Chabany Territorial Community
The Chabany Settlement Territorial Community is located in the territory of the Fastiv District of the Kyiv Region.
The total area of the territory is 12.84 km2.
The population of the community amounts to 15,880 residents.
Women: 9,080 residents.
Men: 6,800 residents.
IDPs: 871 people.
The community consists of two settlements. The administrative centre of the community is located in the village of Chabany.
History
Settlements in the territory of present-day Chabany existed as early as four thousand years B.C. An earthen rampart dating back to Scythian times passes near the village. Nearby there is a hill on which, according to one version, the fortress town of Zvenyhorod stood.
Chabany itself was founded in the first quarter of the 18th century. The tract near the forest was used for grazing cattle. People who grazed flocks of sheep were called shepherds (chabany). The name of the village originated from this word.
Chabany remained just a small farm for a long time. After a road to Kyiv was built in the 20th century, the residents from the neighbouring villages also settled there.
Another village of the community – Novosilky – was founded in 1926. In the 20th century a river of the same name flowed there, which was dried up to build houses. The then residents mainly traded in vegetables and forest gifts. The village is adjacent to Kyiv.
In 1973, the Institute of Horticulture and Research Farm was opened there. The newly founded institutions created jobs for the local residents. Due to the lack of workers, workers from all over Ukraine began to flock to the village. Dormitories began to be built to provide housing for the arriving people and permanent housing started to grow. Cultural life developed. Amateur groups and ensembles functioned.
Long-term defensive facilities have been preserved in the territory of the community. Built in 1932, they were supposed to prevent the enemy from leaving the forest on the plain around the village.
Economy and Welfare
More than 250 enterprises are registered in the territory of the Chabany Community.
The Institute of Agriculture of the National Academy of Agrarian Sciences works in the community. Its history began from an agrochemical laboratory. It analysed soil samples and seeds. This improved farming.
Currently, the Institute is the main scientific institution in Ukraine, which works on preserving and increasing soil fertility, maintaining the ecological balance, and developing technologies for growing competitive products.
There, as before, a wide range of agricultural and industrial activities are carried out to grow, store and process fruit and berry products. The Institute of Horticulture works in the community. Its specialization is the creation of new varieties of fruits and berries, improvement of technologies for growing virus-free fruits and berries, development of technical means for the care of gardens, berry orchards and nurseries.
Another research institution in the Chabany Community is the Institute of Agricultural Radiology. It was created to study ecology and solve problems in agricultural production as a consequence of the accident at the Chernobyl Nuclear Power Plant. The institution has the status of an establishment, which emphasizes its significance in the development of agricultural science and the implementation of the latest technologies.
A subsidiary representative office of the German concern REHAU is registered in the Chabany Community. It is a leading supplier of polymer-based products and technologies for the construction, automotive sector and industries. The enterprise is one of the largest budget-generating enterprises in the community.
Community and War
The territory of the Chabany Community was hit twice as a result of missile attacks caused by russia’s armed aggression. Seventy private houses and seven apartments in a high-rise building were damaged.
From the beginning of the full-scale invasion, bomb shelters were organized for the residents of the community. In winter, due to frequent shelling of the energy infrastructure, the community, just as all of Ukraine, was left without electricity and heat. Therefore, the organization of the work of the Points of Invincibility and heating points was ensured there.
The Chabany Community also helps other Ukrainian communities that suffered from russian aggression. They include the Makariv and Borodianka communities of the Kyiv Region, to which the community provided machinery and labour for the clearing and dismantling of destroyed buildings and structures after de-occupation. The Shevchenkove Community of the Mykolaiv Region received food aid.
The Settlement Council, together with the counsellors, delivered and handed over food, personal hygiene products for adults and children, watercraft, animal feed, and drinking water to the territorial community of the Kherson Region, which suffered as a result of the russian troops blowing the Kakhovka HPP.
The Chabany Community provided aid and temporary shelter to more than 1,000 internally displaced persons.
The ninth state fire and rescue unit works in the community. The personnel of the unit participated several times in the evacuation of the population in the towns of Irpin, Bucha, Hostomel and Borodianka of the Kyiv Region, which were occupied in the first days of the invasion and where fierce battles were fought.

When the full-scale war broke out, Olena Soboleva together with the counsellors demonstrated a high level of leadership and management. Thanks to their effective and coordinated work, the Chabany Council functions successfully during this difficult period, ensuring the continuous provision of all the necessary services to the residents of the community.
The leader of the community responsibly solved urgent problems that arose during crisis situations. Her determination and ability to organize and coordinate the work of the team contributed to the maximum satisfaction of the needs of the community and the safety and well-being of the residents.
There is a large number of talented people in the community, including the outstanding figure of the community, Yurii Patsan, an Honoured Artist of Ukraine, Knight of the III Degree Order of Merit (2008), an author of more than 800 works. He specializes in landscapes. His works are kept in private collections in Germany, Canada, China, the USA, etc.
The community runs the Chabany School of Arts, where students have the opportunity to choose an individual educational program, and a cultural centre, where Ukrainian folk traditions, customs and ceremonies are revived.
The Suziria folk amateur vocal ensemble works there. Created in 2015, it focuses on the preservation and development of Ukrainian culture, the revival of folk traditions, the popularization of Ukrainian songs in modern arrangements in the field of amateur creativity. In 2022, the ensemble was awarded the title of a folk one.
Considerable attention in the community is paid to the development of physical education and sports. Establishing a healthy lifestyle, especially among children and youth, is a relevant issue for the community.
In the territory of the Chabany Community, there are private sports sections and nongovernmental organizations working in the field of sports, whose members amount to almost five hundred children.
In the territory of the Chabany Community, international cycling competitions Race Horizon Park are held every year. The Olympic Ring finish line was organized in the village of Chabany.
Development Strategy
The Chabany Community is focused on its economic development. The main objective is to make life in the community attractive so that people would want to live, work and rest there.
Now the community is on the path of its long-term and sustainable development, so it is in the process of defining the main strategic goals of the community. The leadership of the community is interested in implementing modern management tools, which will make it possible to realize the existing potential, improve the competitiveness of the community, which will help attract the attention of investors.
At the same time, they are interested in the development of international cooperation. In June 2023, a Letter of Intent on International Cooperation was signed between the Chabany Settlement Council and the Szrem Community (Poland). With this Letter, the parties declared their desire to cooperate and establish partnership relations between the Szrem Community and the Chabany Settlement Council, creating a prerequisite for the further signing of the Partnership Agreement.
