation “Pidhaitsi No. 1” was created which has a number of duties related to the protection of the territory of the community: round-the-clock patrolling and other combat tasks that were not disclosed at the beginning of the war.
With the support of the National Police, a rapid response group was created, and the statistics on the absence of crimes in the territory of the community during the first months of the war show that the guys did their job perfectly.
It is worth noting that at the beginning of the operations of the formation, local entrepreneurs also helped here. Thus, Ikos shoe factory provided warm insoles for the Territorial Defense members and VADRUS factory donated tactical shoes.
In addition, the community provided hot meals to the defenders every day, and deputies of the Pidhaitsi Village Council allocated funds for the maintenance of the formation. The boys have set up a shooting range, obstacle courses, where they practice their shooting skills, conduct daily drillings and tactical and medical trainings.
The Pidhaitsi Village Council systematically allocates funds for the needs of the Armed Forces.
Charitable collections of funds, basic necessities, etc. are constantly held at community events to hand the collected over to the front lines.
Those residents of the community who cannot fight at the front, today join various volunteer organizations and help our soldiers working in the home front.

People of the Community
Yurii Semeniuk has been the head of the community since 2008.

During his tenure, he was repeatedly awarded various orders and distinctions.
In order to achieve the goals, the community leadership, an initiative group of community residents, business representatives and other stakeholders are working towards expanding opportunities for development, increasing investment attractiveness, preparing strategies, and in particular, working out a Comprehensive Plan for the spatial development of the community territory. Currently, friendly relations have been established with the USAID HOVERLA project. Together with them, work has already begun within the preparatory stage of developing a comprehensive plan.
The next steps include the creation of an economic strategy, an investment passport, etc. All these documents will allow the community to consistently implement projects, perform actions that will raise the standard of living in the community, satisfy the needs of residents and stimulate the improvement of the community’s standing among others.

Development Strategy
The first steps were taken in the Pidhaitsi community to develop a document: the first meeting of the working group to develop the Pidhaitsi Community Development Strategy for 2022-2027 was held in the village of Pidhaitsi back in 2021. Strategic development specialists were invited. A preliminary plan of actions for writing an important program document was discussed and developed. Recommendations were made on the creation of long-term development plans up to 2027. However, with the beginning of the full-scale invasion, work in this direction significantly declined.

A number of programs have been developed in the community, according to which work is carried out and measures are taken in population centers, including as follows:

- “Green Tourism” Programs for the development of rural green tourism in the Pidhaitsi community for 2022 – 2025

- The Program of financial support of the communal enterprise “Lutsk Central District Hospital” of the Pidhaitsi Village Council for 2023-2024
- The “Community Police Officer” Program for ensuring public order and public safety in the territory of the Pidhaitsi Village Council for 2023-2025
- The “Own House” Program for granting loans to certain categories of citizens in the Pidhaitsi Village Council for 2023-2026
- The Program of development and support of gifted and talented students of general secondary education institutions of the Pidhaitsi Village Council for 2023-2025
- The Program of national and patriotic education of children and youth of the Pidhaitsi Village Council for 2023–2025
- Programs of development of physical culture and sports of the Pidhaitsi Territorial Community for 2022-2024
- The Program of support and development of youth and youth policy of the Pidhaitsi Village Council for 2024-2025
Currently, the community strives for changes and positive multifaceted development for the well-being of residents in order to encourage the population not to leave their community, but to continue living and working here.
The primary tasks of local authorities are as follows:
– repair and maintenance of communal roads;
– thermal modernization of community educational institutions;
– construction of a civil defense building for the Harazdzhan gymnasium;
– construction of a kindergarten in the village of Strumivka;
– ensuring that dams and coastal fortifications in the population centers of the community function safely;
– conducting a study of the state of rivers, reservoirs of the community and their cleaning with the preservation of ecosystems;
– carrying out works on the design of coastal zones and spaces along rivers, taking into account the peculiarities of the area;
– construction of treatment facilities in the village of Lypyny;
– reconstruction of the stadium in the village of Lypyny;
– expansion of youth infrastructure through the creation of youth spaces, centers;
– the development of “green tourism” by creating various tourist routes in the main locations of the community (eco-trails , architectural monuments , museums, sources, etc.);
– creation of a museum-house in the village of Vorotniv;
– creation of high-quality public spaces in population centers of the community;
– development and implementation of projects related to the introduction of alternative energy resources to meet the needs of critical community institutions and facilities (schools, kindergartens, hospitals).
