Zabolottia Territorial Community

The Zabolottia territorial community is located in the territory of the Kovel district, Volyn region.
The total area of the territory is 253.72 km2.
The population of the community is 9,515 people.
Women: 5,067.
Men: 4,448.
IDPs: 29
The community includes 4 population centers and has its administrative center in the settlement of Zabolottia.
History
The settlement of Zabolottia is located in picturesque places on sandy hills that turn into forests in the west. From the south and east, where there used to be impassable swamps, now there are reclaimed areas of meadows.
Lake Turske (Velyke) is located to the north-east of the settlement and Lake Dovhe is situated in the north of the settlement.

Since the beginning of the 15th century, the Polissia border settlements of the Zabolottia community were under the rule of the Grand Duchy of Lithuania, the Polish-Lithuanian Commonwealth, the Ottoman Empire, Poland, Russia, Austria-Hungary, the Ukrainian People’s Republic, and the Soviet Union. The geopolitical location of the region “predicted” the future fate of its inhabitants.
The rapid growth of Zabolottia is primarily connected with the construction of the railway in 1870, which connected Kyiv via Kovel with Brest and Warsaw.

The laying of the railway and the construction of the station led to the creation of a number of industrial enterprises that used local raw and other materials. Today’s realities have made adjustments to the work of the railway station, which has been temporarily suspended.
The first written mention of the village of Tur dates back to the 15th century. As for the name, there are several versions. According to one, the settlement is named after the Slavic god Tur. The others says that the last tur (Eng.: extinet buffalo) was killed in this place. Scientists claim that there were also Amazons here who created a military formation. So, it is no surprise that women from Tur are still considered beautiful and principled in Ratnivshchyna.

The village of Huta is mentioned much later. In the 18th century, on the territory of the present village of Huta, there was an enterprise for the production of glass, then named huta, which is where the name of the village comes from.
The main watershed of Europe passes through the village of Huta: on one side, water flows to the Black Sea, on the other – to the Baltic Sea.

The community is famous for its picturesque landscapes, clean air free from industrial waste, reserves of fertile land, the number and uniqueness of lakes, which are as many as 7 here, and its friendly, hospitable and hardworking residents.
And although tourism is not yet developed here, we can confidently compete with the best tourist resting places of the region, and even of Ukraine in terms of the available natural resources, which our community is rich in.
Economy and Welfare
The economy of the community has an agrarian specialization. The agricultural sector is represented by personal peasant farms, farming enterprises, and agricultural cooperatives. It specializes in the cultivation of grain and industrial crops, including fodder crops, potatoes, vegetables, fruits and berries.
VolynAgroGroup LLC, VolynAgroTrade LLC, BILORUS – AGRO LLC and Zaturtsi LLC are agricultural enterprises operating on the territory of the community. They are engaged in the cultivation of agricultural crops, namely corn, sunflower and grains.
The Administrative Services Center of the Zabolottia Settlement Council began its work in 2020. Now residents can receive civil status registration services, social and notarial administrative services, registration and change of residence services locally in the center.


Community and War
Since the very beginning of the full-scale invasion, the residents of the Zabolottia territorial community have shown solidarity and devotion to their country. They started volunteering.
Dumplings, pies, and various preserves are prepared on the basis of food units of education institutions. All meals are delivered to the frontline for the Ukrainian military. They organize the collection of food, hygiene products, clothes and other necessary items for the Armed Forces and IDPs.


Men and women of the community have joined the ranks of the Armed Forces and defend Ukraine. Residents believe that their contribution to the defense of Ukraine and future victory is invaluable.
The administration of the Zabolottia settlement council actively helps military compatriots and all those who ask for help.

People of the Community
Valerii Svirzhevskyi has been the head of the Zabolottia settlement territorial community since December 2016. Doctor by profession, he headed Zabolottia District Hospital No.2 before being elected to the post of settlement head.
Mr. Svirzhevskyi is interested in the development of the community: he attracts investments, supports cultural initiatives, takes care of the social situation of the population, creation of living environment and the improvement of the level of quality of life in the community population centers.

Charity mini-football tournaments are held in the settlement of Zabolottia. Local teams participate here. A football derby was held in an interesting fight. Friendship and the great desire of the young people of the settlement to help the military compatriots.

In order to support the Armed Forces of Ukraine, charity fairs are organized on the territory of the community. At the fairs, lyceum students sell baked goods and sweets, souvenirs, and jewelry.
After visiting the fair, every resident of the community receives unforgettable emotions, and most importantly – supports the defenders.



Development Strategy
The community has approved the Development Strategy of the Zabolottia Settlement Territorial Community for the period until 2027.
The purpose of the Strategy was to solve the problems of socio-economic and cultural development, as well as to increase the competitiveness of the community, which will contribute to improving the quality of life of local residents.

The strategy is focused on fundamental internal changes, modernization of all spheres of life, bringing the community closer to sustainable development standards, European life quality criteria, and achieving competitive positions in regional and national dimensions.
The main expected results of the implementation of the Strategy include an increase in the level of quality of life in the community’s population centers, service provision and income of residents.
