Serhiivka Territorial Community
The Serhiivka territorial community is located in the Poltava region and occupies 16,761 hectares. The Serhiivka community joins 13 population centers from three Village Councils. The administrative center is the village of Serhiivka.
As of January 1, 2023, the population of the community was 2,723 people.

History
The first mentions and establishment of the village of Serhiivka date back to 1625. The territory was inhabited long ago. This is evidenced by the remains of a Late Paleolithic site, a Neolithic site and a Scythian grave which were found on the outskirts of Serhiivka.
The oldest among all these population centers is the village of Serhiivka, which was called Krasnoznamenka from 1921 to 2016. It is mentioned in historical documents of the beginning of the 17th century. However, the probable time of its origin, according to researchers, is the 16th century, when mass uprisings against Polish feudal lords forced Cossacks and peasants to flee to the east to develop and settle new lands.
The exact origin of the name of the village is unknown, most likely, it was formed from the name of the first settler. However, there are several legends in this regard. One of them, apparently composed in Soviet times, says that the brave serf Serhii Bezshtanko escaped from the hands of the Polish landlords and went to seek a better fate in the middle of the 17th century. He settled in the picturesque valley of the Khorol river, where there were fertile black earth soils. So, the name of the village memorizes its founder.
For a long time, Serhiivka belonged to Hadiach Castle, which since the time of Bohdan Khmelnytskyi was considered a rank-related estate of the hetmans. In the middle of the 18th century, it was part of the Hadiach Third Hundred of the Hadiach Regiment. In 1764, the Russian Empress Catherine II presented the village to Hetman Kyrylo Razumovskyi, who sold it to the Treasury in 1785. The wooden church of the Nativity of the Virgin, built by priest Andrii Iliashevych on his land, operated in Serhiivka from 1713. In 1841, it was rebuilt. Now a memorial sign has been erected on the place where the temple stood.
The community is rich in minerals, namely: oil and natural gas. Also, there are building material deposits. About 8% of the territory is covered by forests of state forestry enterprises, with a total area of 1,328.48 hectares.
Within the community there are several tracts with a total area of more than 450 hectares.
Economy and Welfare
On the territory of the Serhiivka community, there are deposits of oil and hydrocarbons (natural gas, condensate, associated helium, ethane, propane gases) and, accordingly, a powerful group of enterprises of the oil and gas complex of Ukraine, namely: Ukrnafta and Ukrtransnafta. The activities of the enterprises of the oil and gas complex are focused on gas condensate, oil, gas, and liquefied gas production, geological exploration, well drilling, oil, gas, water pipelines and gas compressor stations.
The economy of the community has an agrarian specialization. There are about 14,000 hectares of agricultural land on the territory, on which 5 agribusiness holding companies and 10 farming enterprises operate.
Since the beginning of the full-scale war in Ukraine, 2 relocated agricultural producers have started their activities on the territory of the community. There is an enterprise which keeps 27 livestock units and produces craft dairy products and an enterprise engaged in the cultivation of fruit and vegetable crops.
To date, there are 11 stationary stores and 1 cafe, and there are also private organizations on the territory of the community.
The field of education works effectively in the Serhiivka community, for which the largest part of funds is allocated from the community budget. Today, educational services on the territory of the community are provided by six education institutions. Also, there are 3 preschool education institutions.
A branch of the Hadiach Music School operates on the territory of the community, including 5 fine arts classes, 1 vocal class, 1 vocal singing class. There are also 5 clubs at the Center for Culture and Leisure of the Serhiivka Village Council. On the basis of the Dzhereltse kindergarten, a speech therapy center operates, which provides services to children.
Community and War
Since the beginning of the full-scale war in Ukraine, the Serhiivka Rural Territorial Community has received about 487 internally displaced persons.
Internally displaced persons live in private houses and a compact living center. Currently, the community directs its efforts to integrate internally displaced persons into community life, and thus increase the population and improve the demographic situation.
People of the Community
Head of the village of Serhiivka Ihor Lidovyi was first elected to the post in 2016 and has been the permanent head of the village since the establishment of the community.
Development Strategy
The development strategy of the Serhiivka rural territorial community for the period until 2027 is a basic program document that reflects the community’s long-term development vision, sets strategic goals, lays down the principles of their achievement, and offers an approach to the organization and management of the implementation process.
The Serhiivka community chose 3 strategic goals:
- Increasing the economic efficiency of using the resource potential of the community – the Serhiivka community owns natural resources (minerals, black earth soils), infrastructure facilities and free land plots that can be offered to investors.
- High quality of life, comfortable conditions and well-being – shifting the emphasis of strategic planning goals to the development of human capital should draw attention to the quality of life as an indicator of community competitiveness.
- Renewal of the ecological and social infrastructure of the community – the principle of development of Serhiivka, aimed at the comfortable living of residents, oriented towards the creation of a high-quality environment, determined by an integrated infrastructure. The diverse and mixed use of the territories should satisfy the various functional needs of the residents. The community needs to form a functioning network of roads, solid waste management system, and improve the social infrastructure of the territory.
