People of the community

The Head of the Shevchenkove Territorial Municipality is Oleh Pylypenko. He was elected to the position at the end of 2020.
At the beginning of the full-scale invasion, he delivered humanitarian aid to remote villages of the community and organised the collection of data on enemy movement across the territory. He was taken captive, where he spent three months and was subjected to torture. After returning from captivity, he continued to resolve humanitarian issues and evacuate residents under fire.
The situation in the municipality was extremely difficult until the de-occupation of its seized part. Following de-occupation and the shifting of the front line, humanitarian aid deliveries were organised for the residents of the liberated villages. Active cooperation began with international donor and charitable foundations. Food, medicine, clothing, and construction materials were delivered to the community. Visits by doctors were also organised.

Thanks to the assistance received, it became possible to restore damaged houses, and the population gradually began to return. As of 2025, the population of the municipality stands at 80% of its pre-war level. Water supply has been restored, and repairs to medical, social, and educational institutions are underway.
The municipality did not cease its development during the war: the Municipality Development Strategy for the period until 2030 has been updated, a Unified Project Portfolio has been formed, and systematic investment planning has commenced.
The municipality actively attracts international and humanitarian support for reconstruction, social protection of the population, and community development.

The community and the war

From the first days of the war, Shevchenkove Territorial Municipality came under fire; active hostilities took place on its territory from 28.02.2022 to 11.11.2022, and 8 villages were occupied by the enemy. The community suffered heavy destruction of private residential houses, as well as infrastructure objects and municipal facilities. In five settlements, all residential buildings were damaged. Four schools, three health points, and one house of culture were completely destroyed.
It was one of the first de-occupied municipalities in the Mykolaiv region which, despite significant destruction, quickly restored administration and basic services for the population.

High-quality and inclusive education
Transforming the cultural life of the community, optimising educational institutions, and creating conditions for learning and resource recovery. A specific focus is on the accessibility of education for all groups of the population and the development of modern educational formats.

Development of eco-reconstruction projects for destroyed infrastructure and housing aimed at energy efficiency. The priority is the implementation of renewable energy sources and reducing dependence on external resources.

Support for the agricultural sector, which is the basis of the Mykolaiv region’s economy, and the creation of conditions for small business. Supporting responsible partnerships between the authorities, the community, and business. Additionally — attracting investment and developing processing to create local added value.

Construction of new infrastructure objects: an Administrative Services Centre (ASC), police and fire stations, a vegetable market, and protective structures to create a comfortable and safe environment. Simultaneously — strengthening the rapid response system and the accessibility of basic services for the population.

Development of human capital and the creation of a spatial plan for the municipality. Reconstruction and implementation of modern technologies in the sphere of municipal services. Also — support for local initiatives and improving the quality of life in small settlements.

Economy and Welfare

Shevchenkove Rural Territorial Municipality is located within Mykolaiv Raion of Mykolaiv Oblast.

The municipality covers a total area of 516.7 square kilometres.

The municipality comprises 21 settlements.  The administrative centre of the municipality is located in the village of Shevchenkove.

Nearly 430 enterprises and self-employed persons operate in the municipality.

The main budget-forming enterprises of the community are:
Agrofusion Group of Companies: Cultivation and processing of tomatoes for juice, ketchup, and tomato sauce manufacturers worldwide.
Sandora Company: Out of all 3 production complexes that the PepsiCo group has in Ukraine, two are located in the municipality, namely snack and beverage production.
Following the de-occupation of the municipality and the relocation of entrepreneurs from the Kherson region, diversification in agriculture has been observed; the area of cultivated land for vegetable crops is increasing, as is the migration of technologies characteristic of the Kherson region (vegetable growing, increasing the variety of vegetables). The main reason for this is the convenient geographical location, the presence of qualified personnel, and irrigation systems (the largest irrigation system of the right bank — the Inhulets Irrigation System).
