Nova Kakhovka Territorial Community
The Nova Kakhovka urban territorial community is located on the territory of the Kakhovka district, Kherson region.
The total area is 246.063559 km2.
The population of the community is 60,204 thousand people.
The community unites 11 population centers and is one of the largest in the region. The administrative center is located in the town of Nova Kakhovka.
History
Nova Kakhovka is one of the youngest towns of the Kherson region, which appeared on the site of the village of Klyuchove in connection with the start of construction of the Kakhovka HPP in 1950.
According to legend, the village got its name from the crystal-clear springs that still jingle in the town park above the Dnipro. Where there was once a small village of a few yards, the modern town grew in a short time.
It is from Nova Kakhovka that the blue route of fertility – the North Crimean Canal – originates. The construction of the Kakhovka hydraulic junction ensured the passage of heavy cargo ships from the mouth of the Dnipro to the city of Zaporizhzhia, and created conditions for water supply to the southern regions of Ukraine, and Crimea in particular.
Nova Kakhovka was built in less than 4 years, even before the construction of the Kakhovka HPP was completed. Among the many new towns created in Ukraine during the Soviet era, Nova Kakhovka stands out for its architectural and artistic harmony, which combines quarters, squares and streets with the picturesque nature of the Dnipro coast. The official date of the town’s foundation is February 28, 1952, when the Presidium of the Verkhovna Rada of the Ukrainian SSR named it Nova Kakhovka.
In 1958, the old part of Nova Kakhovka was included in the world architectural monuments as a town built according to a single plan. There are few such cities in the world with Brasilia among them.
Before the full-scale invasion, 23 tourist facilities operated on the territory of the community, including facilities for family recreation, cultural leisure, and sports enthusiasts.
Green tourism developed rapidly. Tourist routes passed through the territory of the community, where you could visit the winery and the Palace of Prince Trubetsky, the steppe waterfalls of Tavria, the House of Vintage Cognacs Tavria, the Vytovt Tower, the Stone Vyshyvankas, the Korsun Monastery.
Nova Kakhovka, known for its architectural harmony and picturesque views of the Dnipro coast, has always been a model of beauty and coziness. But since the first days of the full-scale invasion, the town has been under russian occupation. Despite all the challenges, the residents of Nova Kakhovka remain steadfast in their desire to preserve, return and restore their native town.
Economy and Welfare
Before the occupation, the community’s industrial complex consisted of enterprises producing electricity, metal structures of all types, wine, etc.
Among the largest enterprises operating in the territory of the Nova Kakhovka community is ENERGY PRODUCT LLC. This is one of the largest aerated concrete plants in Ukraine and Eastern Europe, which began its work in 2007 and was built from scratch. It is a modern, fully automated production, covering an area of more than 30,000 m2 and equipped with the Dutch Aircrete Europe equipment. The production capacity of the plant is 450,000 m3 per year.
In 1960, Ukrhydromech Enterprise was founded, which was later renamed Hydrostal JSC. It is Ukraine’s only plant that produced metal structures for hydro, heat and nuclear power plants. The plant’s products were used in the construction of power plants not only in Ukraine, but also in Egypt, Syria, Mexico, Vietnam, Greece and China. To date, part of the company’s facilities has been looted, others have been destroyed due to hostilities.
One of the oldest enterprises of the region – The House of Vintage Cognacs Tavria PJSC – is located on the territory of Nova Kakhovka. It was founded by French-Swiss colonists in 1889.
The climatic zone, where Tavria vineyards grow on 1,380 hectares, is recognized by leading domestic and foreign experts as one of the most ecologically clean zones of Ukraine. Cognacs were produced according to classical technology and exported to more than 15 countries of the world.
36 agro-industrial enterprises of the community specialized in the cultivation of grain, technical and vegetable crops, grapes, and other perennial crops.
To ensure convenient conditions for the provision of services to community entrepreneurs and community residents, a modern Administrative Services Center was built in the town of Nova Kakhovka, which provided about 140 administrative services.
Community and War
The Nova Kakhovka urban territorial community was occupied by the troops of the russian federation in the morning of February 24, 2022.
As of July 2024, 2 of the 11 population centers of the community located on the right bank of the Dnipro were deoccupied.
In the first days of the full-scale invasion and occupation of the community, local residents went to a rally of thousands against the enemy and demanded that they immediately leave the town. Despite the temporary occupation and the armed forces, the entire town rose to protest. A procession of several thousand marched through the central streets of Nova Kakhovka shouting pro-Ukrainian slogans.
The russian military started shooting in the air, trying to disperse the people, and used stun grenades and tear gas against the demonstrators. But people stood their ground.
Subsequently, russian activists began to kidnap activists and active pro-Ukrainian people, abuse them and sentence them to imprisonment.
On June 6, 2023, the russian federation carried out a terrorist act against Ukrainian critical infrastructure, blowing up the dam of the Neporozhniy Kakhovka HPP, thus destroying one of the town’s budget-generating enterprises and causing the biggest man-made disaster in Europe in recent decades.
About 80 population centers, including the town of Nova Kakhovka, were in the flooding zone.
The authorities announced the evacuation of the population from the flooded areas, while the russian invaders did not allow the evacuation of people from the temporarily occupied territories of the left-bank Kherson region, which were also under water.
russian troops continue to commit crimes against the residents of the Nova Kakhovka community – the de-occupied population centers are subject to constant bombardment by enemy aircraft and shelling, 85-90% of their homes are damaged, the territory needs demining.
The occupation authorities continue to terrorize the residents of the occupied part of the community, carrying out forced passporting of the population, confiscating property, limiting the provision of medical services. Cases of abduction and detention of people are constantly recorded.
The military armies of the russian federation are randomly shelling civilian infrastructure, the residential sector, administrative buildings, and places where people gather.
People of the Community
Today, the community is headed by Valeriy Brusenskyi, the Head of the Nova Kakhovka Urban Military Administration.
Prior to his appointment, he held positions in the bodies of executive power and local self-government, was a deputy of the Nova Kakhovka Town Council, and worked as the chairman of the Kakhovka District Council of the Kherson Region.
The leadership of the community carries out its activities from the city of Kryvyi Rih, which has become a refuge for many forced migrants from the Nova Kakhovka community.
On the initiative of Valeriy Brusenskyi, the Humanitarian Headquarters was created under the urban military administration, which ensures interaction with Ukrainian and foreign charitable funds, delivers aid to de-occupied population centers, organizes the distribution of humanitarian aid in the city of Kryvyi Rih and other population centers.
Within the framework of the project “Creation of conditions for organizational support of IDPs and the population affected by military actions”, the Support Center for IDPs of the Nova Kakhovka community was established in Kryvyi Rih.
The pre-war Nova Kakhovka was a cultural, sports and tourist center of the Kherson region with prospects for the development of these areas.
Such sports as football, volleyball, hammer throwing, motoball and others were cultivated in the town. To provide the population with the necessary conditions for the development of sports skills, the Dnipro football field with artificial turf was reconstructed and opened in 2020.
The largest investment project “Construction of the Center for Olympic Sports “H2O”, which took part in the competitive selection of investment programs and regional development projects, was prepared.
Nova Kakhovka community is known for its festivals and competitions, in which teams from all over the country took part.
Every year Nova Kakhovka hosted Smarahdove Misto, a festival of children’s and youth creativity, Nova Kakhovka Yard Fest and Nova Kakhovkai Masnytsi, the town-wide fest, and many others.
Development Strategy
After complete de-occupation, the priority steps of the Nova Kakhovka territorial community shall include:
– restoration of population centers (territories) affected by hostilities, terrorist acts, sabotage, emergency situations;
– creation of conditions for attracting investors and investment programs for the restoration of the community;
– assistance in restoring the functioning of business entities;
– reconstruction of destroyed industrial facilities, critical infrastructure;
– development of human potential.
The community has long-standing sister relations with the municipalities of Saint-Étienne-du-Rouvray (France), Lanchkhuti (Georgia), Drohobych (Ukraine). Within the framework of sisterly relations, there were exchanges of official delegations and creative and sports teams.
