Zavodske Municipality seeks international partners for energy efficiency and youth development projects. We offer unique expertise in wartime resilience—specifically crisis management, energy infrastructure stability, and IDP support. Our strengths include high-quality administrative services and inclusive, transparent municipal management driven by female leadership.

People of the community

The Head of the Zavodske Territorial Municipality is Liudmyla Pavlinska. Her leadership is built on openness, community participation in decision-making, and the active attraction of investment and grant resources. Under her initiative, the municipality consistently participates in international and state programmes, implementing projects in education, culture, energy efficiency, and youth policy.
From the first days of the full-scale war, Liudmyla Pavlinska demonstrated effective crisis management: accommodation for approximately 1,500 IDPs was organised, cooperation with international charitable organisations and systematic humanitarian aid was established. She initiated a volunteer movement within the community, ensuring regular deliveries of humanitarian cargo, medicine, vehicles, and fuel to the combat zones.
Under her management, the municipality demonstrates resilience, growth, and the ability to respond effectively to modern challenges.
Youth policy development is a key priority. Supported by the “Molod Bukovyny” NGO, the municipality participated in the “VidNOVA:UA” youth exchange programme in 2025, aimed at involving young people in Ukraine’s recovery processes. Within this initiative, the modern “RAFINAD” youth space was established in Zavodske, becoming a hub for development, learning, and active leisure.

The community and the war

With the start of the full-scale invasion, Zavodske Territorial Municipality rapidly mobilised resources and organised a humanitarian headquarters. The community welcomed approximately 1,500 IDPs. Accommodation was provided 24/7, covering basic needs including food, hygiene products, medicine, and essential items. Medical and psychological assistance was also provided.
Local residents actively contributed: people brought food, clothing, and medicine, formed humanitarian shipments, and helped load transport. Simultaneously, significant support arrived from abroad, allowing for an expansion of aid. Humanitarian shipments were systematically dispatched to affected regions, specifically to Dnipropetrovsk and Mykolaiv oblasts.
Through cohesion, mutual support, and responsibility, the residents demonstrated a high level of resilience and effective performance under wartime conditions.

Applying innovations

The municipality actively introduces modern management approaches and digital tools, and enhances the quality of administrative service delivery through the ASC. The development of open, transparent, and inclusive governance, particularly through effective female leadership, is of paramount importance.

Culture

The municipality actively develops cultural spaces, preserves and popularises local heritage — particularly that associated with the figure of the poet Stepan Charnetskyi — and supports initiatives aimed at community cohesion and tourism development.
In 2025, a museum room dedicated to the life and work of the poet was established in the cultural centre of Shmankivtsi village.
Support for Internally Displaced Persons is an important area of the municipality’s work. Specifically, in Zavodske settlement, with the support of the Charitable Organisation Caritas Ukraine, an outdoor community space has been established. This space facilitates the social adaptation of IDPs, their integration into community life, and creates conditions for communication, recreation, and joint events.

Education

Particular attention is paid to the modernisation of the educational environment, the creation of safe and accessible conditions for learning, the development of extracurricular education, and the integration of innovative approaches into the educational process.

Energy transition

One of the priorities is increasing energy efficiency and developing renewable energy sources. The municipality is working on implementing energy-saving solutions in communal institutions and is seeking opportunities to implement projects in the field of energy resilience.
Within the framework of cooperation with the Chortkiv Water Utility, works were carried out to install solar panels at a pumping station to ensure an uninterrupted water supply for the residents of Zavodske settlement.

Environment protection

The municipality works on forming ecological awareness, improving the waste management system, and preserving natural resources. The development of environmental initiatives and the sustainable use of natural potential is essential.
Containers have been installed in all settlements of the municipality, which has allowed for the regularisation of the waste collection and disposal process, a reduction in the number of spontaneous landfills, and an increase in the level of ecological culture among residents.
In parallel, information work is conducted with the population regarding responsible waste management and the importance of waste sorting, which contributes to the sustainable use of natural resources and the improvement of the municipality’s environmental state.

History

Living cultural heritage and the figure of Stepan Charnetskyi
Zavodske Municipality is the birthplace of the prominent cultural figure Stepan Charnetskyi – the author of the song “Oi u luzi chervona kalyna” (Oh, the Red Viburnum in the Meadow).
This song acquired new symbolism on the third day of the full-scale invasion of Ukraine by the Russian Federation.  On 27 February 2022, the leader of the Ukrainian band “Boombox”, Andrii Khlyvniuk, posted the first verse of the song a cappella on Instagram from wartime Kyiv, in Sophia Square, after which it gained renewed popularity. The video of the song went viral; subsequently, the song was covered in many cities and countries, demonstrating support for Ukraine during the war.
The song has also been translated into Serbian, German, English, French, and Polish as a sign of support for the Ukrainians’ struggle against the Russian invasion. (source)
In Shmankivtsi village, his memory is preserved, and initiatives to popularise Ukrainian cultural heritage are being developed.

Unique Natural Sites and Tourist Locations
Uhrynska Cave: Located within the municipality, it is one of the longest caves in Ukraine, featuring the “Labyrinth of Emotions” with a total length of over 3 km. It is home to bats listed in the Red Book of Ukraine. (source)

Economy and Welfare

“Radekhivskyi Tsukor” LLC plays a vital budget-forming role in the municipality’s economy and is one of the key enterprises of the processing industry in Ternopil Oblast. It provides jobs, generates budget revenue, and stimulates the development of agriculture. A distinctive feature of its operations is the use of local raw materials, which creates a sustainable economic link between producers and processing. Production capacity of the plant: 7,000 tonnes of sugar beet processing per day. The plant produces sugar, molasses, and granulated beet pulp. The enterprise is an active exporter of products to international markets. The European Union remains the primary export destination. Simultaneously, the plant’s products are supplied to other countries worldwide, including Turkey, Libya, Somalia, Sri Lanka, and North Macedonia.

Agrarian enterprises of the municipality are actively engaged in the cultivation of agricultural crops, implementing modern technologies and ensuring the food stability of the region.

In the sphere of welfare, the municipality constantly implements important social and educational projects. Notably, a partial reconstruction of the culture house premises has been carried out, creating appropriate conditions for the functioning of the School of Aesthetic Education. An important direction is the creation of youth spaces in every settlement of the municipality, which become hubs for activity, learning, and leisure for young people. The municipality has established the “Uhryk” youth centre in Uhryn village and the “RAFINAD” youth centre in Zavodske settlement; cultural centres have also been established in the villages of Zalissia, Shmankivtsi, and Shmankivchyky.

Furthermore, modernisation of educational institutions is being conducted, which contributes to increasing the quality of the learning process, the introduction of modern approaches, and the creation of a safe and inclusive educational environment.
The population of the municipality is 5,723: men – 4,009 persons, women – 1,714 persons. The data is current as of March 2026.
