The Chahor territorial community is interested in establishing partnerships and cooperation with other communities and is also open to learning, knowledge exchange, and the implementation of best practices to enhance resilience and development.
People of the community
The Head of the Chahor rural territorial community is Heorhii Kobliuk, who was elected in 2020. Since then, he has been working fruitfully for the development of the community and the improvement of its residents’ well-being.
Together with active, hardworking, and caring community members, who particularly distinguish themselves in the agricultural sector, cultural life, and entrepreneurship, changes aimed at improving living conditions are being gradually implemented.
Community residents preserve traditions, develop cultural initiatives, and at the same time strive for development and new opportunities, which forms the basis for the further growth and strengthening of the community.
The community and the war
The Chahor territorial community is located in western Ukraine, near the Romanian border. Military operations have not directly affected the community’s territory, and it has not been subjected to shelling.
At the same time, since the beginning of the full-scale invasion in 2022, the community has been actively involved in supporting the Ukrainian military, who are defending the state in the east and south of Ukraine. Community residents have united to help the army: they organize charitable collections and provide the military with food, medicines, clothing, hygiene products, and other necessary items.
Local volunteers play a special role in supporting the Armed Forces of Ukraine, having continuously conducted humanitarian collections and coordinated aid for the military since the first days of the war. Thanks to the joint efforts of the community members, vehicles have been repeatedly purchased and handed over to Ukrainian defenders, which are used for carrying out combat missions, evacuations, and delivering necessary equipment to the front line.
In addition, the community has become a place of refuge for internally displaced persons. People who were forced to leave their homes due to the war are warmly welcomed here, with the provision of necessary resources and conditions for a more comfortable stay. Residents of the community actively assist displaced persons with housing, humanitarian aid, and social support.
At the same time, the war has not left the community without losses. Unfortunately, there are fallen defenders who gave their lives for the freedom and independence of Ukraine. The memory of them will forever remain in the hearts of the community members — they are honoured and remembered as true heroes.
Priorities
Digitalization
Involves the introduction of digital tools in the sphere of community management and the provision of public services. Aimed at increasing the accessibility of services for the population, developing e-governance, improving communication between the authorities, residents, and businesses, as well as developing the digital skills of the population.
Energy transition
Aimed at increasing the energy efficiency of the community and the gradual introduction of alternative energy sources. It covers the modernisation of energy supply systems, insulation of public buildings, development of local energy solutions, and rational use of resources, which contributes to reducing costs and increasing energy independence.
Healthcare services
Covers the development and improvement of access to quality medical and social services for community residents. Includes support for healthcare institutions, improvement of the material and technical base, development of social protection for the population, and providing assistance to vulnerable categories, in particular internally displaced persons.
People to people cooperation
Aimed at developing partnerships with communities in Ukraine and European partners. Involves cultural exchange, implementation of joint projects, support for civic initiatives, and strengthening social cohesion, which contributes to the integration of the community into the European space.
Support to youth
Focused on creating conditions for the development of the younger generation. Covers support for educational, cultural, and sports initiatives, the development of youth spaces, stimulating the entrepreneurial activity of young people, and creating opportunities for their self-realisation within the community.
History
The Chahor community combines the rich history of Bukovyna, a multicultural heritage, and an advantageous location next to Chernivtsi. It includes the villages of Chahor, Molodiia, Lukovytsia, and Kut, which have preserved authentic traditions, architectural landmarks, and a hardworking human potential.
The history of the community dates back to the 15th century. Important trade routes passed through its territory, and the village of Molodiia is known for the battle of the army of Stephen the Great in 1486. Lukovytsia is famous for its wooden St. Demetrius Church, built in 1757 without a single nail.
Today, the Chahor community has developed human potential, advantageous logistics, and significant land resources. Proximity to the international border and transport routes creates prospects for the development of agricultural processing, small-scale manufacturing, tourism, and investment in the green economy. Natural landscapes, fertile lands, and an authentic Bukovynian atmosphere remain the pride of the community.
Economy and Welfare
The Chahor rural territorial community is located within Chernivtsi Raion of Chernivtsi Oblast.
The total area of the community is approximately 50 square kilometres.
The community consists of 4 settlements.
The administrative centre of the community is located in the village of Chahor.
The economy of the Chahor territorial community is shaped by the development of small and medium-sized businesses, transport infrastructure, the construction sector, trade, and agriculture. Proximity to the city of Chernivtsi creates favourable conditions for investment, entrepreneurship, and the development of logistics and service industries.
The Chahor community is one of the economically active communities in the Chernivtsi region. There are 608 business entities operating within its territory, including 82 legal entities and 526 individual entrepreneurs. The sectors of trade, transport, construction, the fuel business, services, and agricultural production are actively developing in the community.
The largest budget-forming taxpayers of the Chahor territorial community are the enterprises “KOLOSOK-2”, “TEKHNO Bud Servis”, “Tekhno PLUS”, and “Chernivtsi” named after Leonid Kadeniuk, “Unguryan Trans”, as well as a number of local entrepreneurs. It is their activity that generates a significant portion of local budget revenues and ensures the economic stability of the community.
The transport and logistics sector occupies an important place in the community’s economy. The “Chernivtsi” International Airport named after Leonid Kadeniuk operates within the community’s territory; it is an important infrastructure facility for the region and ensures the development of transport connections and related services.
Among the leading enterprises in the agricultural sector is “KOLOSOK-2”, which has been operating in the community for over 20 years. The enterprise has experience in cultivating agricultural crops, uses modern specialised machinery, and engages in long-term land leasing. Agriculture remains an important component of the local economy and provides jobs for the residents of the community.
The community demonstrates active development of private entrepreneurship and the service sector. Restaurants, cafés, grocery stores, pharmacies, car repair shops, and construction and transport companies operate within the community. A developed network of retail and service establishments ensures comfortable conditions for the community’s residents and creates a favourable business climate for entrepreneurs.
The Chahor territorial community has potential for further development thanks to its advantageous geographical location, proximity to the regional centre, development of transport infrastructure, and active entrepreneurial activity.
