The community’s proximity to the border with Romania ensures active cross-border links and significant potential for development. And thanks to the historical coexistence of Ukrainian traditions, Romanian cultural heritage, and European influence, a unique and diverse social environment has formed here, open to international partnership.

The Mahala territorial community is the people who shape its present and future. It is precisely thanks to the activity, diligence, and cohesion of its residents that the community develops, adapts to modern challenges, and moves forward with confidence.
The Mahala territorial community is an active, hardworking, and development-oriented community that combines human potential, entrepreneurial initiative, and an educational base, creating favourable conditions for sustainable development.

The community and the war

The full-scale invasion by the Russian Federation in 2022 became a serious challenge for the Mahala territorial community, just as it did for all of Ukraine. At the same time, the community demonstrated a high level of cohesion, responsibility, and readiness to act in crisis conditions.
From the very first days of the war, the community actively joined in supporting the state, the military, and the civilian population affected by the hostilities.
The Mahala community became one of the hubs for receiving internally displaced persons. The following was organised at the community level:
●                    provision of temporary housing
●                    social support
●                    information support
State and local support programmes for IDPs are being implemented, aimed at integrating people into the life of the community and meeting their basic needs.
The community ensures interaction between social services, educational institutions, and local self-government bodies for the adaptation of displaced persons.
Since the beginning of the full-scale war, the community has been systematically supporting the Ukrainian military.
At the local self-government level:
●                    programmes to support military personnel are being implemented
●                    financial assistance is provided
●                    support for military families is carried out
In particular, the Programme for Supporting Defenders of Ukraine and their family members for 2026 has been approved in the community.
Provision is also made for:
●                    assistance to the families of the fallen
●                    support for wounded military personnel
●                    social protection for the families of prisoners of war and the missing
The community responds promptly to requests from the military and directs resources according to needs.
The Mahala community is an active participant in the national project “Side-by-Side: United Communities”.
In 2025, a memorandum of cooperation was signed with the Shostka community of the Sumy Oblast.
Within the framework of the partnership, the following are being implemented:
●                    mutual humanitarian support
●                    exchange of experience between communities
●                    assistance in recovery and development
The Mahala community is included in the list of partner communities for the project, which helps strengthen interregional cooperation and support communities affected by the war.
The Mahala territorial community has demonstrated the ability to function effectively under wartime conditions, ensuring support for the population, assistance to the military, and the development of partnerships.
The community’s experience in crisis conditions is a testament to its resilience, organisation, and readiness to implement investment projects even in a challenging environment.

Support for the Armed Forces of Ukraine in the Mahala community

Priorities

Digitalization

Focused on the development of a digital environment and the modernisation of the service delivery system for the population. This area covers the implementation of electronic services, digital platforms for interaction with residents, the automation of internal processes of local government bodies, and the improvement of digital infrastructure. The implementation of these measures will contribute to increased management efficiency, transparency of the community’s activities, and accessibility of administrative services.

Energy transition

Involves the implementation of measures aimed at increasing energy efficiency and developing sustainable energy within the community. Within this area, plans include the modernisation of energy supply systems, thermal modernisation of municipal property, the use of alternative energy sources, and the implementation of modern approaches to energy resource management.

Healthcare services

Focused on the development of the healthcare system and the strengthening of social protection for the population. This involves improving the material and technical base of medical facilities, expanding access to social services, supporting vulnerable categories of the population, and creating comfortable conditions for receiving medical care. Particular attention will be paid to improving the quality of services and ensuring their accessibility for residents of all settlements within the community.

People to people cooperation

Aimed at strengthening cooperation between communities, developing international partnerships, and increasing resident participation in joint initiatives. This area includes the implementation of cultural, educational, and social projects, conducting exchanges, holding joint events, and establishing interaction with European partners. This will facilitate the exchange of experience, the development of intercultural dialogue, and the expansion of the community’s opportunities in international cooperation.

Support to youth

Involves creating favourable conditions for the development of the younger generation and their active involvement in community life. Within this area, plans include supporting youth initiatives, creating spaces for learning and leisure, and developing non-formal education, volunteering, and youth entrepreneurship. The implementation of these measures will contribute to developing the potential of youth, increasing their civic engagement, and creating opportunities for professional self-realisation.

Economy and Welfare

The Mahala territorial community is located in Chernivtsi Raion of Chernivtsi Oblast, in immediate proximity to the regional centre — the city of Chernivtsi.
The total area of the territory is 8,288.3 hectares.
The community consists of 5 settlements.
The community has an advantageous geographical location near the state border with Romania, which creates significant potential for the development of international cooperation, logistics, and investment activity.
The Mahala territorial community has a well-established economic foundation based on a combination of the agricultural sector, entrepreneurial activity, and the service sector.
The community’s economy is characterised by stability, diversification, and the presence of potential for further development, particularly through the attraction of investments.
As of today, 87 legal entities, 408 individual entrepreneurs, and 15 farms operate within the community.
Entrepreneurial activity covers various sectors of the economy, which ensures employment for the population and contributes to the local budget.
The agricultural sector is one of the key areas of the community’s economy and plays an important role in its development. The community has favourable climatic conditions for agriculture and actively supports the development of farms. The main areas of activity are the cultivation of grain crops, the development of horticulture and berry growing, poultry farming, and livestock breeding, which form the basis of local agricultural production.
Industry and manufacturing are an important component of the community’s economy. Enterprises of the manufacturing sector operate within its territory, including three asphalt concrete production plants, as well as construction-related enterprises. Production and logistics facilities also operate in the community, contributing to the development of the local economy, job creation, and the provision of economic activity.
The service and trade sector is one of the most dynamic sectors of the community’s economy. About 40 retail outlets, 11 catering establishments, 6 pharmacies, 10 petrol stations, and 18 vehicle maintenance stations operate within the community. This sector meets the basic needs of the population, supports the economic activity of the community, and creates additional jobs for residents.
The community has an advantageous geographical location, which creates significant logistical potential for the development of the economy and business. It is located just 7 km from the city of Chernivtsi, as well as near the state border with Romania. Access to international transport corridors facilitates the development of logistics, trade, and the investment attractiveness of the community.
The energy sector and the investment potential of the community are important components of its economic development. Alternative energy is actively developing in the community, with solar power plants in operation. The economy of the Mahala territorial community has a stable base and significant potential for further development.
The combination of an advantageous geographical location, available resources, and an active entrepreneurial environment creates favourable conditions for attracting investment and implementing new business projects.
