Pryiutivka Territorial Community

Pryiutivka community is located in the central part of Kirovohrad Oblast, covering an area of 520.7 km². It consists of an administrative center—the settlement of Pryiutivka—and 24 villages.
As of February 1, 2025, the population is 11,116 residents:

History
In 2017, Pryiutivka Territorial Community was established as part of the decentralization and administrative-territorial reform. In 2020, five village councils (16 villages) joined the community, while two village councils were separated. Today, the community comprises 25 settlements: the settlement of Pryiutivka and 24 villages.
Pryiutivka belongs to Oleksandriia District, which includes nine territorial communities.
Geographical Location
Pryiutivka is centrally located in Ukraine, approximately midway between the cities of Cherkasy and Dnipro. It has road connections linking it to nearby and distant regions, as well as a key railway junction—Korystivka station. Railway lines extend from Korystivka to Znamianka (38 km), Burty (40 km), and Piatykhatky (74 km). The international M30 highway also runs through the community.
The community benefits from its proximity to Oleksandriia, the second-largest city in the oblast and a major industrial center. This facilitates access to markets, investment opportunities, and a skilled workforce. With Ukraine’s prospective EU membership, the community will gain additional export opportunities and increased investment attractiveness.

Economy and Well-being
The community has deposits of brown coal, sand, and clay.
The economic base primarily consists of agricultural enterprises. There are 98 registered entrepreneurs and 2,864 personal household farms. The main employers in the community are agricultural enterprises engaged in the cultivation and processing of raw materials.
Major enterprises:
Agrodar LTD: A regional leader in agricultural production, operating in Kirovohrad and Cherkasy oblasts, with a land bank of 16,200 hectares. The company has its own grain storage facilities and is developing livestock farming.

AgroVista: A major agricultural corporation specializing in grain and oilseed production, livestock farming, grain trading, and sugar production. Its land bank covers 75,000 hectares. The corporation owns Oleksandriia Sugar Plant, which processes about 320,000 tons of sugar beets annually and employs around 600 workers during peak season.

Agrosvit: Established in 2002, this agrochemical complex includes 7,000 m² of warehouse space and a customs-licensed warehouse, simplifying import/export operations.

Tourist Attractions
Pryiutivka Park: A European-style park on the banks of the Inhulets River, featuring walking paths, benches, lighting, and recreational spaces, including piers and a beach area.


Morozivskyi Coal Mine: An abandoned brown coal mining site near Novoselivka village, now a destination for extreme industrial tourism.

The Community and the War
Since the full-scale Russian invasion of Ukraine on February 24, 2022, Pryiutivka community has sheltered over 2,500 people from conflict zones. Currently, around 1,200 IDPs remain in the community.

Temporary Housing Facility: Opened in September 2023, this facility accommodates 15 people, with 8 currently residing there.

“Svitanok” Small Group Home: A municipal institution for orphaned children relocated from Lysychansk.


Community People
The head of the community is Andriy Kolomiiets.

He headed the newly established Pryiutivka community in 2018 and has been serving ever since. With significant experience in government agencies, he is a leader who initiates best practices in the work and life of the community.
The community, which was developing and making grand plans before the war, faced many challenges but is now successfully overcoming them with the help of dedicated residents, entrepreneurs, municipal employees, public organizations, volunteers, and both Ukrainian and international foundations.
Cooperation with International Foundations and Completed Projects
Hybrid Solar Power Plant: Launched in 2024 to ensure uninterrupted operation of water supply, schools, and government buildings. The first phase, with 30 kW solar panels and 150 kWh batteries, was implemented at a cost of €92,000 with support from Energy Act for Ukraine.

Pedestrian Bridge: Connecting Pryiutivka and Voinivka across the Inhulets River, with a length of 165.5 meters, completed in 2024 for €900,000 with funding from Ukreximbank.


Ford Garbage Truck: Acquired in 2023 for €150,000 to improve waste management.

ARMATRAC Tractors: Purchased for €80,000 with support from Global Communities and USAID DOBRE.


Youth Center “Puzzle”: Established in 2024 as a community facility for informal education, creative activities, and social media content creation (€15,000, funded by USAID DOBRE).

Project “Educational Environment Safety Specialist”
On February 16, 2022, the Pryiutivka Settlement Council signed a memorandum of cooperation and partnership with the Main Directorate of the National Police of Ukraine in the Kirovohrad region, the Main Directorate of the State Emergency Service of Ukraine in the Kirovohrad region, the Pryiutivka Territorial Community, and the Department of Education and Science of the Kirovohrad Regional State Administration.
The goal of this experimental project is to ensure safety in the educational environment, including prevention, early detection, response, and elimination of potential negative phenomena by introducing and organizing the work of an Educational Environment Safety Specialist.
An employee of the settlement council, assigned the duties of the “Educational Environment Safety Specialist,” underwent training at the Kyiv National Academy of Internal Affairs, received certification, and carried out their activities in accordance with a Cabinet of Ministers resolution. To this day, the specialist continues their work under the terms of the memorandum.

“Safety Classes”
The Pryiutivka Settlement Council has joined the educational safety project “Safety Classes,” and since 2023, such a class has been operating at the Tsukrozavodskyi Lyceum of the Pryiutivka Settlement Council. This classroom includes both a shelter and a learning space for students during air raid alerts.
A Safety Classroom is a designated educational space that serves as a training and methodological center for promoting knowledge among students, trainees, and staff on fire safety, technological safety, and civil protection.
The main objectives of the Safety Classroom are:
- Educating students, trainees, and staff on fire safety, technological safety, and civil protection.
- Promoting safe working and learning conditions in both normal operations and emergency situations.
- Sharing best practices in fire prevention, accident prevention, and emergency response.
The Safety Classroom is supported by various stakeholders, including the National Police of Ukraine, the State Emergency Service of Ukraine, employees of the Pryiutivka Settlement Council, public organizations specializing in security and social work, representatives of educational and methodological centers, the Ukrainian Red Cross, and the Oleksandriia City Hospital.

Community Development Strategy
The 2019–2023 Development Strategy was implemented, and work on a new 2025–2027 strategy has begun, focusing on infrastructure, tourism, environmental improvements, investment expansion, and economic growth.
A delegation from Pryiutivka attended a training seminar under the Decentralization Offering Better Results and Efficiency 2 (DOBRE 2) program in Krakow.

Community Security
Community Police Officers: Three officers have been maintaining public safety since 2019.

Local Fire Department: Operational since 2019, with an 11-member team responding to various fire incidents.

Development of the Lignite Industry
We have significant potential in lignite mining. The region is home to large deposits containing over 40 million tons of mineral resources. During the industry’s peak development, up to 10 million tons of coal were extracted annually, enabling the production of 3–3.5 million tons of fuel briquettes.

Comprehensive Training Program for Machinery Operators
A specialized training center for machinery operators is planned to be established at the vocational agricultural lyceum. The project includes the construction of hangars and the supply of modern agricultural machinery to provide hands-on training in operating and maintaining the latest equipment.

Eco-Town Project
We offer a unique investment opportunity on the picturesque shores of the Voinivske Reservoir. This 14-hectare area, designated for recreational use, is an ideal location for developing an eco-friendly cottage residential complex.

Advanced Processing of Agricultural Products
In recent years, the area dedicated to orchards, berry farming, and vegetable cultivation has increased by 40%, creating a demand for storage and processing facilities. The development of processing for key crops such as corn, sunflower, and wheat is also a priority. Additionally, we aim to expand poultry and livestock farming by establishing conditions for breeding, product processing, and increasing production capacity.

Alternative Enery
We are ready to provide land plots for the installation of solar, wind, and hydroelectric power stations.

Solid Waste Landfill Project
The construction of a modern landfill for sorting solid household waste will promote the community’s environmental development, reduce pollution, and enable efficient resource recycling.
