Pidvolochysk Territorial Community
The Pidvolochysk community is located in the eastern part of Ternopil region. It includes the settlement of Pidvolochysk (administrative center of the community) and 23 population centers (16 former village councils). The community occupies an area of 35,400 hectares.
The area of the community and the number of residents has not changed after the administrative and territorial reform in Ukraine in 2020.
Almost 47% of the population of the Pidvolochysk district live in the community.
As of July 3, 2024, the population was 17,244 people.

History
A famous landmark of Pidvolochysk is the mansion of the famous Polish lawyers, the Gromnicki, built in Pidvolochysk in the 19th century. In 1919, Symon Petliura met with the command of the Ukrainian Galician Army at the Gromnicki’s villa.
Currently, the mansion is home to the Omelian Kovcha Local History Museum of Pidvolochysk.
Two halls of the museum are devoted to the history of the OUN-UPA liberation movement. The exposition includes 281 exhibits – personal belongings of the rebels, weapons, photographs, documents, models, paintings, triptych “Ukraine is invincible”.
Economy and Welfare
Agriculture, mining, construction, wholesale and retail trade, and repair services continue to form the main sector of economic activity in the community.
123 legal entities, including 12 small enterprises and 111 micro-enterprises, are engaged in economic activity – these numbers are not stable and can both increase and decrease.
In the community, in addition to state-financed institutions, the self-government authority of the community and communal enterprises, the largest employers are private enterprises specializing in the cultivation and processing of grain and industrial crops.
The major employers include the enterprise “Nadzbruchchia Khlib”, which is engaged in the production of bakery products and is the community’s largest bakery.
The majority of people with permanent employment work in the state-financed sphere: teachers, doctors, employees of the local self-government authority.
Employers of the community now have the greatest need for drivers, salespeople, seamstresses, and electricians. Also, there is always work for doctors and medical workers.
The Pidvolochysk Settlement Council supports small and medium-sized businesses by providing advice on the procedure for opening and running a business at the Settlement Council’s entrepreneurship support consultation point.
On the territory of the community, there is a market of the Municipal Enterprise “Myloserdia” of the Pidvolochysk Settlement Council with 80 trade points. About 169 wholesale and retail trade enterprises and 20 catering establishments operate on the market.
As of January 01, 2024, 612 individual entrepreneurs were registered on the territory of the community.
The field of education works effectively in the Pidvolochysk community. There are 14 institutions of general secondary education, 9 communal institutions of preschool education, 1 sports school for children and young people, 1 center for children and youth creativity, and 1 communal institution “Kamianka interschool educational and industrial training center”
The community has 1 hospital, 7 dispensaries and 27 first aid stations, as well as an emergency medical care department.
Community and War
From the first days of the war, residents of the Pidvolochysk community stood up to defend their Motherland from russian aggression. Many men today defend Ukraine in the ranks of the Armed Forces of Ukraine. Since the beginning of the full-scale invasion, 46 soldiers from the community have fallen.
Those residents of the community who cannot fight at the front today join various volunteer organizations and help the Ukrainian military by working in the home front.
Charity fairs and concerts for the Armed Forces of Ukraine are often held in the community, which are attended not only by communal institutions and facilities, but also by all caring residents, public organizations, and children.
People of the Community
Vitalii Datsko, Head of the Settlement of Pidvolochysk, was first elected to the post in 2010. He has been a permanent Head of the Settlement since the creation of the Pidvolochysk Territorial Community in 2015.
Also, projects from international donors have been implemented and are being implemented in the community.

Development Strategy
In 2019, the Pidvolochysk community, with the support of The USAID Program, “Decentralization Offering Better Results and Efficiency” (DOBRE), created the document “Sustainable Development Strategy of the Pidvolochysk Territorial Community for 2019-2025” which was based on the following strategic and operational goals:
Strategic goal 1: Improving the quality of public services
Operational goals:
- Provision of educational services
- Creating conditions for improving the health of community residents
- Quality provision of social services
- Development of spiritual and cultural environment
- Increasing the level of security in the territory of the community
- Provision of high-quality administrative services to residents
- Providing quality transport services
Strategic goal 2: Economic development
Operational goals:
2.1 Promotion of the development of priority sectors of the economy and the development of new areas of entrepreneurship
2.2 Development of small and medium-sized businesses, in particular, in the field of modern agricultural production and processing
2.3 Economic advertising of the community
2.4 Development of tourism
Strategic goal 3: Improving the quality and availability of utilities, the condition of roads and environmental protection
Operational goals:
3.1 Establishing a solid waste management system
3.2 Establishing high-quality water supply and drainage
3.3 Road infrastructure
3.4 Organization of green areas and recreation areas
3.5 Environmental safety and clean environment
Strategic goal 4: Improvement of public administration and growth of public activity
Operational goals:
4.1 Open government. Improvement of the public information system
4.2 Creation of a system of influence of community residents on the adoption of decisions by authorities
4.3 Establishment of inter-municipal cooperation and partnership relations with other local authorities
Despite the fact that the term of the Development Strategy has not yet passed, the community, together with the DOBRE Program, has started work on the development of a Strategic document that will take into account all the challenges of the martial law and new development goals. The planned term of the document is 2025-2027, with a further extension until 2034.
