The Buryn Urban Territorial Community is situated in the territory of the Konotop District in the Sumy Region.

The total area of the territory amounts to 898.8 km².
Population: 21,054 residents

Pensioners: 6,200 residents
Internally displaced persons: 1,367 people

The Community consists of fifty localities with the administrative centre being located in the town of Buryn.

History

Buryn was mentioned for the first time in the Voskresensky Chronicle “List of Far and Near Rus Towns” in 1392 as the town of Byryn. The geographical location of the town of Buryn was very attractive for settlers in different historical times. The route to Crimea ran through the town, where the Chumaks went to seek salt. In the village of Chumakovo, they stopped off to rest and repair their wagons, sledges, and harnesses.

A railway passes through the town of Buryn, and the local railway station is one of the oldest entities in the town (the station was opened in 1868).

The Community’s good location, availability of highways and railways connect the Buryn Community with all the regions of Ukraine and with its international partners.

In the territory of the Community, there is a botanical natural landmark – “Ancient Oak in the Town of Buryn”; in the floodplain of the river Chasha, which flows through the town, there is a hydrological natural landmark “Haidukova Well”.

A newly built Church was consecrated in the Community a few years ago, in the basement of which the parishioners plan to open a Sunday school.

The Community also has the Buryn Local History Museum named after Pavlo Popov. Household items and tools dating back to the 17th – 20th centuries are exhibited there as well as artistic canvases and graphics of natives of the Buryn Community. More than two thousand exhibits are collected at the museum.

In addition to excursions, the museum employees are engaged in scientific research, closely cooperating with other institutions, and promote local history and ethnology.

Economy and Welfare

The Community is rich in natural resources – fertile soils that provide stable development and high productivity of the agricultural sector. The Community has vacant plots of land for businesses, investment, and available raw material resources for the further processing of agricultural products. The total area of agricultural land amounts to 70,000 hectares.

More than 700 business entities operate in the territory of the Community. The leading enterprises operating in the town include the Buryn Dairy, whose products are known not only in Ukraine, but also abroad.

124,000 tons of products can be stored at the Buryn Elevator. This is one of the largest enterprises in the town.

Agriculture is traditionally developed in the Buryn Community, where grain crops, rapeseed, sunflower, soybeans, and corn predominate among crops.

It is not for nothing that the largest number of farms in the Sumy Region has been founded in the territory of the Buryn Community.

One of the powerful ones is Edelweiss-2007, which has the most modern equipment for cultivating crops, officially registered jobs, provides regular aid to the Buryn Community when it comes to the development of sports, culture, education, medicine, landscaping, or overhaul of local roads.

The Community runs twenty-six educational institutions, twenty-nine medical institutions, seventy-five sports facilities and forty-one culture and leisure centres.

In February 2021, the Administrative Services Centre was opened in the Buryn Urban Territorial Community with the support of the EU Program “U-LEAD with Europe”.

In the renovated building, thirteen workplaces were created and more than one hundred and twenty administrative services are provided. Over 21,000 residents of the Community got access to quality services provided by the State in comfortable conditions.

To provide services to lonely pensioners and the disabled, a territorial centre for the provision of social services of the Buryn Town Council was set up to take care of almost 600 residents.

A number of services can be received at the territorial centre, in particular, laundry, therapeutic massage, a shower.

The Community has a unit of rental of rehabilitation equipment, which is constantly replenished with items necessary for people with disabilities in everyday life.

Persons with disabilities can use specially equipped motor vehicles for trips to medical institutions.

Community and War

On 24 February 2022, russian tanks and other heavy military vehicles invaded the territory of the Buryn Urban Territorial Community.

For 38 days, the Buryn Community was occupied by the troops of the russian federation. Thousands of vehicles passed through the central streets of Buryn.

Helicopters of the invaders were constantly circling over the town, paratroopers were dropped, and roadblocks were set up.

The population of the Community, thanks to its mayor Viktor Ladusa, was provided with food, medicines, and humanitarian aid. Communal services were provided and the hospital functioned.

However, the territory of the Buryn Territorial Community has suffered irreparable losses.

During the retreat, the russian military blew up the bridge over the Seim River, which connected the regional centre (the city of Sumy) with the northern areas of the Sumy Region.

In this way, the entire traffic flow began to move along the streets and roads of the Buryn Territorial Community, which were not designed for heavy vehicles.

Since the first days of the full-scale invasion, the Buryn Community has sheltered hundreds of internally displaced persons from the Kharkiv, Kherson, and Zaporizhia Regions, as well as the neighbouring communities of the Sumy Region, where hostilities are taking place.

The Council for Internally Displaced Persons was set up within the Buryn Town Council to unite the efforts of society and internally displaced persons.

In order to honour the memory of the defenders of Ukraine, the Alley of Heroes has been opened in Buryn and the burial site – the Alley of Heroes – has been arranged at one of the local cemeteries.

People of the Community

In October 2020, Viktor Ladukha was re-elected to the post of Buryn mayor for the second time.

While in office, Viktor Ladukha has introduced the practice of material support of the local residents. Thus, the Community pays out funds at the birth of a child, as well as various types of funds for the burial of defenders of Ukraine, for the treatment of the seriously wounded defenders, to support the families, children of the killed warriors, those missing and others. In general, sixteen types of social security benefits are paid from the budget of the Buryn Town Council.

In the Buryn Community, children at kindergartens, pupils of grades 1 to 4, and children of the disadvantaged categories receive meals free of charge. The mayor of Buryn personally monitors the comfortable stay of children in educational institutions and kindergartens.

One of the projects implemented during the term of office of the Community mayor is the construction of sports grounds with an artificial surface.

Viktor Ladukha is known across the Buryn Community as a patron: on his initiative and with his support, the Church of Holy Martyrs Vira, Nadia, Liubov and their Mother Sophia began to be built. He regularly supports the Church.

Also, since 2014, he has been providing volunteer aid to the military units and units of the Armed Forces of Ukraine, defenders of Ukraine.

Development Strategy

The development strategy of the Buryn United Territorial Community for 2019-2027 has been adopted by the Community.

However, the reality after the full-scale invasion changed this strategy priorities.

Currently, the Buryn Town Council prioritizes:

– maintenance of the defence capability across the Community;
– efforts to create a safe environment during the educational process of students at general education institutions, the population;
– sustainable economic development;
– modern infrastructure and environmental safety;
– efficient municipal services.

As part of the restoration of the infrastructure damaged due to the occupation, two of the most destroyed roads and adjacent sidewalks have been overhauled.

The leadership of the Community is trying to expand international partnership relations in order to provide educational and medical services, improve the mental health of both children and people of other age categories.

Considerable aid to the Community is provided by the Luxembourg Red Cross, the Ukrainian National Charitable Aid and Development Fund HELPGROUP (with the support of the international organization AVSI), the charitable organization Medair, the League of Modern Women (with the support of the international organization Save the Children), the Danish Refugee Council.
