The Olshanske Territorial Community is located in Mykolaiv Raion, Mykolaiv Oblast, Ukraine. The community comprises 13 settlements.
Total population: 8,148 people, including:
Men: 3,878
Women: 4,270
Children: 1528

Internally displaced persons (IDPs): 1,810

History

The community was established on 25 August 2016 through the merger of the Olshanske Town Council and the Trykhaty Village Council in Mykolaiv Raion. In 2020, the Shostakove, Kovalivka, and Yasna Poliana village councils joined the community.

The settlements within the community preserve examples of traditional Ukrainian architecture, reflecting the region’s historical development.

The Andriivka forest area, an important ecosystem and recreational spot for locals and tourists, is located within the community. It creates a favorable microclimate, provides clean air, and is home to diverse flora and fauna.

The Southern Buh River, one of Ukraine’s largest and most scenic rivers, flows through the community. It plays a vital role in community life, providing water resources, creating picturesque landscapes, and offering opportunities for fishing, recreation, and ecotourism.

Economy and Welfare

The community is home to “YUGCement,” a branch of “Dyckerhoff Cement Ukraine,” the largest cement factory in southern Ukraine, with a designed capacity of over 1.25 million tonnes of cement per year. The factory plays a significant role in the local economy, providing jobs and contributing substantially to the community’s budget.

Farming enterprises are a key component of the community’s economy, specializing in agricultural production. Main activities include growing grain and vegetable crops and livestock breeding. Local farmers ensure regional food security and actively cooperate with processing enterprises.

In addition to large enterprises, the community supports small and medium-sized businesses in trade, services, transport, and construction.

The Community and the War

The Olshanske Territorial Community has not experienced significant destruction or occupation. Since the onset of the full-scale invasion, residents have united, forming humanitarian hubs to assist the military and support internally displaced persons. A voluntary formation of the Olshanske community was established, with members not only maintaining public order but also engaging in volunteer activities and aiding those in difficult circumstances.

The community is led by Tetiana Shcherbyna, who actively promotes sports and culture. Children’s initiatives are supported, and a youth space has been established.

Development Strategy

The Olshanske Territorial Community is actively working on defining its strategic development priorities. In 2021, the development of the Community Development Strategy until 2030 began, addressing economic, social, and infrastructural aspects.

Implemented Projects and Prospective Development Areas:

1. Modernization of Housing and Communal Services

  • Implementing energy-efficient solutions to reduce utility costs.
  • Reconstructing and modernizing water supply and sewage systems.
  • Improving road conditions and street lighting in community settlements.

2. Education and Youth Development

  • Upgrading the material and technical base of schools to create comfortable learning conditions.
  • Expanding extracurricular education through new clubs, sports sections, and creative studios.
  • Enhancing teacher qualifications to improve the quality of education.

3. Entrepreneurship and Economic Development

  • Supporting small and medium-sized businesses and creating favourable conditions for investments.
  • Advancing the agricultural sector through modern technologies.
  • Collaborating with enterprises, including “YUGCement,” to increase employment levels.

4. Fostering Community Initiatives

  • Supporting civic organizations, youth movements, and community councils.
  • Organizing forums, training sessions, and events to engage residents in community governance.
  • Promoting volunteer initiatives and environmental projects.
