The Novoselytsia territorial community is located in the Chernivtsi region. The total area of the territory is 220,005 square kilometers. The distance to the district and regional center of Chernivtsi is 29.6 kilometers.

The community includes the town of Novoselytsia and 13 population centers (the town council and 10 Starosta-headed districts).

The total population is 28,000 people.

Men: 12,320.

Women: 15,680.

Children – 3,837 people.

Also, 600 internally displaced persons live on the territory of the community.

History

The Novoselytsia town territorial community was created on August 31, 2017.

The founding of Novoselytsia dates back to ancient times. Monuments of Trypil culture are still found in the region. There was a settlement at this place since the 3rd century AD. Then these lands were part of the Roman Empire. More than a thousand years ago, the trade route to Central Europe and the countries of the Balkan Peninsula passed here. The administrative center of the community – the town of Novoselytsia – was mentioned in documentary sources for the first time in 1456.

The town owes its birth to the overland trade route, which passed along the valley of the Prut River from Halych to the town of Bârlad on the Danube in the 12th – 14th centuries. Its Town Day is celebrated on May 6.

A number of museums of historical and cultural heritage are located on the territory of the community, among which is the museum of Novoselytsia Lyceum No. 2 – annals of the historical and cultural heritage of the community. The museum exhibits tell not only the history of the educational institution, but also the most important events in the history of the town.

Thus, the museum exhibits materials about the construction of the Novoselytsia-Chernivtsi railway, about the stay of John Reed (1887-1920), an American writer and publicist. He, making a trip to the fronts of the First World War in 1914-1915, ended up in Bukovyna – in Hertsa, Novoselytsa, Boyany. He wrote about this experience in the articles “Life in Novoselytsa”, “We get to Bukovyna”, “Along the Russian front”, which were included in the book entitled “The War in Eastern Europe”

There are 38 objects of cultural heritage on the territory of the community, which are under state protection, including 4 objects of architecture and urban planning: Saint George Church in the town of Novoselytsia; Saint Nicholas Church in the village of Marshyntsi; Assumption Church in the village of Rokytne and Saint Nicholas Church in the village of Strointsi.

The community honors the memory of compatriots. There are 10 monuments to compatriot soldiers fallen during the Second World War, 3 graves of shot civilians in the town of Novoselytsia and the village of Strointsi, 1 mass grave of soldiers who died during the Second World War in the town of Novoselytsia.

In the village of Dynivtsi, there is a wooden windmill of the 19th century, which was restored in 2020, and 16 archaeological monuments

There is a tourist route that highlights the main sights (Novoselytsia railway station; Alt-Noy Novoselytsia Synagogue; Old Border and Novoselytsia Customs House; ancient settlements in the village of Sloboda; the highest point of the Novoselytsia community; Dynivtsi mill; Healing water in Kotelevo; St. Nicholas Church) about which every traveler, whether a local or a guest of the community, should know.

Economy and Welfare

The branch of agriculture, which is the main one in the community, is represented by about 40 agricultural formations. Enterprises are engaged in growing grain and leguminous crops (wheat, soy, barley, buckwheat, corn, etc.), horticulture, raising cattle, poultry and pigs.

The community’s industrial complex is represented by enterprises of the food industry, production and sale of construction materials, and furniture production.

In the Novoselytsia community, great attention is paid to the development of education. There are 13 institutions of general secondary education, including: 4 lyceums with a preschool department, a primary school and a high school; 4 lyceums with a primary school and a high school; 5 high schools with a preschool department and a primary school.

There are 5 preschool education institutions and 8 preschool training institutions, 1 out-of-school education institution, 1 out-of-school sports education institution and 1 inclusive education center.

1 hospital, 10 outpatient clinics of general practice of family medicine and 3 paramedic stations operate on the territory of the community.

The community is also actively developing the cultural sphere. There are 3 cultural centers, 9 clubs, 13 libraries and 2 schools of aesthetic education operating here. In the club facilities of the Novoselytsia community, there are 81 amateur teams, which cover 1,321 residents, including 43 children’s teams, in which 745 participants are engaged. 6 collectives have the title of “folk amateur”. In addition, 49 public spaces, children’s playgrounds, recreational parks and squares have been arranged on the territory of the Novoselytsia community.

Various local festivals are held actively and at a high level in the community. They include the folkloric and ethnographic holiday “Christmas Meetings”, Amateur Folk Art Festival “Mercishore”, Festival “Joy of families” (Bucuria Neamului) in the village of Dynivtsi.

Community and War

The volunteer movement in the community started in 2014 with the beginning of military operations in the East of Ukraine and intensified and gained great importance after the full-scale russian invasion of Ukraine.

After the full-scale russian invasion of Ukraine on February 24, 2022, the Novoselytsia Town Council and all structural units faced a heavy load, as they had to perform additional work related to receiving and sending humanitarian aid to the military on the front line and to the civilian population from areas under russian fire. Its new tasks included the acceptance and accommodation of internally displaced persons in the community and provision of comprehensive assistance for their comfortable life.

Residents of the community, Starostas, entrepreneurs and enterprises constantly purchase and send food products, medical hygiene products, ammunition, equipment and other things necessary for the military personnel on the front line.

The community received a minibus, generators, clothes, shoes and tourniquet from the twin municipality of Joniškis (Lithuania), the local councils of Huedin (Romania) and Gérardmer (France), the Soroptimist Club International Edineţ Republic of Moldova, which were sent to military personnel.

САР ANAMUR in Ukraine, an international organization, provided a lot of support in the form of medicines, electronic equipment and other necessary things which were transferred to the front line and to internally displaced persons for their comfortable living in places of their accommodation.

The International Organization for Migration (IOM) carried out repair and construction works in the hotel of the sports complex, which accommodates more than 50 internally displaced persons.

People of the Community

Mayor Mariia Nikorych has headed the Novoselytsia Town Council since 2006 and the United Territorial Community since 2017.

Sofia Rotaru, Liliya Sandulesa, Georgy Agratina, Mykola Mozhovyi, Aurika Rotaru, sixteen-time world champion in chess composition Mykhailo Marandiuk, master of sports of the international class Natalia Lupu, masters of sports in sambo and judo Georgy Kiril and Yurii Paskar were born and began their creative activities in the community.

Development Strategy

The Sustainable Development Strategy of the Novoselytsia Urban Territorial Community for 2021-2029.

– Strategic goal 1 – a community supporting business development and investment attraction;

– Strategic goal 2 – a community of developed and energy-efficient infrastructure and comfortable and safe living;

– Strategic goal 3 – a community of high environmental and social standards;

– Strategic goal 4 – a community – the center of European culture and education in Ukraine.

Since 2007, the Novoselytsia Town Council has been actively participating in international projects and programs.

Thanks to this, the town council signed 8 international cooperation agreements with partners, namely:

  • Joniškis district (Republic of Lithuania);
  • The local council of Sulica (Romania);
  • Association of intercommunal development “Zona Metropolitane” Botosani (Romania);
  • The local council of Huedin (Romania);
  • Communes of Sucevita and Vladeni (Romania);
  • Ungheni Municipality (Republic of Moldova);
  • Falesti local and district council (Republic of Moldova);
  • The town of Gérardmer (France).

About 30 investment projects have been implemented by the Novoselytsia Town Council as part of the implementation of such programs “Romania-Ukraine-Republic of Moldova 2007-2013”; Program of the Eastern Partnership of Territorial Cooperation “Moldova-Ukraine”; “DOBRE” program; Eastern Partnership program “Romania – Ukraine 2014-2020”; The project “Unification of communities for sustainable economic growth (ConCom4EG)” and others.

In 2018, the Novoselytsia community took part and won a prize in the regional competition for the best video within the framework of the “Community Agents” project in the category: “The video with the most likes and shares on Facebook “. In the same year, the Novoselytsia Town Council won the nomination “Page of the Unified Territorial Community on social media”.

In August 2020, the community took first place in the Chernivtsi regional competition “Successful Community of Bukovyna” among 15 announced promotional videos about the success of communities.

In addition, the cities of Joniškis (Republic of Lithuania); Huedin (Romania); Ungheni (Republic of Moldova); Botosani (Romania), Falesti (Republic of Moldova) and Gérardmer (France) became twin cities of the Novoselytsia Town Council
