Nedoboivtsi Territorial Community
The Nedoboivtsi Community is situated in the Chernivtsi Region in the western part of Ukraine. The total area of the Community amounts to 129.5 square kilometres. The Nedoboivtsi Community consists of seven rural localities.
As of 01 January 2024, the population of the Community totalled 12,090 residents.

Women: 6,449 residents
Children: 2,051 residents
Internally displaced persons: 995 people
History
The administrative centre is the village of Nedoboivtsi, the first mentions of which date back to 1572.
The most famous landmark of the village is the windmill. This is one of the variants of windmills that were built in the Khotyn area in the 19th century.
Economy and Welfare
The Nedoboivtsi Community has 16 farming enterprises and other legal entities as well as 165 individual entrepreneurs.
The sector of horticulture, mostly apple growing, has achieved the greatest development in the local economy. It has been the business card of the Nedoboivtsi Community for more than a decade, attracting foreign entrepreneurs with its scale and quality products. The Nedoboivtsi Community has about ten farms and hundreds of small entrepreneurs engaged in the growing of horticultural products, mostly apples.
In addition to growing fruits, the Community residents are also engaged in processing raw materials. In particular, they produce juices and dried fruits.
Poultry farming is also developing there and is represented by the private enterprise PAN INDYK.
The fact that the Zhytomyr-Chernivtsi motorway, the central highway to the city of Kyiv, passes through the village of Nedoboivtsi (the Community centre) also contributes to the development of local businesses.
Thanks to state support programs, modern refrigerators for storing fruits and berries with a capacity of 500 to 1,000 tons have been built in the Community. And soon a giant refrigerator will be put into operation in the village of Nedoboivtsi, where five to six thousand tons of garden produce can be stored at the same time.
Many retail trade and service facilities operate in the territory of the Nedoboivtsi Community, which not only create comfortable conditions for consumers of their products, but also raise the economy of the Community to a higher quality level.
The Community demonstrates a high level of self-organization of the population. The Community has a volunteer fire brigade and is known for a unique self-organization of the Community residents among all communities across the region.
The medical branch of the Community consists of six outpatient clinics of general practice of family medicine, one health centre, as well as the Nedoboivtsi State Hospital of Veterinary Medicine.
Education services are effectively organized in the Nedoboivtsi Community. The Community runs six secondary education institutions, four preschool education institutions and a music school attended by almost a hundred children.
More than two thousand children live in the Community. All conditions are created for their development in preschools, schools and during extracurricular classes. Children take an active part in various competitions at the district, regional, and Ukrainian national levels. It is extremely important that the Community actively develops the youth space, participates in various projects, including international ones. A youth council was created as part of the Nedoboivtsi Village Council, which defends the interests of young people in the Community.
Traditions are supported and respected in the Community. Four culture centres of the Nedoboivtsi Territorial Community play a significant role in attracting the widest categories of the population to the heritage of traditional culture and artistic amateurism.
Thanks to their talented performers, amateur artistic teams have long become not only an integral part of the Community cultural life, but are also well-known across the region and abroad.
Community and War
Nedoboivtsi is located relatively close to the border with Romania and Moldova. Following the beginning of the full-scale invasion by russia into Ukraine, people sought refuge there to rest and move on. In total, about 3.5 thousand people passed through the Community. During the first days of war, 400 people arrived every day.
For those who decided to stay in the Community, it was necessary to improve their living conditions. The Community was helped by its partners: the USAID DOBRE Program, whose partner the Nedoboivtsi Community became in 2020. The Community received technical assistance in the amount of about 150 thousand dollars. With these funds, sleeping places were arranged; equipment, washing machines, refrigerators, kettles, tables and chairs were purchased. So today, all people living at communal institutions are provided with the necessary living conditions.
Previously jointly implemented projects also started working in a new way. The meeting hall, furnished with the support of the USAID DOBRE Program, serves as the headquarters for charitable aid. Children’s playgrounds and multi-functional sports space are in demand among refugees. Integration events for locals and IDPs, as well as charity tournaments, are also held there.
From the first days of the war, the residents of the Community joined their efforts to help the Ukrainian army. Local volunteers regularly repair military vehicles, purchase drones and everything soldiers from our village need. And the housewives bake and make delicious home-made food, which is sent to the Ukrainian defenders on the front lines.
Unfortunately, more than ten residents of the Nedoboivtsi Community have died in the war defending Ukraine from the moscow enemy.
People of the Community
Yurii Yuzva, the head of the Nedoboivtsi Village Council, was first elected to the post of village head in 2015. In 2020, he was re-elected to this position in the election of the head of the already united community. He has been a village head since the beginning of the creation of the Nedoboivtsi United Territorial Community.
While heading the Nedoboivtsi United Territorial Community (2015-2020), Yurii Yuzva has raised funds from donors and external sources for the implementation of a number of projects.
In particular, a centre for the provision of administrative services was built, a new kindergarten was built, and a new outpatient clinic was opened, providing serves to about three thousand residents across the Community. Projects have been implemented to create a video surveillance system in the Community, sports grounds, arrange space for trade, create a public kitchen and much more.
Development Strategy
The development strategy of the Nedoboivtsi Territorial Community for 2021-2027 has been drafted within the framework of the “Decentralization offering better results and efficiency (DOBRE)” program. This document should be interpreted as the main community development program that defines development priorities and areas. Activities in the specified areas should be carried out with the broad involvement of various partners – public, economic, and social ones.

Operational goal 1.1. Support and promotion of entrepreneurship, as well as creation of proper conditions for the development of economic activity and investments in the territory of the Community.
Operational goal 1.2. Support for the development of agriculture, horticulture and modern fruit processing as elements of the Community’s competitive advantage
– Infrastructure and environment
Operational goal 2.1. Care for the state of the natural environment and measures to adapt to climate change.
Operational goal 2.2. Development of road infrastructure and increased mobility of residents
– Public services
Operational goal 3.1. Provision of effective, affordable and modern education services adapted to the needs of girls and boys.
Operational goal 3.2. Creation of a developing and inspiring opportunity for spending free time in accordance with the needs of residents of the Community of various social groups.
Operational goal 3.3. A system of high-quality public services adapted to the needs of its residents.
Operational goal 3.4. Comprehensive public administration that supports citizens, the environment and the economy.
