History

The Sambir territorial community is located in the heart of Prykarpattia and is famous for its rich history, cultural heritage and talented residents.

The center of the community is the town of Sambir, one of the oldest towns of Galicia, which is located on the left bank of the Dniester.

The first written mention of Sambir dates back to 1241, when the town was destroyed by Mongol hordes led by Batu Khan. The surviving inhabitants found refuge in the new fortified settlement of Pohonych, located among the forests on the banks of the Dniester. Pohonych, which became Novyi Sambir (New Sambir) as from 1390, was later called simply Sambir, while the old town became known as Staryi Sambir (Old Sambir).

Pohonych was a fortified castle, an ancient Rus population center, which after the formation of the Principality of Przemyśl became part of it to later become a part of the Principality of Galicia-Volyn in 1349.

In the fall of 1390, King Władysław Jagiełło presented all the income from the Sambir area to the Kraków elder, who helped the king conquer the Principality of Galicia with his army. In addition, he gave him all the lands together with Sambir, with the exception of the castle.

The development of the community was marked by many historical events. The villages of the community have a long history, as they were founded back in 1350.

In 1604, Sambir became an important milestone in the events of history, when Pseudo-Demetrius came to Moscow from Sambir. The town withstood Swedish and Hungarian troops in the 17th century and became an important trading center of Galicia. After the first partition of Poland in 1772, Sambir came under Austrian rule and received the status of “free royal town” in 1788.

In the 19th century, manufacturing industry was actively developing in the town, in particular, the construction of a railway connecting Sambir with Stryi, Khyriv and Przemyśl. The development of industry and railway infrastructure strengthened the economic potential of the area.

After the occupation by Polish troops in 1919, Galicia was under Polish rule until 1939, when Western Ukraine was integrated into the USSR. In 1962, Sambir became a town of regional subordination of Lviv region, and in 1991 – part of independent Ukraine.

Currently, the Sambir territorial community continues to be an important cultural and economic center of Ukraine, preserving its historical heritage and implementing innovative projects for the development of the area.

Economy and Welfare

Due to its convenient geographical location, proximity to the border and the presence of road and railway routes, the Sambir territorial community has ideal conditions for the development of the local economy, especially in such areas as food industry, textile and clothing production. In parallel with this, wood processing, manufacturing of furniture, metal products, machines and electrical equipment are being developed.

There are 51 medium and small business enterprises operating in five main industries on the territory of the community. The most important branches of the town’s economy include food, engineering, and light industries, furniture manufacturing, and precision instrument manufacturing.

Sem Ecopack is a manufacturing company operating in the community. It produces sustainable packaging for a green planet. The company offers a wide range of cellulose molded packaging for various types of products.

Sambir Mlyn is a modern flour milling enterprise, created on the basis of the elevator facilities of Sambir Elevator LLC. One of the main areas of activity is the production of high-quality flour, and the availability of own elevator facilities makes it possible to properly carry out procurement activities.

The Sambir territorial community is actively working to improve the living conditions of its residents, focusing its efforts on the development of the economy, education and medical care.

Community and War

The Sambir territorial community actively cooperates with international charitable organizations, partner cities and local entrepreneurs to meet the needs of the Armed Forces of Ukraine and internally displaced persons. This activity includes significant humanitarian support and social initiatives aimed at making life easier for the community in difficult times.

Through the town’s humanitarian headquarters, 141.3 tons of humanitarian goods, including food, medicine, hygiene products and clothing, were handed over to more than 8,500 IDPs. Humanitarian goods came from Ireland, Poland, Lithuania and Slovakia.

Within the framework of cooperation with the NGO “Union of Entrepreneurs of Sambir” and the United Delivery Mission (an Estonian charity organization), more than 170 vehicles and other assistance were handed over to units of the Armed Forces.

Help also came from sister cities. Kostrzyn nad Odrą (Poland) handed over a fire engine for the 8th State Fire and Rescue Squad. Auschwitz (Poland) provided generators, stoves, medicines, hygiene products, food and other necessary items for the Armed Forces of Ukraine, health care facilities and IDPs. Arezzo (Italy) donated an ambulance for the Sambir Central Hospital, and Breisag (Germany) donated 25 generators for critical infrastructure and the Armed Forces. Medicines, hygiene products and foodstuffs were also transferred from France, Germany and Italy.

In order to provide humanitarian, social, psychological and legal support to IDPs, cooperation with charitable foundations such as HelpAge International in Ukraine, Right to Protection, Stabilization Support Services, Liudyna v Bidi, and Rokada has been organized.

Social work with families, children and youth is provided by the Sambir Town Center of Social Services. There are 119 families where 237 children are being raised. The center conducts social work with IDPs, combatants, family members of deceased combatants, as well as with orphans, children deprived of parental care, and graduates of residential institutions.

People of the Community

Yurii Hamar, as the Mayor of the Sambir community, plays a key role in the development and stability of the town. His leadership is important to the community due to the active implementation of strategic initiatives and projects that contribute to the improvement of infrastructure, social services and economic growth. Under his leadership, the town is taking significant steps in the modernization of utility services, the development of public transport and the support of local businesses, which contributes to the overall improvement of the quality of life of residents.

The activity of Yurii Hamar and his team is also manifested in efforts for humanitarian support and social integration. The community actively cooperates with international organizations and partner cities, which allows providing the necessary assistance to internally displaced persons, military units and socially vulnerable population groups. And the desire for innovation and effective management ensures transparency and efficiency in all areas of town management.

In recent years, the Sambir community has implemented a number of important projects aimed at improving the quality of life of residents and developing infrastructure. Thanks to the support of the GIZ fund and financing from the governments of Germany and Switzerland, the project “Promotion of energy efficiency and implementation of the EU Directive on energy efficiency in Ukraine” was implemented in the community. The project provides training on energy saving and implementation of the energy management system, which will help reduce energy costs and greenhouse gas emissions. Currently, the Local Energy Plan (LEP) is in the process of development, which will ensure effective management of the community’s energy resources.

In addition, the community actively cooperates with international partners, implementing Polish-Ukrainian projects, such as “Academy of Technologies” and “Strangers or the Different”. This allows for the development of educational and professional opportunities for young people. Thus, thanks to the UNICEF Ukraine program and the German government, the creation of a Youth Center has begun, which will promote social entrepreneurship and the development of youth initiatives.  

Development Strategy

In June 2024, the session of the Sambir Town Council approved the Development Strategy of the Sambir Community until 2027 and the Action Plan for its implementation for 2024-2027. These important documents were prepared during 2023 with the support of experts from the HOVERLA / USAID project in Ukraine and the Lviv Regional State Administration. Representatives of regional and local authorities, deputies, businessmen, educators, doctors, cultural figures and public activists took an active part in the process of forming community development priorities.

The strategic vision of the community’s development will be implemented through the achievement of five main strategic goals: ensuring the economic prosperity of the community, creating a clean environment and modern infrastructure, ensuring the health and inclusion of all residents, transforming the community into an educational and youth hub, as well as developing tourist attraction. These goals will determine the main areas of activity to improve the quality of life and ensure the sustainable development of the community in the coming years.
