Livynetsk community is located in Chernivtsi region in the western part of Ukraine. The total area of ​​the community is 129.202 km2. The Livynetsk community includes 7 rural settlements.

As of January 1, 2023, the population of the community is 5,946 people.

Internally displaced persons – 43.

History

The administrative center is the village of Livyntsi, the first written mention of the village dates back to 1677. However, archaeological finds indicate early Slavic settlements of the Chernyakhiv culture of the 2nd–6th centuries AD. e. And in the Nory tract, the remains of an Old Russian village of the 11th–13th centuries have been preserved. Fragments of Old Russian ceramics were found in the quarry.

The most famous landmark of the village of Livyntsi is the Holy Protection Church, built in 1868.

Economy and welfare

Among the economic entities of the Livynets community, individual entrepreneurs predominate, which is the key to the development of small businesses in the community and increasing the employment rate of the population. The economy of the community is traditionally based on agriculture, in particular on the cultivation of agricultural crops (grains, legumes, sugar beets, vegetables, etc.). The community residents are also engaged in beekeeping, poultry farming, trade and livestock farming.

The main part of the budget revenues of the Livnytsia community is personal income tax. The main taxpayers are the Kelmenets Center for Primary Medical and Sanitary Assistance, the agricultural companies Svarog-Bukovyna, Mriya Farming Bukovyna, Yugro, Yumas Oil, Elita, and other local entrepreneurs.

Not far from the Dniester River, residents of the village of Oselivka noticed several mineral springs, which were called “Krynychki” and have healing powers – they treat vision.

A developed network of educational institutions ensures the availability of quality education for the community’s residents.
So, there are three schools and three branches in the community. As well as three kindergartens.

It is important that the community implements the principles of inclusive education, where all students can receive a quality education and develop their abilities regardless of their characteristics. Inclusive education contributes to the formation of a tolerant society where diversity is considered the norm.

In each of the seven settlements of the community there are family medicine clinics, which indicates that the population is provided with access to primary health care.

A developed network of cultural institutions contributes to the preservation of cultural traditions and the organization of leisure activities for community residents. There are 7 libraries in the community and a municipal institution “Center for Cultural Space of the village of Livyntsi”, which unites clubs, folk houses and a house of folk art from all settlements of the community.

In August 2021, the Livyntsi community hosted the folk festival “Mystetska Toloka”, in which neighboring communities also participated. Unfortunately, the war put such events on hold.

Community and War

From the first days of Russia’s full-scale invasion of Ukraine, more than 300 residents of the Livynetsk community stood up to defend the Motherland. Residents of the Livynetsk community demonstrate extraordinary unity and solidarity with our defenders. The community is actively involved in helping the front – providing military units with fuel, purchasing necessary equipment, such as drones, tablets, computers, which increases the combat capability of the units.

Since the beginning of the full-scale invasion, the village council has allocated more than 4.5 million hryvnias for the needs of the military.

In 2024, the Program for Support of Defenders and Their Family Members was adopted, for the implementation of which almost 3 million UAH was allocated. One-time assistance is systematically provided to mobilized, demobilized, wounded military personnel, their families, and the families of the deceased. During the entire Ukrainian-Russian war, the Livynetsk community lost 18 fellow countrymen.

The community has a well-developed volunteer movement. In addition to raising funds, repairing cars, and purchasing all the necessary equipment needed by the defenders, volunteers prepare and bring delicious homemade food to the front. They have become a strong support for the soldiers.

Community People

Due to the fact that the village head Andriy Hermak, elected by the community in 2020, joined the ranks of the Armed Forces of Ukraine to protect the state from Russian aggression – from November 2023, the acting head of the community is the secretary of the Livynets Village Council – Alla Sotska.

Andriy Hermak has been the permanent chairman of the Livynets Village Council since 2015.

Since the creation of the community, a lot of work has been done. As part of the implementation of the UNICEF project, it became possible to improve the nutritional conditions of students at the Supporting Educational Institution “Livinetsky Lyceum”. In the fall of 2023, renovation work was carried out in the catering unit of the educational institution, which allowed creating a modern and safe environment for preparing food and feeding lyceum students. This project is a vivid example of how international cooperation contributes to the development of education and the well-being of children in Ukraine.

Development Strategy

The Zastavnivska Territorial Community is actively working on creating a Development Strategy, which will likely be presented in 2025 and will identify key areas for improving the lives of residents.

The Livynetska community demonstrates a number of positive trends in its development. Stable budget revenues and a developed social sphere indicate effective management of local resources. In addition, the development of small businesses and good transport infrastructure create favorable conditions for community life.

However, like any other community, Livynetska has its challenges. Significant dependence on agriculture makes the community’s economy vulnerable to fluctuations in the agricultural market. Insufficient investment hinders the development of other sectors of the economy, and to ensure sustainable growth, it is necessary to diversify sources of income.
Attracting investment is a key factor for the dynamic development of the community. Currently, we are actively looking for investors for the development of infrastructure, tourism, and the processing industry.

To increase energy efficiency, energy-saving technologies are being introduced in budget institutions and the residential sector.

Cooperation with neighboring communities plays an important role in the development of the community. Joint problem solving allows for more efficient use of resources and better results.

Livynetsk Village Council has significant potential for further development. Through the rational use of natural resources, the development of agriculture and small business, as well as attracting investments, it is possible to ensure the stable development of the community and increase the well-being of its residents.
