The community includes 5 villages and has its administrative center in the village of Spas.

History

The first mentions of the village of Spas in the archive documents of Ivano-Frankivsk date back to 1469. According to legends passed down from generation to generation, the name of the village comes from the fact that the inhabitants who lived on the territory of the hill at that time fled from the Mongol-Tatar troops, who burned everything in their path during the attacks and found shelter in the valley under mountain provided by the local residents, thereby laying the foundations for the name of the village of Spas (“Ukrainian “spas” is close to English “rescue”).

Yalynivskyi stone is an interesting tourist location on the territory of the community – a place for taking photos against the background of a “stone valentine”. It is said that true harmony resides there and lovers who visit the stone will find true love.

Economy and Welfare

The total area of the Spas village council of the Kalush district, Ivano-Frankivsk region is 23,466.00 hectares, of which 75% is agricultural land. A significant part of the community’s land area – 19,458.1 hectares – is occupied by forests.

The lands of the villages are actively used by the private joint-stock company “Ukrnafta”. There are 52 oil wells and two international gas pipelines – “Urengoi – Pomari – Uzhhorod” and “Progress” – on the territory of the community.

It is business entities that primarily form the institutional and economic basis of the development of the united territorial community. Most of them specialize in industrial production and service provision. There are also about 40 shops, restaurants and services in the territory of the community.

The largest budget-generating enterprises include the Broshniv Forestry and Private Joint-Stock Company “Ukrnafta”. The woodworking industry is the most developed in the community. With the beginning of the full-scale russian invasion of Ukraine, agriculture began to develop more and the area of ​​cultivated plots increased.

Sieve-making is one of the community’s oldest crafts which is passed down from generation to generation.

The community is rich in water resources. The Chechva River has a length of 52 km and the area of the basin of 548 km2.

There are 5 education institutions operating in the Spas community – two lyceums, two gymnasiums and a preschool education institution.

The sphere of health in the community is represented by 2 out-patient clinics and 2 medical and midwifery stations.

The community has a vocal group “Elegia” and a folklore group “Luhivchanka”, as well as 16 amateur groups.

Community and War

Today, women are involved in the fight against the aggressor on an equal footing with men. On February 24, the community began to work under the conditions of an emergency. One of the first challenges was the reception of internally displaced persons. Initially, there were more than 300 of them, which is a large number for a small community.

At the beginning of the full-scale invasion, collection points for military and internally displaced persons were organized in the People’s House of the village of Spas and various village clubs of the community. Local residents and volunteers transported humanitarian aid which was sent to the eastern regions and the military.

The community actively supported and helped internally displaced persons – they were provided with humanitarian aid, food, hygiene products. Also, various seminars and trainings were conducted for their support and adaptation in the community. Currently, almost 50 displaced people remain in the community.

The Spas Village Council has repeatedly received charitable assistance from the International Charitable Fund “Caritas of Ukraine” and the “U-LEAD with Europe” Program.

A very important part of the work is the support of the Armed Forces of Ukraine. Meetings in the Village Council begin with reports on what was done for the front line during the week and what they plan to do next. This support takes a form of purchasing cars, weaving camouflage nets. In addition, fundraisers are organized for the purchase of walkie-talkies for the military and canned meat is prepared to be further sent to the front line. They also organized the baking of pies and cookies and the making of dumplings, which were sent to the front lines in tons.

Support of military personnel and their families is a priority in the work of the Spas Village Council.

People of the Community

The main areas of work are community safety and education, as well as the development of agriculture and tourism.

A significant step for establishing work between the local self-government authority, the community and business is the implementation of the participation budget. During 2019-2021, 15 projects were implemented in the community, most of which are aimed at organizing leisure time and beautification of the territory.

During 2024, four cooperation agreements were concluded:

  • with the rector of Vasyl Stefanyk Prykarpattia National University;
  • with the Dolyna Town Council;
  • with the Broshniv-Osada Settlement Council;
  • with the Commune of Bistra (Romania).

Development Strategy

The community has a Strategic Development Plan of the Spas Village Council of the United Territorial Community for the period 2020-2027.

The project “The sun is a source of light and heat” was implemented. The pre-school education institution (kindergarten) “Sonechko” and the People’s House in the village of Spas became the community’s first communal institutions to install solar panels.
