Tomashpil Territorial Community
The Tomashpil territorial community is located on the territory of Tulchyn district, Vinnytsia region.
The total area of the territory: 666.85 sq km.

The community includes 27 villages and has its administrative center in the settlement of Tomashpil.
History
The community has a large number of unique objects – a Scythian hillfort, the remains of Trypil settlements combined with tracts, Zamkova Hora (Castle Hill) with the remains of fortress walls, the Cossack church of St. Nicholas of the 17th century, an ancient cemetery, a Gothic-style mill, and the Izvir hydrological landmark. Together they form a unique historical landscape complex.
Ancient artifacts left behind by the ancient Trypilians, Scythians, Sarmatians, bearers of the Zarubinets and Chernyakhiv cultures remained in the community.
The history of Polish, Ukrainian, Russian, Moldavian aristocratic and famous noble families is closely connected with the Tomashpil area.
Zoya Chorna, a skillful needlewoman, organizer and leader of the unique folklore and ethnographic ensemble “Rusava” researched into the area’s culture. She recorded more than a thousand songs of a family, historical and calendar nature, which were included in the golden fund of folk art.
Another jewel of the community is the Hnatkiv manufactory museum, where up to a thousand tools for woodworking are collected. The museum was founded by a local master of wood carving, Anatolii Lukianchyn.
Economy and Welfare
The economic base of the Tomashpil community consists of agricultural enterprises that specialize in the cultivation of wheat, barley, sunflower, corn, soybeans, etc. In total, about 100 entrepreneurs and about 70 agricultural enterprises and farms are registered on the territory of the community.
One of the largest enterprises of the community is the agricultural complex “Zelena Dolyna” which was created in 2004 on the basis of a sugar factory and farms of the Tomashpil and Tulchyn districts.
A number of food companies are also located on the territory of the community.
The food industry is represented by two bakeries and a farm for growing and freezing berries, and there is an enterprise for the production of frozen semi-finished products.
There is also a sugar factory in Tomashpil. It is a well-developed high-tech enterprise, which is one of Ukraine’s best companies in the sugar industry with a sugar production capacity of up to 400 tons/day.
In 2022, the MeriToys soft toy sewing enterprise started operating in the village of Hnatkiv.
The community has primary health care facilities (outpatient clinics, medical and midwifery stations), secondary health care facilities (central district hospital) and an emergency medical care department.
Providing high-quality secondary education is one of the main tasks of local authorities. The network of educational institutions includes 15 schools and 15 preschool education institutions.
Out-of-school education is provided by the House of Children’s Creativity, the Children’s and Youth Sports School and the Children’s Music School in the community. The Komarhorod Vocational Agrarian Lyceum operates in the village of Komarhorod.
Special attention is paid to the development of sports. The Children’s and Youth Sports School operates in the Tomashpil community. The community also has adult football and volleyball teams, athletes in hand-to-hand combat, kettlebell sports, and athletics.
The hand-to-hand combat section is actively developing in the community. A striking example of hard work is Iuliia Maksymenko from Tomashpil, a master of sports of Ukraine in hand-to-hand combat, a member of the Ukrainian hand-to-hand combat team since 2017. In 2024 she won 1st place at the Championship of Ukraine in hand-to-hand combat and was selected for the World Games, which will be held in Greece in 2025.
Since 2021, the Social Services Center has been operating in the Tomashpil community. About 250 lonely elderly people are provided with the social service “Care at Home”. A special car was purchased to provide the “Social Taxi” service.
In 2024, a project to create a Sustainability Center was implemented, as part of which the basement of the settlement council was transformed into a dual-purpose shelter. Now, in addition to shelter during an air raid, trainings, seminars, lectures and other meetings are held there in comfortable conditions. It is important that there is a special descent and an equipped bathroom for people in wheelchairs.
The network of cultural institutions is represented by the Center of Culture and Leisure, which unites 23 cultural institutions. The public library has 20 branches in the villages of the community.
Since 2017, the ECO-CENTER STINA has been operating in the village of Stina. The main goal of the Eco-center is the popularization of local culture. During its existence, volunteers from different parts of the world managed to visit there, who jointly restored the hut and improved everyday life. In 2022-2023, a youth project was implemented, within the framework of which videos of local songs and traditions were created and distributed.
In 2023, a social enterprise, Vereta Weaving Center, was opened. Its activities are designed to preserve and popularize traditional Ukrainian crafts. For this purpose, craftswomen working on looms united in Stina. Women make traditional Podillia carpets – verets. They also make modern accessories: bags, cosmetic bags, laptop covers. The center is very popular among tourists visiting the Tomashpil community.
Community and War
Since February 24, 2022, the Tomashpil community has adequately coped with the challenges associated with the full-scale invasion. In total, the community received almost 7,000 internally displaced persons. Kindergartens, the inpatient care department of the Social Services Center, Hnatkiv rehabilitation center, a vocational school dormitory and a church were quickly re-arranged for collective housing. Locals also offered their own homes to shelter those fleeing the war.
From the first days, the community created a Humanitarian Headquarters on the basis of the Social Services Center. The work of the headquarters was aimed at providing humanitarian and charitable assistance to internally displaced persons, low-income groups of the community, Defenders and their family members. Local residents, entrepreneurs, and charitable organizations, including international ones, participated in the formation of sustainability kits (both food and household items). During the first 4 months, employees of the Social Services Center worked at the Humanitarian Headquarters without days off.
The Tomashpil “Clothing Bank”, created in 2021 at the Social Services Center, played a considerable role. In 2022, the Clothing Bank processed more than 3,000 applications, in 2023 – more than 4,000, and in 8 months of 2024, more than 3,000 people used the services of the Clothing Bank.
Men and women of the community stood up for the defense of their state. The Tomashpil Settlement Council provides support to the Armed Forces of Ukraine. In addition, they provide drones, cars, sights, etc. to soldiers on the front lines together with the public organization “Nadia Tomaspillia”.
Support for the military was and remains a priority for the Tomashpil community because thanks to the Defenders, they have the opportunity to work. The community always responds and seeks resources in order to satisfy the requests of the military that come to the settlement council. They help both military personnel and individual military units.
The whole community united to help the soldiers. Volunteers work tirelessly. Teachers, students, ordinary residents join the volunteer efforts. They send food, canned goods, first-aid kits, tourniquets, ammunition, camouflage nets, warm clothes and other equipment to the frontlines.
Fundraisers are held in the community in order to purchase military vehicles and spare parts for them, thermal imagers, quadcopters etc.
People of the Community
Valerii Nemyrovskyi, Head of the Tomashpil Settlement Council, has been the head of the Tomashpil Community since 2011.
During his tenure, the community achieved significant results. Every year Tomashpil rises to a new European level.
To effectively solve the tasks of local self-government, expand and deepen trade and cultural ties, agreements on cooperation in the trade, economic and cultural spheres were signed with:
- Gmina Trzcianka, Województwo Wielkopolskie (Republic of Poland);
- commune of Răducăneni, Iasi County (Romania);
- communities of the villages of Sauca, Tudora, Bănești and Ștefănești (Republic of Moldova);
- Shyroke Settlement Council, Dnipropetrovsk region.
The central square, which is the hallmark of the settlement, required updating, so in 2012, its reconstruction began and new benches, lanterns and trash cans were installed. A modern playground was installed, and the fountain was reconstructed.
They made a significant contribution to the development of the utility company, expanding its fleet. If in 2011 there was only one working tractor and a truck, then today there are more than 30 pieces of equipment.
Valerii Nemyrovskyi is also concerned about the environmental situation. The leadership developed a scheme for the movement of special vehicles in the settlement and population centers of the community, introduced separate collection of garbage, installed nets for collecting plastic bottles, preparatory work for the creation of a garbage sorting line is ongoing.
More than 40 km of roads have been overhauled. Pothole repair of asphalt pavement, grading and filling of roads are carried out annually. 36 video surveillance cameras were installed in Tomashpil and certain population centers of the community.
The program for replacing street lights and arranging street lighting is almost complete.
The celebration of religious holidays, in particular Epiphany, Ivan Kupala, and St. Nicholas has become a good tradition here.
Development Strategy
The Tomashpil community approved the Development Strategy until 2030 which contains 4 strategic goals aimed at economic development, investment attraction, infrastructure development, social security and personal development of residents, and the creation of a safe environment.
To this end, three police stations have already been created in the community, the fire department in the settlement has been overhauled, and exchange of experiences is held for existing and potential entrepreneurs.
The Regional Development Agency of the Vinnytsia Region and the Regional Development Agency of the Tavria Union of Territorial Communities, which conduct educational activities for active residents of the Tomashpil community, are involved in the cooperation.
Also, the community has an object for investment – a milk factory in the village of Antonivka, which needs to be additionally equipped and put into production. Currently, the building has been renovated, milk processing equipment has been installed, and a milk truck has been purchased. The equipment is designed to process 6 tons of milk per shift. By now, the premises together with the equipment have been transferred to the Tomashpil investment agency and require additional financing. In addition, projects have been developed aimed at improving life in the community, upgrading infrastructure (energy saving, energy efficiency, water supply, lighting, etc.), strengthening tourist and economic potential.
