Volodymyrets Territorial Community

The Volodymyrets territorial community is located in the central part of the Varash district in the north of the Rivne region. Founded in 2020 as a result of decentralization, the community merged 22 population centers.
The community covers an area of 707.1 square kilometers and has 27,365 residents. Its administrative center is the settlement of Volodymyrets.
As of October 1, 2024 the population of the community was as follows:
Men: 13,555
Women: 13,810
Internally displaced persons: 212.
History
The first written mentions of the township date back to the 12th century.

In the 16th and 17th centuries, Volodymyrets received Magdeburg rights and became a center of craft production, especially metallurgy and glass production. In the 19th century, active construction of Orthodox and Catholic churches and other public buildings took place.
The Catholic church in Volodymyrets appeared in 1827 thanks to the initiative of the Krasicky family, who also owned the local palace.

Krasicky Palace is the oldest building in Volodymyrets and the only preserved monument of palace architecture in historic Volyn.
The palace was built in the 1820s for Count Vincent Jozef Krasicky.

In 1894, the construction of the new Assumption Church began, which has survived to this day.


There were also tragic pages in the history of Volodymyrets, in particular, the mass murder of Jews and Roma who lived in Volodymyrets during World War II.

Economy and Welfare
The local business is represented by 513 entities. The structure of the community’s economy includes such industries as mining, forestry, agriculture, as well as a developed trade and services sector.
The mining industry is focused on the extraction of sand and raw amber.
The company “Polovli pisok” provides annual production of about 25 thousand cubic meters of sand, which is mainly used in construction, in particular, the construction of roads. In addition, certified amber mining is carried out on the territory of the community by the companies “Inklyuz-8” and “Polissia Pryrod Resurs” at Kanonychi, Kriuchkova and Kriuchkova-1 deposits near the village of Zhovkyni.


There are 13 agricultural enterprises operating on the territory of the community. The main areas of agricultural production are the cultivation of grain crops and technical crops (sunflower, rapeseed).
Animal husbandry is represented by dairy and meat cattle breeding.

In addition to the mentioned areas, it is worth mentioning the development of beekeeping. Currently, 59 apiaries with a total number of 1,456 bee colonies are kept on the territory of the community. There are 257 trade establishments and 16 restaurants operating on the territory of the Volodymyrets territorial community.
Educational services in the community are provided by 3 preschool and 17 general education institutions and the after-school unit “House of Schoolchildren and Youth”, which complements the educational process with interesting groups and sections.



Inclusive centers play a vital role in today’s society, ensuring equal opportunities for all children, regardless of their special needs. The Volodymyrets inclusive resource center in the community is a center of support, training and development, where every child can reveal their potential and feel like a full-fledged member of the community.

The communal institution “Art School” is a real source of talent in the community. Most of its pupils are winners of prestigious international and all-Ukrainian competitions. Art classes help young talents to fully reveal their creative potential.

Vocational education plays an important role in the educational sphere of the community. Higher Vocational School No. 29 provides the opportunity to obtain a working qualification in the territory of the Volodymyrets territorial community.
Health care services are provided to the community population by two communal non-profit enterprises: “Volodymyrets Multidisciplinary Hospital” and “Volodymyrets Primary Health Care Center” of the Volodymyrets Settlement Council.


Community and War
The war launched by russia radically changed the life of the community – volunteers collect food, hygiene products, clothes, weave camouflage nets, help with ammunition for the military of the Armed Forces of Ukraine. In this war, the biggest threat to civilians is air attacks, including from the territory of Belarus whose border is located at a distance of about 70 km from the community. During the war, the Volodymyrets community provided shelter for more than 1,400 displaced persons.
Today, active public organizations and residents of the community have united the community, creating a powerful volunteer movement.


People of the Community
Vasyl Kovenko was elected to the position of Settlement Head of the newly created Volodymyrets territorial community in 2020. Prior to that, he had headed the Volodymyrets District Council for two consecutive convocations (from 2010 to 2020).



Various projects are actively implemented in the community to improve the lives of residents, and various fests, fairs and festivals are often held on the territory of the community.




Development Strategy
The strategic plan for the development of the Volodymyrets settlement territorial community for the period until 2027 was developed and approved in the community. During the preparation of the development strategy, 2 strategic goals were defined, namely:
- Development of economic potential
- Integration of rural areas
The most priority tasks facing the community include:
- repair of roads
- construction of a sports hall from prefabricated metal structures in the settlement of Volodymyrets
- repair of anti-radiation shelters
- modernization of the outdoor lighting network using energy-saving technologies
- development of the Comprehensive spatial development plan of the territory of the Volodymyrets settlement community
- creation of a park zone with a skate park on the territory of the settlement of Volodymyrets
