The Holoby territorial community is located in the Kovel district, Volyn region.

The community includes 1 settlement and 22 villages, with the administrative center in Holoby.
History
Holoby was first mentioned in historical sources in 1434.
At the beginning of the 18th century, the village belonged to the nobles Jeruzalski (Jaruzelski). A Roman Catholic church in the Baroque style was built there on the site of the old one, which, according to some sources, was burned by the Swedes in 1708. In the first half of the 18th century, the palace of the nobles Wilgi-Jeruzalski was located in the center of the ancient park. It is believed that the estate was built no later than 1730-35.



In 1783, the new owner of Goloby, the son of Francisk Vilga, the Chernihiv voivode Ludwik Vilga, built the St. George Church in the village. In the same year, he completed two chapels at the brick Roman Catholic Church of the Archangel Michael.


In 1871, a railway was laid through Holoby. Later, the Kovel-Lutsk railway station was built.

Economy and welfare
Agriculture dominates the community. The industrial and agrarian sector of the community’s economy is represented by 18 farms
The Druzhba Agricultural Limited Liability Company is engaged in the cultivation of grain crops and the sale of livestock and feed for them.

The Volyn Nova company is engaged in growing grain crops, and the community also houses the agricultural enterprises Lesi Ukrainky, Zorya (cattle breeding), Kovel State Variety Testing Station, Grand Invest Limited company, Volyn Packaging Company, State Variety Testing Station (Pohinky village), Spectrum plant, Piket-Bud-Trans private enterprise, and a private solar power plant.

In agricultural formations of all forms of ownership, more than 16,000 hectares of agricultural land are in use, including about 10,000 hectares of arable land. The agrarian sector of the community specializes in growing grain and industrial crops, including sugar beets, fodder crops, potatoes, vegetables, fruits and berries.
In the field of education, the community has a lyceum, 4 schools and 2 preschool institutions, a children’s and youth sports school, an inter-school district station for young tourists, a music school, and the Golob psychoneurological boarding school.
Community and War
With the beginning of full-scale Russian aggression, the Golob community, like others, began to accept displaced persons.
The Golob community is relatively small and accepted more than 400 internally displaced persons, mainly from the Donetsk and Luhansk regions, providing them with housing and everything they need. Most of those who arrived from the eastern regions of Ukraine live in private homes. In communally owned buildings, compact living spaces for internally displaced persons have been set up. Some of them have already returned to their homes, but there are many who have stayed for a long time or for permanent residence.

In order to unite people, they decided to create a bakery. The NGO “Center for Family Culture” launched the “Traditions Unite” project, within the framework of which they purchased equipment and began to create the magic of unity.
Both internally displaced persons and permanent residents of the community participated in all the events. Together, side by side, they baked bread, learned something new about traditions, helped each other and had fun.

There are 2 inviolability points operating in the community. Each point is equipped with a diesel generator, heating, lighting, the ability to charge a mobile phone, drink hot tea or coffee, Internet access, medical first-aid kits, and other necessary items.

Many caring people from all settlements of the district joined the common good cause – helping the soldiers. Employees of the Golob village library also started a good cause, which was initiated by the Kovel district organization of veterans of Ukraine, and began to make camouflage nets for the military. With great enthusiasm, pensioners, students, teachers, in their free time, came to help so that the military had something to camouflage equipment and defend fortifications.

Community People
The head of the Golob community – Serhiy Garbaruk has been heading the village of Goloby since 2010, and since the unification – the entire community.

The Administrative Services Center in the Holobsk community is one of the first in Ukraine, formed according to the model of an integrated office. For the convenience of the elderly and people with disabilities, the Center was placed on the first floor. At the time of opening, the Administrative Services Center was planned to provide 70 administrative services necessary for the population. A children’s corner, a public reception area were equipped, and modern electronic document management was introduced.

After the unification, in 2016, a support school (now the Goloby Lyceum) was established in Goloby for the community’s students. It had several branches in the villages. In total, over 600 children study there. A quarter of them are transported to the educational institution by three school buses.
The support school has two buildings: an old one and a new one. The community received over 2 million hryvnias from the State Fund for Regional Development for the reconstruction and insulation of the new one.
In 2017, the reconstruction of the Druzhba stadium began in the village of Goloby. This project was financed by the community and the State Fund for Regional Development. In addition to the football field, the stadium has running tracks and a multifunctional playground with artificial turf, where you can play basketball, volleyball, and tennis. Exercise machines and stands for spectators were also installed.


The Golob community has transformed the former kindergarten into a public library. Together with the village libraries, the total book collection of this institution exceeds 80 thousand copies. The library staff organizes various events for readers.

Street lighting was installed in all settlements and roads were repaired.

The Golob community is one of the progressive ones, constantly developing, initiating and implementing projects and trying to ensure the sustainability of processes in the future. Activists, volunteers and caring residents repeatedly organize collective cleaning of parks, dismantle garbage dumps, and ensure the improvement of the territory.

Development Strategy
Holobsk TG is a developing community, full of ideas and working on the implementation of the Development Strategy.
One of the important values of the community for its residents is the comfort of living and safety. The thirty-fourth police station in the Volyn region has been put into operation in the village of Holobsk. This project was implemented by the Holobsk territorial community together with the National Police.

In 2021, the “Holobsky Inclusive Resource Center” was created. The center employs a speech therapist, a rehabilitation specialist, a defectologist, and a psychologist.

The municipal institution, the Center for Providing Social Services, was established in 2017. It helps with solving problematic issues and provides social services to elderly citizens and people with disabilities who live in the territory of the Holobsk Village Council and are in difficult life circumstances and need outside help.

And another strategic goal involves the development of rural areas. Considerable attention is paid to improving the quality of life in rural areas. In particular, the accessibility of infrastructure facilities and barrier-free services have been improved.


To implement the Development Strategy, together with the Regional Youth Public Organization “Volyn Institute of Law”, we developed a Tourism Development Program, within the framework of which we presented a tourist route. It unites ten community monuments that already have information signs with a brief description in Ukrainian and English, and nearby there are garbage cans and benches.
