Dachne Territorial Community

The Dachne territorial community is located in the Odesa district, Odesa region. The area of the community is 17,357.7 square kilometers. The community includes 8 population centers.
The population is 13,788 people.

History
The Northern Black Sea area used to be a place of exile for many and the front of the struggle of several states which resulted in the land that once arose from the ruins being burned to the ground again and again. The region was particularly affected by several Russo-Turkish wars.
These lands were actually annexed to russia in September 1789, and legally they were transferred in December 1791 as a result of another Russo-Turkish war. It was then that the current villages of the Biliaivka district, including the village of Hnyliakovo, began to be actively settled. There are different versions regarding the name. According to the most common one, the Cossack Hnyliachenko (Hlyniak) was among the settlers and the village was named after him.
After its foundation, Odesa soon began to be mentioned as one of the largest ports and trade centers, which could become the center of transport routes. Therefore, the construction of the railway was quite expected, and one of the stations was in Hnyliakovo.
On January 15, 1863, decisions regarding the construction of the Odessa-Baltic Railway at the expense of treasury funds and the railway charter were approved. The water pump tower built in 1860-1865, which was used to water-fill the first steam locomotives near the station, is still preserved in the village.
With the construction of the railway, the transportation of goods expanded, trade crafts developed, and the village was populated even more actively. The plots of land that belonged to the Odesa City Administration were later bought by rich landowners for the construction of summer cottages – dachas.
It was believed that the boundary between sea and steppe air passed here, which is very useful for health. Pretty soon this place got the name Dachne. 12 dachas were built far from each other and the area between them was overgrown with grass and bushes.
Favorable railway connections attracted more and more new settlers. An extract from the “List of Population Centers of the Kherson Province of 1897” testifies not only to the amount of land owned by one or another family, but also to fights even between relatives for each, even the smallest, piece of land: “The village of Hnyliakovo has 397 farmsteads”.
Economy and Welfare
The total number of taxpayers in the Dachne community is 3,325 (as of June 1, 2024), of which 205 are legal entities.
Agriculture, fishing and forestry are the most developed industries in the community with 28 enterprises working in the field. SELENA is one of the largest enterprises of the community which is among Ukraine’s leading seed companies. It combines several areas of work:
- breeding for the creation of new and promising varieties of plants using modern and innovative approaches of classical breeding;
- primary seed breeding to combine the advantages of the latest scientific achievements with the capabilities of the modern seed industry;
- production and sale (including export and import) of high-quality seeds.
The seed company “Selena” was founded in 2000 by leading Ukrainian scientists of the Odesa School of Breeding of the Breeding and Genetic Institute. The scientists are the authors of well-known varieties of plants that are grown and recognized in many countries of the world.
IVA is one of the community’s largest enterprises engaged in the cultivation of grain (except rice), legume and oilseed crops. Other types of activities include dairy cattle breeding, pig breeding, mixed farming, auxiliary activities in crop production, auxiliary activities in animal breeding, freshwater fish farming (aquaculture), meat production, production of flour-and-cereals industry products, etc.
There are deposits of limestone on the territory of the Dachne community, the production of which is carried out by CEMENT Enterprise focusing on the production of cement.
CEMENT, formerly known as the Odesa Cement Plant, is the largest cement producer in the southern area of Ukraine. Since 2011, it has been part of the CRH industrial group, headquartered in Dublin. The cement production capacity is 550,000 tons per year. CEMARK unites Mykolaivcement, Kamianets-Podilskyi and Odesa cement plants and is part of the CRH Group, the global leading producer of building materials. In 2011, the Kamianets-Podilsky cement plant put into operation a furnace for firing clinker using a modern, more environmentally-friendly, dry method, which is used for cement production at all CEMARK enterprises. This furnace is the largest in Ukraine and one of the largest in Europe.
Also, there is a large number of exhausted quarries that are currently not engaged in any type of activity.
The field of education is actively developing in the Dachne community. There are 4 schools, 2 kindergartens, 9 cultural institutions here.
There are also 3 dispensaries and 1 hospital in the community.
The PALMIRA sports and shooting club is an example of an investment project implemented on the territory of the Dachne Village Council.
All-Ukrainian target shooting competitions are held on the basis of this complex. Thanks to advanced technologies, namely the Multipool bench shooting control system, the club’s equipment can be used to hold international competitions with the display of the shooter’s results anywhere in the world. This is a great advantage that will provide an opportunity to integrate our athletes into world shooting clubs.
Community and War
Unfortunately, as a result of hostilities, 2 infrastructure assets were damaged in the Dachne community.
At the present time, the community cannot restore the mentioned assets with its own funds due to lack of finance.
As a result of the russian armed aggression, the civil structures and utilities systems of the building were destroyed, which necessitated major repairs to ensure the continued operation of the building of Dachne Lyceum No. 2.
Lyceum No. 2 enrolls 622 children and employs 69 workers (teachers and service personnel). In order to ensure a smooth educational process and provide all school-age children with education and workers with jobs, it is necessary to carry out major repairs in the shortest possible time and at a high-quality level.
The purpose of the project is to overhaul the building of Lyceum No. 2 in the village of Dachne of Odesa region, damaged as a result of the russian armed aggression. This facility is designed to ensure the educational process, and the project also takes into account measures for the needs of groups of people with reduced mobility.
The Dachne community was fired upon by cruise missiles and drones. As a result of the shelling, not only social infrastructure assets, but also many households and residential buildings were damaged. 3 residential buildings were completely destroyed. Residents of the community received aid from various charitable foundations and public organizations.
People of the Community
Ruslan Sych has been holding the post of Head of the Village of Dachne since November 2010.
Over the period from 2022, the Odradove Club and the Bolharka House of Culture were overhauled in order to accommodate of internally displaced persons.
To ensure the educational process in the community:
- 2 school buses were purchased.
- 4 modular mobile shelters were built to provide more than 1,200 children with access to contact learning.
- 3 simplest shelters in educational institutions were repaired.
To provide the residents of the Dachne community with utilities, the following items were purchased for the needs of utility enterprises:
- more than 200 garbage cans;
- a garbage truck;
- a vacuum car (assimilator);
- a car for transporting water;
To provide the population of the village of Bolharka with gas supply, works were carried out on the construction of a high-pressure gas pipeline to the village. Currently, works are being carried out on the construction of low-pressure networks in the village of Bolharka.
Street lighting was arranged in the villages of Dachne, Bolharka, Ehorivka, Svitlohirske.
In order to provide high-quality medical services, an X-ray diagnostic complex IMAX 8200 was purchased.
Water supply networks were built and boreholes were drilled with the installation of water towers in the community’s population centers.
During 2023, communally owned roads were overhauled and a significant part of the streets of population centers was asphalted. Main roads that connect population centers of the community were asphalted in order to start a route connection between them.
Material support is being provided to the units of the State Emergency Service of Ukraine in Odesa Region, the State Security Service of Ukraine in Odesa Region. The budget envisages funds transfers to support military units located on the territory of the Dachne Village Council. Monetary compensation is provided for received (purchased) apartments for the military which have numbered 30 since 2022.
Major General of the Armed Forces of Ukraine, head of the Main Directorate for the Development and Support of Maintenance of the Armed Forces of Ukraine, Dmytro Marchenko, who led the defense of the Mykolaiv Region from the first days of the full-scale invasion, presented the badge “For the assistance to the army” to Dachne Village Head Ruslan Sych.
Development Strategy
Strategic documents developed by the community:
- Land inventory of all forms of ownership was carried out.
- A normative monetary assessment of the lands of the Dachne community was carried out
- A comprehensive program on issues of agro-industrial development, food and land relations of the Dachne Village Council for 2023-2028 was approved.
- The urban planning documentation “General plan and zoning plan of the territory of the village of Dachne of the Dachne Village Council” was approved.
- A land management project is being developed to establish the boundaries of the territory of the Dachne Territorial Community of the Odesa District.
The next step will be the development and approval of a comprehensive spatial development plan for the territories of the Dachne Territorial Community.
