Fontanka Territorial Community
The Fontanka rural territorial community is located in the Odesa district of Odesa region.
The total area of the territory is 96.0 km2.
The population of the community was 24,964 people (as of July 31, 2024)
Women: 14,173
Men: 10,791
IDPs: 5,252.
It includes 7 population centers and has its administrative center in the village of Fontanka.
History
The history of the Fontanka community originates from ancient times. Representatives of many nations living in the Northern Black Sea region – Cimmerians, Scythians, Sarmatians, Greeks, Slavs – repeatedly stopped right here, near the healing spring.
The first inhabitants settled on these lands only in the middle of the 19th century. At that time, Fontanka consisted of three population centers.
In the 1930s, the population center grew, developed, organized a collective farm, a fishing guild, and opened the first 4 classes of the school.
However, the peaceful life of Fontanka residents was interrupted. On October 16, 1941, the village was completely captured by the enemy. For its inhabitants, a new period began – life under the conditions of the occupation regime: terror, violence and robbery. It lasted two and a half years.
In the spring of 1944, the Soviet army expelled the invaders from the Odesa region. The residents of Fontanka had to start all over again. In 1945, the October Revolution collective farm gave the country its first bread.
In the 1960s and 1970s, the village of Fontanka became a large farm where wheat, sunflowers, vegetables and fruits were grown. The livestock complex of the state farm was known for the latest technologies. Delegations from all Soviet republics came to the village to exchange agricultural experience. The construction of a dispensary, a post office, a shop and a club began. A new school was opened.
The community has significant tourist potential due to its location in the south of Ukraine. Known for its picturesque natural landscapes and proximity to the Black Sea coast, the village attracts tourists with its unique atmosphere and opportunities for outdoor recreation. Fontanka offers numerous opportunities for agritourism, including visiting local farms and getting to know the traditional way of life.
Also important are the cultural and historical aspects of the village, reflecting the local heritage and traditions. The availability of convenient transport links with Odesa makes Fontanka easily accessible for tourists.

Economy and Welfare
Local business in Fontanka develops through the tourist cluster thanks to the Black Sea coast, entertainment centers, restaurant and hotel industry, parks and squares.

Various enterprises and companies operate and work successfully on the territory of the Fontanka community. Among them is GARMASH LLC which is a modern, stable, well-known enterprise in the meat products market, a leader in the market of Odesa and Odesa region in the production of sausage products, dumplings and semi-finished products.
Riviera is a professional shopping and entertainment center that has been operating in Odessa since 2009. The total area of the complex is 82,000 square meters and the commercial area is 67,000 square meters. There are a total of 190 stores in the Riviera Shopping Center, some of which are exclusively represented in the region.
The community also has well-known restaurants, including the More restaurant. This is an institution that combines the elegance of the interior with the unique atmosphere of the sea coast.
These enterprises create jobs for local residents and contribute to the economic growth and development of the infrastructure of the village. Thanks to this, the Fontanka community ensures a high quality of life for its residents and offers all the necessary conditions for doing business.
Community and War
The full-scale russian invasion of Ukraine brought the Fontanka territorial community significant changes. Tourism, which was one of the main areas of economic development, has come to almost a full stop. Local residents were forced to leave their homes, which led to the closure of numerous small and medium-sized businesses.
Massive shelling of the energy infrastructure in the Odesa region caused frequent emergency power outages in the Fontanka community. During the war, the community received more than 5,200 internally displaced persons, and caring for them became one of the main tasks of the local authorities.
On May 9, 2022, as a result of rocket fire, Riviera, the largest shopping and entertainment center in the south of Ukraine, was damaged which caused the destruction of other assets in the community.
The education system faced the need to arrange civil defense facilities to ensure the safety of the educational process.
The Fontanka territorial community actively supports the Armed Forces of Ukraine, allocating funds from the local budget. In addition, the community has numerous volunteer communities and public organizations that help solve pressing problems and challenges.
The Fontanka community, like many others in Ukraine, bears the heavy burden of the war. More than 50 of its residents died defending the country’s independence at the front. This sacrifice is a testament to the community’s commitment to the European values of freedom and democracy.
People of the Community
The Fontanka community is headed by Nataliya Krupytsia who embodies the image of modern Ukrainian leader. Under her leadership, the community demonstrates stability and coherence in times of trials facing all of Ukraine.
Nataliya Krupytsia inspires her colleagues and residents to actively support the defenders of Ukraine. Local government employees participate in fundraising for the Armed Forces, demonstrating a high level of civic responsibility.
The Fontanka community, under the leadership of Nataliya Krupytsia, adapts to national challenges and implements the latest solutions to protect its residents. In July 2022, the communal enterprise “Municipal Guard” was founded here, which became an important element of local safety and security.
This ground-breaking project complements the work of the police, providing more effective law enforcement. In addition, the Municipal Guard contributes to the creation of new jobs, which has a positive effect on the economy of the community.
The Administrative Services Center of the Fontanka Village Council plays a key role in providing effective and affordable services to the community residents. It offers 257 different administrative services that allow residents to easily obtain the necessary documents and services without unnecessary obstacles.
Educational institutions of the Fontanka community demonstrate a high level of organization and efficiency. They ensure comprehensive development of children, creating conditions for their successful learning and personal growth. Educational institutions are constantly improving their programs and methods, which contributes to raising the general level of education and preparing young people for adulthood.
The Fontanka community actively supports Ukrainian culture and promotes a variety of leisure activities for its residents. Various holidays and events celebrating Ukrainian traditions and cultural values are regularly held in the community.
Among them, a special place is occupied by exhibitions of drawings that demonstrate the creativity of local artists and children, as well as other cultural events that unite the community and contribute to the development of the cultural environment. These initiatives not only preserve and popularize Ukrainian culture, but also create opportunities for active participation of residents in the cultural life of the community.
The Kryzhanivskyi sports club is an important element of the community’s sports life. The club ensures the functioning of sports facilities and holds various sports events, attracting both teams from local clubs and independent athletes. Coaches provide specialized services to support participants in competitions and sporting events. In addition, the club actively promotes the development of sports, organizes and conducts sports events that promote a healthy lifestyle and increase the level of physical activity among local residents.
Development Strategy
The Fontanka territorial community is actively working on several important areas of development.
Currently, the community is looking for investments to create a rehabilitation center for military and war veterans. The goal of this project is to provide high-quality rehabilitation services that will help restore the physical and psychological health of military personnel and veterans, as well as reintegrate them into society. It is planned to equip the center with modern equipment to provide a wide range of services.
Located in the south of Ukraine, the Fontanka community has significant potential for the development of a tourist cluster. It also actively supports small and medium-sized businesses and has a transport infrastructure with international transit potential that needs improvement. The community has promising territories for tourism and recreation, as well as professional personnel in the field of culture, education and sports.
The community plans to continue to support the Armed Forces of Ukraine, provide social protection and assistance to internally displaced persons, as well as create conditions for the effective operation of social institutions. The community also directs efforts to ensure environmental and technological safety, development and restoration of infrastructure, globalization of the tourist and cultural environment, creation of an efficient economic space, as well as achievement of energy sustainability and energy conservation.
