Mala Vyska Territorial Community
The Mala Vyska territorial community is located in the Novoukrainka district of the Kirovohrad region.
The total area is 397.8 km2.
The population of the community is 14,800 people.
Women: 6,700.
Men: 8,100.
IDPs: 1,600.
The community includes 15 population centers. The administrative center of the community is located in the town of Mala Vyska.
History
The steppes and groves of the Mala Vyska community remember ancient Slavic farmers and warlike steppe nomads, the rattle of Rus swords and Mongolian spears, the clatter of glorious Cossack horses, and Turkish-Tatar raids.
The official history of Mala Vyska begins in 1752, when the lands were settled by refugees from the states under the rule of the Turks. Such settlements as fortresses, outposts, forts arose to protect against the devastating raids of the Turks, Tatars, and Poles. Serbs, Montenegrins, Bulgarians, and Moldovans were among the immigrants who gave rise to the local community. A guard post was based in Mala Vyska. Immigrants from Moldavia were the first to arrive in Vysya, and the year of their arrival is considered to be the year of foundation of the settlement, which later received the name Mala Vyska.
The Kudashevs’ family estate of the 18th century has been preserved in the community and is an important source of development of the tourist industry in the community.
The professor of the Kyiv Polytechnic University was born here, who in 1910 designed the first airplane manufactured in Ukraine and made a successful flight.
At the end of the 9th century, the main industrial economic potential of the town consisted of a steam mill, two water mills, several windmills, an oil mill, and two dozen shops. In 1899, a sugar factory and in 1908 a distillery started operating here. The railway track greatly enlivened the life of the town.
Economy and Welfare
The Kirovohrad Region ranks Ukraine’s 4th in terms of soil fertility. The soil sample Chornozem Standard was taken from the Kirovohrad region and placed in the laboratory of land resources of Europe. That is why the Mala Vyska area has a successfully developed agrarian industry.
There are 99 agricultural formations and 843 individual entrepreneurs on the territory of the community. Agroformation companies specialize in the cultivation of technical grain crops and harvest high yields. The most powerful of them are Karat LLC, Agro-Vita Agricultural LLC, Huldas Peasant Farm and Kraslyany Farm.
Also, the community has HURREM LLC which is engaged in the production of flour and grain products. The commercial network and the network of household services in the community are also widely developed. The largest trading business is the chain of stores such as the Avilona supermarket, which was founded by a family of local residents and is located in different parts of the town.
In Malia Vyska, you can see a park that combines treehouses for children, a direction signpost to different corners of the world, various benches, a fountain with turtles and a giant chair.
Community and War
The war showed the true face of many residents and entrepreneurs of the community: strong, persistent, though having completely different views on life and politics and engaged in different types of activities, they are always ready to support Ukraine, defenders and native community.
Dumplings, pies and various pastries are made on the premises of educational institutions. Each starostat regularly supports the Armed Forces, both with products and fundraising. Youth and veteran organizations are constantly working to support soldiers.
Since the beginning of the war, many men and women of the Mala Vyska community have gone to defend Ukraine.
People of the Community
Since 2010, Yurii Huldas has been the Head of the Mala Vyska community. He has a higher technical education and took the position of Mayor after working as a CEO of the farming enterprise.
The Head is a member of the board of the Association of Ukrainian Cities. Yurii Huldas does his best to develop the community and strives in every way to attract investors and establish international relations.
On the initiative of the Head of the community, the project, I exchange a student, was launched, within the framework of which students of the community studied for several days in other schools.
Mayor of Mala Vyska Yurii Huldas initiated the arrangement of a container for used clothes, shoes and toys on the central square of Mala Vyska. Communal enterprise Mala Vyska Social Services Center provides these things to citizens who need social support.
One of the main events in the community is the Vys Aviation Festival. The bright and spectacular action gathers more than 10 thousand spectators every time and includes demonstration flights of small aircraft, exposition of agricultural aircraft, demonstration parachute jumps, flights of radio-controlled aircraft models, stages of the Ukrainian Drone Racing Championship. Unfortunately, this festival cannot be held during the war.
Development Strategy
A development strategy for 2017-2025 has been prepared and approved in the Mala Vyska Territorial Community.
In December 2021, the community was selected for the framework program for preparing and updating the Development Strategy. A diagnostic visit and two strategic programs were conducted by experts. In connection with the beginning of the full-scale invasion, work in this direction was stopped.
The Mala Vyska community has the following strategic areas of development: ecology and energy efficiency, development and support of business, development of tourism, education, culture and improvement of public services and infrastructure development.
The community actively cooperates with the DOBRE program. Among the implemented projects is Healthy youth – the guarantee of success of our community and our country which resulted in the installation of street exercise machines, the project for the modernization of pumping equipment and automatic devices directly at the water supply sources of Communal Enterprise Mala Vyska Vodokanal, the project Art platform – creation of cultural and communicative space and others.
At the conference of partners of the USAID DOBRE program, Strategic Development and Investment, following the capacity assessment in 2019, Mala Vyska territorial community was recognized as a model community among 75 communities of Ukraine and received an award.
