Natalyne Territorial Community
The Natalyne rural territorial community of Krasnohrad district, Kharkiv region is located in the eastern part of Ukraine. The total area of the community is 500.35 km2. The Natalyne rural territorial community includes 30 rural population centers.
As of January 1, 2024, population of the community was 9,607 thousand people (not including internally displaced persons). Also 2,238 thousand internally displaced persons live in the community.
History
The history of the village of Natalyne is inextricably linked with the history of the region and goes back centuries. After the defeat of the Swedish invaders near Poltava in 1709, the borders of the Russian state began to move south. To protect them from the attack of the Crimean and Nogai Tatars, who were supported by Sultanate Turkey, the tsarist government created the so-called Ukrainian line – a system of defensive fortifications from the Dnipro to the Siverskyi Donets – in 1731-1742.
The Biliovska fortress was among the sixteen fortresses of the defensive line and laid the foundation for the present town.
The first inhabitants of the town settled under the protection of the Biliovska fortress. Its inhabitants and military settlers were engaged in agriculture, cattle breeding, handicrafts, fishing and trade. In the second half of the 18th century a number of villages appear along the Ukrainian line.
After the liquidation of Zaporizhzhia Sich in 1775, the Azov province was created with the administrative center in the Biliovska fortress.
According to data for the year 1859, 610 people lived in the proprietary village of Natalyne (Shakhivka) of the Kostiantynohrad County of the Poltava Province, there were 76 farmsteads and an Orthodox church. Also, an annual fair was held there.
As of 1900, the village was the center of the Natalyne volost, which consisted of 13 settlements and 23 rural communities. Population was 3,833 people.
Economy and Welfare
The network of agricultural enterprises carrying out their activities on the territory of the community includes about 25 entities. The largest share is taken by the enterprises specializing in plant-growing and animal husbandry.
Cultural services in the community are provided in 21 cultural institutions located in all Starosta-headed districts and the administrative center of the community. There are no damaged or destroyed institutions, but the buildings of cultural institutions are in need of major repairs, which require large financial investments. The issue is currently not settled due to the imbalance between the amount of financial investments required from the local budget and the number of people that will be covered by the cultural institution.
Secondary medical services are provided to residents in the Krasnohrad District Hospital located in the town of Krasnohrad, Krasnohrad Territorial Community, at a distance of 5 km.
Educational services to the population of the community are provided by preschool and general secondary education institutions that fully meet the population’s need for educational services. There are no damaged or destroyed educational institutions. There are 8 institutions of general secondary education and 6 preschool units in the community.
Community and War
Educational initiatives of the United Nations Children’s Fund (UNICEF) are implemented in the community.
In 2023-2024, humanitarian aid was received in the form of food kits and hygiene kits from Germany and France.
The situation regarding the search for partners has not changed compared to the pre-war period. Active partnership relations have not been established, the search for partners for the implementation of socially important projects continues, at the same time, international and other partners prioritize communities that were affected by the russian invasion.
The Natalyne community signed:

– Memorandum on cooperation with the Charitable Foundation “The Right to Protection”
– Memorandum on cooperation with the Zaporizhzhia Charitable Foundation “Unity for the Future”
People of the Community
Volodymyr Ptyshnyk is the Head of the Natalyne Rural Military Administration.
As part of the signed memorandum on cooperation in the field of fire protection between the Private Agricultural Leasing Enterprise “Promin” and the Natalyne Village Council, a fire engine was handed over for use by the voluntary fire brigade of Promin to provide fire protection.
New equipment was provided for the Natalyne community by Ukrgazvydobuvannia to build infrastructure and improve the comfort of life for the residents of the Natalynsk community.
On July 1, the Natalyne community of Krasnohrad district, Kharkiv region hosted an open-air concert dedicated to the Constitution Day of Ukraine performed by Brass Ukraine – a brass quintet of the National Philharmonic of Ukraine. The event took place within the framework of the project of the Ministry of Culture and Information Policy of Ukraine – Ukrainian ART HUB “ARTISTIC FORTRESS”
The community also celebrated Youth Day. On August 11, 2024, at various locations of Natalyne’s central park, specialists of the “Krasnohrad Youth Center” prepared a series of activities for young residents of the community: a youth quest, various exercises and competitions, a game of “Mafia”, a game flash mob with fiery dances and Holi colors.
Development Strategy
The priority areas for attracting investors and establishing partnerships are:
- Ensuring the safety of community residents. On the territory of the Natalyne rural territorial community there is not a single bomb shelter or even the simplest shelter that can function;
- Creation of conditions for the residence of internally displaced persons on the territory of the community. The housing situation is extremely tense. The number of internally displaced persons is 2,302, while the population of the community is 9,655.
In order to solve the problem of providing housing for internally displaced persons and the absence of a bomb shelter on the territory of the community, the involvement of investors and cooperation with partners are extremely necessary for the support of the community and the development of cultural cooperation.
