Toporivtsi Territorial Community
The territory of the community is part of the Chernivtsi Raion of Chernivtsi Oblast. The administrative centre of the territorial community is the village of Toporivtsi, where the local self-government bodies are located. The area of the community is 123.6 square kilometres.
The community comprises 4 villages: Toporivtsi, Kolinkivtsi, Hrozyntsi, Bochivtsi.
The population of the community totals 11,730 people.
History
The village of Toporivtsi has ancient roots. The first written mentions date back to 1412, but archaeological findings indicate that people lived here during the early Iron Age and the times of Kyivan Rus. The main historical gem is the Church of St. Elijah the Prophet (1560), which is included in the register of cultural heritage monuments of Ukraine. At the beginning of the 20th century, a new temple was built in the village, which remains a spiritual centre of the community today.
The partner villages also have an interesting past. The first mentions of Kolinkivtsi appear in 1575, and the name itself derives from the Moldovan word “coline” – “hills.” In Hrozyntsi, remains of a 14th-century dwelling and an ancient burial ground have been found, proving continuous settlement. Bochkivtsi stood out for its crafts: local craftsmen made wooden barrels for honey and prunes, from which the village’s name originates.
During the Soviet period, the community developed as an agricultural and educational centre, with schools, a hospital, libraries, and clubs operating here. The village of Toporivtsi gained fame through its dance ensemble, which was the first in Ukraine to receive the title of amateur folk dance ensemble.
Economy and Welfare
The economy of the Toporivtsi community traditionally relies on the agricultural sector – growing grains, sugar beets, horticulture, and livestock farming. Wood processing, product processing, and small business also play an important role. Favourable soils, advantageous location, and proximity to Chernivtsi make the community attractive for developing farming households and entrepreneurship.
The educational network covers lyceums in all settlements: Toporivtsi, Kolinkivtsi,Hrozyntsi, and the Bochkivtsi branch. Over 1,700 children study there in total. Preschool education is represented by the “Prominets” kindergarten in Toporivtsi, “Sonechko” in Kolinkivtsi, and groups in schools.
An important cultural event was the opening of the Art School in 2021. This is the first institution in the community where children can learn music, singing, choreography, and fine arts. Despite the war, the school’s students participate in competitions, create patriotic works, and support Ukraine’s defenders.
Administrative and social services are concentrated in the Administrative Services Centre (ASC), opened in 2021. Over 300 services are available there. In 2025, more than 12,000 services were provided to residents through the ASC. The community also operates a Centre for Social Services, which assists families in crisis situations, veterans, victims of domestic violence, and people with special needs.
The Community and the War
The Toporivtsi community actively participates in supporting the Armed Forces of Ukraine and internally displaced persons during the full-scale invasion by the Russian Federation.
The community has created and manages temporary compact shelters for internally displaced persons in the villages of Toporivtsi and Kolinkivtsi, which have accommodated 600 people since the beginning of the war. In total, the community has provided shelter to over 2,000 people.
People of the Community
The head of the Toporivtsi community is Yurii Pasichnyk. His activities are focused on openness and development, partnership with citizens, and creating modern services for residents. During his tenure, the community has become an example of active involvement in grant resources and infrastructure development.
The people of the community – teachers, doctors, farmers, entrepreneurs, and activists – maintain unity even in difficult times. Before the war, cultural festivals were organized here, and during the war, the community became a centre of volunteer movement and mutual assistance.
Development Strategy
The Toporivtsi community has clear development priorities:
- Education and Culture – modernization of schools, support for the art school, development of extracurricular education.
- Administrative Services – expansion of ASC operations, implementation of electronic services.
- Social Protection – support for veterans, elderly people, and IDPs.
- Infrastructure – improvement of settlements, road repairs, development of communal services.
- Economy and Business – development of farming, agro-processing, attraction of investments in tourism and logistics.
The community actively cooperates with international partners and uses grant programmes to finance new projects.
