The Hlobyne urban territorial community is part of the Kremenchuh district of Poltava region. The area of the Hlobyne community is 1,197,727 km2.

The Hlobyne territorial community was formed on August 13, 2015 by merging the Hlobyne Town Council and the village councils of the Hlobyne district.

In 2020, the territories of 13 more village councils were included in the Hlobyne territorial community. In total, the territorial community includes 65 population centers (the town of Hlobyne and 64 rural population centers).

As of January 1, 2022, the population of the community was 24,830, of which 8,955 were residents of the town of Hlobyne.

History

The administrative center of the community is the town of Hlobyne. In December 1976, the urban-type settlement of Hlobyne received the status of a town.

The history of the settlement of the territory of the Hlobyne community dates back to ancient times – the Paleolithic era and the time of settlements of Kyivan Rus. Unfortunately, there is no written information about these times, and brief archaeological information does not give a complete picture of the historical past.

The main time of the emergence of permanent settlements on the territory of the region falls on the late 16th – early 17th centuries. The first known written references to the town of Hlobyne can be found in the maps of the Swedish army of Charles XII dated 1708.

The famous Ukrainian Cossack family of Hlobs was involved in the founding of the town of Hlobyne. It was them who gave the name to the town, and legends say that the historical founder of the town is one of the most prominent representatives of this family, Ivan Hloba, who was a military scribe of the New Zaporizhzhya Sich.

The Hlobyne community has many cultural, historical and natural monuments. The life and activities of many figures of culture, science, as well as famous historical figures are connected with the community. Therefore, the future construction of museums, the arrangement of memorial signs and the reconstruction of historical complexes, which have an attractive touristic and educational value, are now envisaged.

Many buildings constructed in the 19th or early 20th centuries, which have cultural and historical significance, have been preserved on the territory of the community.

Economy and Welfare

The Hlobyne community forms a significant part of the economy of the region, as it has 19 industrial manufacturers, 49 agricultural enterprises, 150 farms. Also, 50.6 thousand hectares of land are cultivated here.

The leading agricultural producers include Poltavazernoprodukt which has an extensive network of enterprises, including production facilities in the Hlobyne community. Astarta-Kyiv specializes in the cultivation and processing of legumes, grain crops, sugar beets, as well as in the production of sugar.

There is also Hlobyno with a network of enterprises engaged in the production of meat and dairy products which is also actively engaged in the cultivation of grain, leguminous crops and oil crops. A high level of mechanization and the introduction of modern technologies ensure stable harvests and quality products.

The products produced in the Hlobyne community are widely known in Ukraine and Europe.

The community owns land plots that are potentially attractive to investors.

Alternative energy is developing in the community. Starting in 2023, the DTEK Company has been implementing a project to build wind power plants with a capacity of 650 MW.

There are 19 general secondary education institutions on the territory of the community. Preschool education is provided by 14 independent institutions and 5 preschool divisions of gymnasiums. Children can also receive extracurricular education at the Hlobyne Center for Children’s and Youth Creativity.

A total of 2,808 pupils receives general secondary education in the institutions of the Hlobyne Town Council. 649 children are enrolled in preschool education. 470 children develop their skills in the after-school clubs.

Educational services are provided by 115 preschool teachers, 395 pedagogical workers of general secondary education institutions and 19 out-of-school pedagogic workers.

Children with special educational needs are also involved in the educational process in the community. Inclusive education is successfully implemented in 11 institutions of general secondary education. Also, 7 extended day groups have been opened in institutions.

Sports grounds for various sports and football and volleyball fields have been built on the territory of the community.

Community and War

With the beginning of the war, residents of the Hlobyne community joined the defense of the Motherland. Unfortunately, to date, 57 servicemen from the community have died.

Residents of the community join various volunteer organizations, collecting money for cars, drones, and military ammunition, weaving camouflage nets, and completing food kits. Charity events are constantly held in the community, the purpose of which is to raise funds for the needs of the Armed Forces of Ukraine.

Since the beginning of the war, the Hlobyne community has provided shelter to about 5,000 internally displaced persons.

People of the Community

Mayor of Hlobyne Stanislav Dzhus was first elected to the post of mayor in 2010. Today, he is the current head of the Hlobyne territorial community.

The head of the community together with the team implemented a number of important projects:

  • The reconstruction of treatment facilities and the construction of a sewage pumping station have been completed.
  • In 2017, with the support of U-LEAD with Europe, a modern Administrative Services Centre was opened, which provides 270 administrative services to the residents of the community.
  • A new modern dispensary was built in the village of Pyrohy.

Development Strategy

The efficient activity of the Hlobyne community is based on the strategic planning of case projects that meet national and European requirements and the Development Strategy of the Hlobyne community.

In 2016, the Hlobyne Town Council received a grant from USAID to develop the network of the Administrative Services Center.

As part of the decentralization of local self-government in Ukraine, work is being carried out to attract investments to the Hlobyne community, namely:

  • Negotiations are underway and a memorandum has been signed with a potential investor who plans to build a waste processing plant on the territory of the community;
  • An investor has been attracted for the construction of Europe’s largest wind power plant (currently, land plots have been allocated, a detailed plan of the territory has been prepared, and design work is being carried out, as part of which two specialized masts have been built to assess the wind power;
  • Negotiations are underway with a potential investor regarding the construction of a 2 MW solar power plant (a plot of land has been allocated and relevant pre-design works are being carried out);
  • Pre-design works on the construction of a complex of 80 residential apartments (modular houses) are underway.

The main task of local authorities is development within the framework of the strategy of Ukraine’s movement towards the EU, which contributes to the preservation of the ecological environment, energy efficiency, energy independence, the development of social infrastructure, and the creation of a favorable investment climate for business and agriculture.
