Lozno-Oleksandrivka Territorial Community
The Lozno-Oleksandrivka territorial community is located in the Svatove district of the Luhansk region.
The total area of the territory is 540 km2.
The population of the community is 4,184 people.
Women: 2,285.
Men: 1,899.
It includes 25 population centers and has its administrative center in the urban-type settlement of Lozno-Oleksandrivka.

History
The Lozno-Oleksandrivka community has a rich historical heritage spanning millennia. The oldest traces of human activity date back to the Paleolithic, when hunter-gatherer camps existed here over 35,000 years ago.
Archaeological finds on the hill and a 1,500 m² fishing and hunting camp confirm the strategic importance of this area. In the Bronze Age, nomadic mounds appeared here, adding new layers to the history of the area.
In the 17th century, the first settlements of the Cossack era, in particular Pysarska Sloboda, appeared here. Later, agriculture began to develop in the area, and cattle breeding started. However, plague and typhus seriously affected the population.
After the revolution of 1917, communes and collective farms were established in the settlement. Collectivization in the 1930s was accompanied by repressions and the Holodomor, during which hundreds of residents died.
After World War II, most veterans received state awards for heroism, and the settlement began to actively recover.
In the post-war period, Lozno-Oleksandrivka became an administrative and economic center. In 1964, the settlement received the status of an urban-type settlement. The community had powerful collective farms that ensured the development of agriculture.
Today, the Lozno-Oleksandrivka community is occupied by russian troops. Part of the infrastructure has collapsed and many residents have been forced to leave their homes. However, even in these conditions, the community strives to preserve its traditions and restore life. Local residents support the Armed Forces of Ukraine and are actively involved in volunteer activities. Despite the challenges, the community maintains faith in the future and strives for the revival of their native land, hoping for victory and peace.
Economy and Welfare
The economy of the Lozno-Oleksandrivka settlement territorial community before the temporary occupation was based mainly on the agricultural sector and entrepreneurship. The main component of the economy was agriculture, which specialized in growing grain crops, such as winter and spring wheat, spring barley, corn, as well as industrial crops, in particular sunflower. In animal husbandry, milk and meat production predominated.
By 2022, 20 farms were operating in the community. The key budget-generating enterprises included “Agrofirma Pryvillia”, which sold apples, pears, nuts, honey, cucumbers, sausages, and dairy products of its own production.
The enterprise “Agroton” was engaged in the cultivation of agricultural crops and was Ukraine’s leader in sunflower production. The area of crops was approximately 48,000 hectares.
Also located on the territory of the community was a branch of the Solidarne Elevator, which was built in 1976. The total storage capacity is 112.6 thousand tons.
Small businesses also played an important role in the development of the community. Before the temporary occupation, there were 77 business entities operating, which provided job creation and generated about 10% of their own revenues to the local budget. This contributed to solving socio-economic problems and developing the community’s infrastructure.
The resumption of the operations of business entities and economic activity of the community is possible only after de-occupation. The Lozno-Oleksandrivka community has significant potential for further development after the return of control over the territory.
Community and War
The Lozno-Oleksandrivka community has been on the front lines since the very beginning of russia’s full-scale invasion of Ukraine. Thanks to the prompt actions of the community leadership, on February 24, 2022, the evacuation of residents by school buses to the Lysychansk, Rubizhne, and Svatove railway stations was organized, from where it was possible to leave for safe regions of Ukraine.
Despite the difficult circumstances, the leadership team remained in place, continuing to ensure the livelihood of the community and urging people to take care of their safety.
The Lozno-Oleksandrivka community has been temporarily occupied since March 2022. Some residents stayed in the occupied territory, while others left for the regions controlled by Ukraine or abroad.
To support internally displaced persons from the Luhansk region, the Coordination Center of the Lozno-Oleksandrivka Community was opened in the town of Irpin, Kyiv region, on June 5, 2023. The Center ensures assistance to IDPs by providing humanitarian support, consultations with doctors and psychologists, and organizing various social and educational events.
The center also provides free consultations with a family doctor, child specialists, and psychologists who conduct training to reduce stress and stabilize emotional state.
This place became an important center of support and adaptation, helping displaced people integrate into new living conditions and maintain ties with their home community.
Community People
Yevhen Svitlychnyi is the head of the Lozno-Oleksandrivka community and now the settlement military administration.
Before the full-scale invasion, he actively worked on the development of the community, contributing to the improvement of its infrastructure, social and economic conditions. Now Yevhen Svitlychnyi is working on attracting partners and helping residents who were forced to leave their homes.
Before the start of the full-scale war, the community actively held cultural events that were an important part of its life. A special place was occupied by the celebration of Masliana with fairs, folk festivals, and concerts.
Agricultural Workers’ Day highlighted the role of farmers in community life, and school events and holidays created an atmosphere of unity among children, teachers, and parents. Community Day was a key holiday that united residents, and mass festivities supported local traditions, promoted cultural development, and strengthened social ties.
After the occupation, the community did not lose its proactive attitude. A humanitarian hub was opened in the town of Irpin, which became a center for supporting and developing the creative and physical abilities of residents.
The coordination center hosts workshops on needlework, dance classes for children and adults, and fitness groups. Such activities promote creativity and physical activity, creating an atmosphere of unity among the participants.
Development Strategy
In 2021, the Lozno-Oleksandrivka settlement territorial community approved the Development Strategy until 2027. The main goal of this document is to ensure a high level of quality of life for community residents, creating conditions for sustainable development that take into account the principles of gender equality.
Despite the temporary occupation, community residents and the leadership team are working towards victory and are developing a plan to restore the community.
Economic development is one of the key areas of the strategy. The community plans to maximize its internal potential, in particular by attracting investment, supporting small and medium-sized businesses, and developing the area’s tourist appeal.
The focus is also on the development of modern and accessible infrastructure. Priorities include the restoration and modernization of communal institutions and facilities, ensuring the safety of residents in each population center, and creating spaces for leisure based on a gender-sensitive and inclusive approach.
A separate area is the formation and development of human potential. Within the framework of this work, the community strives to ensure access to quality educational, cultural and sports services, as well as to social support and primary health care.
Another important aspect is the creation of a cohesive and active community. For this end, it is planned to implement effective gender-oriented management and actively involve residents in self-government processes. It is also envisaged to create conditions for constructive cooperation between the community and the authorities.
This strategy is aimed at ensuring that the Lozno-Oleksandrivka community develops harmoniously, using its potential, ensuring stability and improving the quality of life of each resident.
