Liubech Territorial Community
The Liubech community is located in the northern part of the Chernihiv region. The community is located directly on the Dnipro River near the border with the Republic of Belarus.
The first elections were held on October 29, 2017. Currently, the Liubech settlement council includes 48 population centers, which are united into 8 Starosta-headed districts with the center in the settlement of Liubech.

History
The community is a well-known historical and cultural center with high tourism potential.
Liubech is a treasure trove of archaeological and architectural monuments. The Historical and Archaeological Museum Complex of the Chernihiv Regional Council “Ancient Liubech” operates here.
In the 9th-10th century, Liubech had an important economic and political significance among the ancient towns of Rus. Its early development is associated with a favorable geographical location.
Written sources of the 10th century called Liubech among the main towns of Rus, which traded with Byzantium and which, on a par with such important cities as Kyiv, Chernihiv, and Pereyaslav, received contributions from the Greeks.
Liubech was an outpost of Kyiv in the north, so major battles took place here during princely feuds.
A mountain in the center of Liubech got its name thanks to the castle (fortress) built, according to historians, in the 11th century by Prince Volodymyr Monomakh of Chernihiv. It was here that the famous congress of princes took place in 1097, which put an end to the civil strife.
The people of Liubech are perhaps most proud of the fact that Saint Anthony, the founder of monasticism in Kyivan Rus, was born in their town in 983. It was he who brought medical knowledge, medicines, medical literature to Kyiv, and organized the first medical aid. In 1013, Anthony settled in Kyiv on Berestova Hill and founded a monastery – the Kyiv-Pechersk Lavra. The Nearby and Distant Caves of St. Anthony have been preserved in Liubech.
Economy and Welfare
The community is of rural character. The main types of economic activity are agriculture, hunting, forestry and fishing. There are local private trade and service enterprises. The community residents also work in the regional center of Chernihiv and abroad. Self-employment of the population prevails here.
The residents mainly work in agriculture, manufacturing industry, the service sector, business, local authorities, and state-financed facilities and institutions.
The community has a network of social infrastructure institutions: 2 schools, 7 clubs, 8 libraries, 1 museum, 1 art school, and 1 cultural center.
Health care facilities include the Liubech outpatient clinic of general practice of family medicine and an ambulance.
In 2019 the communal enterprise “Social Services Center of the Liubech Settlement Council” was established, which provides social services.
There are two utility companies: “Liubech Services” and “Liubetske”.
Since 2023, the Administrative Services Center has been operating in the Liubech Settlement Council.
There is no heating network on the territory of the community – due to the large forest areas, firewood is a popular type of local fuel.
Street lighting is available in all population centers – new modern energy-saving equipment has been installed.
At the beginning of 2020, the Local Economic Development Plan was approved in the framework of cooperation with the World Bank, and the Liubech community became a valid member of The Mayors for Economic Growth (M4EG) Facility, a joint European initiative.
The economic potential is mainly associated with the availability of vacant land plots, property complexes and assets that can be used for construction and creation of new economic facilities and with the prioritizing of consideration of applications for their use for business development.
The Liubech community is the only community that implemented the project “Creation of a modern community database and resource management system of the Liubech community” with funds from the state subvention for the development of the infrastructure of the Liubech community.
In Liubech there is a branch of the 6th state fire-rescue unit of the State Emergency Service of Ukraine in Chernihiv region.
Community and War
The Liubech community has always stood out among others due to its peculiar geographical location and distance from the main highways of the Chernihiv Region. On the one hand, it is a bordering community, and on the other, it extends to the internal communities of the region, which made it less accessible for large traffic. As soon as after February 24, this factor became an advantage, since the Russian troops only passed through the outskirts of the community, without causing direct damage, destruction or losses among the population.
During the partial occupation, there were interruptions in the supply of the most necessary things, including communication, which was fully restored as soon as in April.
The community managed to establish a volunteer center and ensure the supply of humanitarian aid both at the initiative of volunteers and from the state.
Among the main activities of the volunteer center is the production of trench candles, which help maintain heat in cold trenches and also become a source of light for soldiers. The workshop also weaves camouflage nets and ghillie suits, which become reliable protection for soldiers in positions, helping them to remain unnoticed by the enemy.
Culinary support is no less important: they make sublimated borscht, soups and other dishes that are easy to store and can be cooked quickly. This allows soldiers to provide themselves with a hot, nutritious lunch even in field conditions. The center also makes sweet energy mixes from honey and nuts — natural sources of energy that quickly restore strength.
People of the Community
Liubech Settlement Head, Valerii Kostyliov, became the second settlement head since the foundation of the community. He was elected to the post in 2020 and is currently performing his duties.
In June of the same year, the Liubech community became a partner of the USAID DOBRE Program.
Donation of blood in the Liubech Settlement Council – specialists from the Chernihiv Regional Blood Center were brought to the community. Since the beginning of the full-scale russian invasion of Ukraine, the community has been organizing such events. It either provides transport for the trip of those wishing to donate blood components directly to the blood transfusion center in Chernihiv or organizes the process in the community.
Development Strategy
The development strategy of the Liubech community for 2021-2027 was approved on October 6, 2021. The strategy of the Liubech community is based on four areas of development that complement each other:
- Economic,
- Utilities and the environment,
- Social,
- Public management, spatial management and partnership.
Providing of public amenities to the community’s population centers is one of the tasks that the Settlement Council is working on, because the level of comfort of the residents depends on it. To maintain cleanliness and meet the needs of citizens, the Settlement Council purchased new modern specialized equipment: a garbage truck, a forklift and more than 50 garbage containers.
