The Obukhiv urban territorial community is located on the territory of Obukhiv district, Kyiv region. The town is located in the central part of Ukraine – 45 km from the city of Kyiv.

The community includes 1 town and 24 villages and has its administrative center in the town of Obukhiv.

History

The history of this picturesque area begins in the 14th century with the small settlement of Lukavytsia, which became the beginning of the famous town of Obukhiv, and gave Ukraine the talented writer Andriy Malyshko.

Settlements on the Kobrynka River were known since the time of the Trypil culture (5-4 thousand years ago). Also, on the outskirts of Obukhiv, there are 28 burial mounds from different eras: the Scythian period, Proto-Slavic Chernyakhiv and Zarubinets cultures. A Slavic settlement (11-13 centuries) and treasures with coins of Ancient Greece, Rome, and Byzantium were also discovered here.

The foundation of Obukhiv dates back to 1362, when the governor of the Lithuanian prince Volodymyr Olherdovych founded the border settlement of Lukovytsia on the territory won from the Golden Horde. By 1550, only a hamlet remained from Lukovytsia, devastated by Tatar raids, where the peasant Obukh lived. The settlement was named Obukhiv after him.

It received the status of a town in 1979.

Among the attractions of the town of Obukhiv, the local history museum, the Andriy Malyshko museum, and the monument to the victims of the Holodomor stand out. The exposition of the museum is dedicated to the life and work of the Ukrainian poet Andriy Malyshko, as well as the ethnography of the Southern Kyiv region.

In the village of Kopachiv there is the Kyivan Rus Park – a historical and cultural center that recreates the ancient Kyiv of the 5th-13th centuries in real size. Excursions, reenactments, ethnic and music festivals, knightly tournaments, fairs, craft workshops are held there.

The main object of the park is the Citadel Kremlin of Ancient Kyiv, the spatial and architectural appearance of which will be reproduced in full. Currently, it is possible to inspect part of the buildings, including the defensive wall, the entrance gate, the tiltyard (place of heroic games and medieval tournaments), the prince’s chamber (a tribune for honored guests), a watchtower, a Viking camp and a nomads’ camp, and a dwelling of a Kyivan of 11th-12th centuries.

Economy and Welfare

The community has a strong industrial potential. It is characterized by a high level of development of pulp and paper production, chemical and petrochemical industry, production of other non-metallic mineral products, and food industry. Pulp and paper production, which is represented by the Kyiv cardboard and paper plant, has the largest sales volumes.

There are 34 main industrial enterprises operating in the community in 8 main branches of economic activity.

Small and medium-sized businesses are developing steadily. As of 01.01.2024, almost 6,000 subjects of entrepreneurial activity were registered on the territory of the community.

The share of small and medium-sized enterprises in the economy of the community is significant. Small and medium-sized enterprises make up 99.9% of all economic entities.

There are 17 institutions of preschool education and 17 institutions of general secondary education operating in the community. There are also 2 children’s art schools, 18 libraries, 4 museums, 19 cultural institutions, a town inclusive resource center, a center for military-patriotic education and pre-conscription training.

For sports education, there is a sports complex with a central stadium seating 2,060 people, football fields, swimming pools, shooting ranges, a tennis court and a skate park.

The field of health care is represented by a multidisciplinary intensive care hospital and a dental polyclinic.

Community and War

In the first, most difficult days, when the threat of russian invaders invading the Obukhiv district loomed, everyone did everything possible and impossible. The entire community promptly erected roadblocks and defensive fortifications on the roads and in the community population centers, thus creating three lines of defense.

From the first day of the russian invasion of Ukraine, military formations began to be created on the territory of the community. The Territorial Defense Battalion, which became the main combat unit of the Territorial Defense of the entire district, was staffed at the Lyceum base.

At the same time, the Obukhiv regional territorial center of staffing and social support started and successfully carried out the mobilization of conscripts of the operational reserve directly to the personnel combat units of the Armed Forces of Ukraine on the territory of the community.

From February 28, Voluntary Formations of the Territorial Community began to be created in the Obukhiv community. In the first 2 days alone, more than 600 residents of Obukhiv expressed their desire to enter. In total, there were about 2,000 volunteers.

The most active role in the construction of engineering defense structures and roadblocks was played by the residents of the town and surrounding villages, who at the first call performed all the necessary work, provided their materials and tools, and made an incendiary mixture – Molotov cocktails.

An invaluable contribution to the construction of a reliable defense capability of the Obukhiv area was made by enterprises and organizations that, in the most troubling period, provided free materials, equipment, machinery and services for the construction of defense lines and fortifications.

Residents provided the military with hot meals, uniforms and medicines, as well as places to stay.

At the beginning of the full-scale invasion, humanitarian headquarters were formed which provided citizens with products, means of personal use, equipment for persons with disabilities and other important things.

All medical facilities of the community worked as usual, providing services to residents and citizens from the occupied territories. Doctors created a reserve of medical drugs, helped to form first-aid kits for the military, provided medicine to the seriously ill.

Religious organizations also did not stand aloof, but actively helped by accommodating displaced persons in their facilities and providing them with humanitarian aid.

A communication channel was created – a “hotline” that still works 24/7 to this day.

In connection with the military aggression of the russian federation against Ukraine and the increase in the number of internally displaced persons, employees of the Department of Social Protection of the Population of the Executive Committee of the Obukhiv Town Council worked almost 24 hours a day and without days off from the first days of the war.

The territorial social services center cared for and provided various assistance to the elderly and people with special needs.

The community received people from the regions affected by the russian occupier and provided them with humanitarian aid. More than 10,000 food kits were issued.

Many volunteers and conscripts of the community stood up to defend their Motherland. They honestly and selflessly serve in the Voluntary Formation of the Territorial Community, in the Territorial Defense Forces and other units of the Armed Forces of Ukraine.

People of the community

The community is managed by the Secretary of the Obukhiv Town Council, Larysa Ilienko.

The most important activity of the town council is financial assistance to military units. Also, an important issue for the entire community is the construction and arrangement of temporary civil protection shelters on the territory of the community, and in particular – for general and preschool educational institutions.

On the initiative and with the support of the community leadership, work continues on the arrangement of temporary shelters at the Academic Lyceums, including the construction of anti-radiation shelters. Also, funds are allocated in the form of subventions for the military. The search for investors and negotiations on the construction of the Rehabilitation Center for the military are underway.

The Obukhiv community maintains friendly relations with the following cities in Ukraine and abroad:

  • Kaišiadorys (Lithuania),
  • Będzin (Poland),
  • Khashuri Municipality (Georgia).

International partnership, which includes the exchange of experience, acquisition of new skills and knowledge, friendly ties and cultural cooperation, is a priority for the Obukhiv community. During this time, there was an exchange of volunteers, student youth, amateur art groups, assistance was provided to educational and health care institutions, and experiences in matters of decentralization, housing and communal services were exchanged.

In June 2024, the community signed a cooperation agreement with the town of Kaišiadorys (Lithuania).

Development Strategy

The Obukhiv community has an approved Development Strategy for 2022-2027. 

The priority directions of the Strategy are sustainable economic, social and ecological development of the community.

In order to expand the trade network infrastructure, in 2024, work began on the construction of a large trade center, which will give the opportunity to create new jobs in the town.
