Tiahynka Municipality is seeking reliable European partners for the joint implementation of projects involving the comprehensive restoration of infrastructure, civil defence, demining, and the development of green energy. On its part, the municipality is ready to share unique experience in crisis management within a frontline zone, successful practices for supporting population resilience during wartime, and a rich historical and cultural heritage.

People of the community

Before the full-scale invasion, Tiahynka Municipality was large and promising, numbering almost 9,800 residents. Today, because most settlements are located in close proximity to the Dnipro River and suffer daily from brutal artillery and air strikes, about 560 of the most resilient people remain in the municipality. This is less than 10% of the pre-war population.
The main value of the Tiahynka Municipality is its people. Every step towards international partners, every grant project for reconstruction, humanitarian demining, purchase of medical equipment, or construction of shelters has a single ultimate goal: to create safe conditions. The municipality is fighting so that after victory, thousands of residents whom the war forced to leave their homes can safely return. The municipality is working on rebuilding the community for the people and for the sake of the people.
Traditionally, Tiahynka village celebrated its “Birthday” on 24 August, combining it with the Independence Day of Ukraine. The main cultural events took place in the local House of Culture. An integral part of the holiday were authentic exhibitions of ancient and modern Ukrainian embroidery (vyshyvankas), which were carefully preserved in the families of local residents.
The municipality actively developed tourism around a unique archaeological site of the 14th–15th centuries — Tiahyn Fortress, which is a symbol of the historical heritage of Ukraine and Lithuania. To interest people in history, exciting reenactment festivals were organised at the fortress. One of the most vivid events was the theatrical procession of the Lithuanian Prince Vytautas with his subjects — featuring Major Donatas Mazurkevicius of the Lithuanian Armed Forces, who performs the role of Grand Duke Vytautas in his country during holidays. This heritage has united people so much that Tiahyn Fortress became the main symbol on the municipality’s new coat of arms.
Since June 2023, the Tiahynka Rural Military Administration has been headed by Mykola Yatsenko — a young and energetic leader who took responsibility for managing a frontline territory that survived 10 months of occupation. His leadership in extremely difficult conditions has been recognised at the highest state level. In November 2024, for courage and selflessness in protecting the territorial integrity of Ukraine, as well as for ensuring the life of the municipality under constant shelling, the President of Ukraine awarded Mykola Yatsenko the Order of Merit, 3rd Class.
Despite the significant destruction of infrastructure, under his leadership, the municipality is working tirelessly on reconstruction. Today, main efforts are directed towards establishing interaction with international partners, attracting grants, improving the quality of service provision, and protecting our residents.
The municipality leadership has a clear vector towards European integration. Currently, the international cooperation work plan for 2026 is being actively implemented.

The community and the war

Tiahynka Municipality was under Russian occupation from the first day of the full-scale invasion — 24 February 2022.
The liberation of the municipality took place on 11 November 2022 during the successful counter-offensive of the Armed Forces of Ukraine and the deoccupation of the right bank of Kherson Oblast (including the entire Beryslav Raion).
Tiahynka Municipality survived 10 months of difficult Russian occupation in 2022. Today, it is a frontline territory. Since most settlements are located directly along the Dnipro River, the municipality suffers daily from brutal artillery, mortar, and air strikes, as well as drone attacks by Russian troops.
The war has caused colossal damage to civil infrastructure. On the territory of the municipality, all educational institutions, medical, and municipal infrastructure have been completely destroyed. The housing stock has suffered significant damage — the coastal villages of our municipality are almost completely destroyed and are currently uninhabitable due to the mining of the territories.
Humanitarian demining remains one of the most acute challenges. Thanks to the work of sappers, more than 20,000 hectares of territory requiring demining and land reclamation have already been inspected in the municipality. However, due to constant shelling, there remains an extremely high risk of re-contamination of land with explosive objects, which blocks the full recovery of the agricultural sector.
Despite the daily danger, the municipality continues to function, working on building civil defence; critical social and administrative services are provided to the remaining residents, and teachers continue to educate children in a remote format.

Priorities

Civil defence

Civil defence. A basic priority is population preparation, evacuation planning, the equipment of shelters, and support for rescue services. Since the municipality’s territory is under constant shelling, projects are being developed (specifically through the DREAM system) for the construction of reliable shelters to protect residents.

Culture

Culture. It is important for the municipality to preserve and popularise its cultural heritage. Tiahyn Fortress, an archaeological monument of the 14th–15th centuries, is located on its territory and serves as a symbol of the shared historical heritage of Ukraine and Lithuania. Through the project “Tiahyn Fortress – Outpost of European History of the Ukrainian South” and the creation of a virtual museum, the municipality integrates history into the European space.

Education

High-quality and inclusive education. The war has dealt a devastating blow to the educational infrastructure — 100% of educational institutions in the municipality are completely destroyed. Despite this, 80 teachers continue to educate children remotely. The priority is to attract partners to provide students and teachers with the necessary equipment, create safe educational spaces (including underground schools and reliable shelters), and prepare for the comprehensive reconstruction of modern, inclusive educational institutions after victory.

Healthcare services

Healthcare services. The municipality is working on improving the quality of healthcare, rehabilitation, and social services. It provides financial assistance for the treatment and rehabilitation of wounded civilians and military personnel, and supports the families of defenders who are in captivity or missing in action.

Sustainable rural development

Sustainable rural development. The goal is village development, support for farming, and basic services. Tiahynka Municipality has significant agricultural potential: out of 42,272 hectares of total area, 33,766.39 hectares are agricultural land. 20,930 hectares of land have already been inspected for explosive objects; however, due to hostilities, the risk of re-contamination persists. The municipality supports farmers with tax relief and attracts state and international aid (for example, the “Victory Harvest” programme and the provision of grain storage sleeves).

History

Cossack Glory and European Heritage.
The main tourist magnet is the archaeological site of the 14th–15th centuries, Tiahyn Fortress (a symbol of the shared history of Ukraine and Lithuania). In total, there are 10 prominent historical sites in the municipality. Since it was here in 1492 that the event considered the first mention of Zaporozhian Cossacks took place, a Memorial Sign in honour of the 500th anniversary of Ukrainian Cossacks and a monument to Hetman Bohdan Khmelnytsky have been installed in Tiahynka village. Ancient history is also embodied by the ancient Polovtsian “Stone Baba”. To popularise this heritage, the municipality organises large-scale reenactments (e.g., the theatrical procession of Prince Vytautas with real military personnel from Lithuania in knightly armour), and has now created a virtual 3D museum of the fortress.
Tiahynka Municipality has enormous tourist and recreational potential, which will certainly be revived after victory. Before the war, infrastructure for recreation and sports was actively developing, including the popular “Kozak” campsite and the large “Olimp” sports base. Furthermore, the well-known tourist route “Kazykermenskyi Shliakh” passes through the picturesque villages (Tiahynka, Burhunka, Odradokamianka), uniting key historical locations and revealing the beauty of southern nature.
The municipality treats the difficult pages of history with care. In Tiahynka stands a Monument to the Victims of the Holodomor of 1932–1933. Additionally, there are 5 military burials from World War II on the territory, including Brotherly Graves of soldiers (in the villages of Lvove, Tavriiske, Tiahynka) and a Brotherly Grave of victims of Nazism (Lvove village).
Cinematic History of the Municipality: The municipality has experience participating in major national cultural projects. In 2017, Tiahynka village became the main filming location for the famous Ukrainian military detective film “Call Sign Banderas” (released in 2018). The directors chose this territory for its unique landscapes, which allowed them to recreate events in eastern Ukraine. The House of Culture served as the base for the film crew, and local residents actively participated in the filming as extras. Specifically for the film, the community even restored and painted the old iron bridge, which is a local landmark. This experience proves that Tiahynka Municipality is open, hospitable, and capable of hosting projects of a national scale.

Economy and Welfare

Tiahynka Rural Territorial Municipality is located in the centre of Kherson Oblast (steppe zone of the East European Plain); the southern border of the municipality is washed by the waters of the Dnipro River.

Historically, the Kherson region is a glorious agrarian region with fertile lands and hardworking people, and Tiahynka Municipality is no exception. Before the full-scale invasion, the economy rested firmly on a powerful agricultural sector: out of nearly 42,000 hectares of total area, over 35,000 hectares were fertile agricultural land. The “Prohres” agro-firm — one of the leading meat product manufacturers in Beryslav Raion — operated on the territory. The enterprise had a full production cycle: from livestock rearing to its own production lines and sausage workshop.
The south of Ukraine has the best solar irradiation figures; therefore, the municipality has always been open to innovation. Realising the European vector of green energy, the municipality successfully launched a powerful solar power plant (“Asteria” SPP) with a capacity of 6.4 MW. Even today, despite the war, the municipality sees great potential in this industry and is interested in developing businesses for the installation of new solar power plants to ensure local energy independence.
Today, due to the proximity to the front line and total mining during the occupation, this economic potential has suffered a devastating blow. Thanks to the titanic work of sappers, over 20,000 hectares have already been inspected, yet the risk remains critical. Currently, only about 10,000 hectares are being cultivated in relatively safe zones. To save local business from bankruptcy, the military administration has 100% exempted farmers from land tax and is actively attracting international aid (seeds, fertilisers, storage sleeves under the “Victory Harvest” programme).
Despite all the challenges caused by the aggressor, the leadership of the military administration, the village council staff, and local residents do not lose hope for the revival of the region. The municipality is finding new ways to ensure food and economic stability. Thus, with the support of the “Ranok Vidrodzhennia” Charity Foundation, which provided the necessary materials, active citizens personally installed 40 greenhouses in the municipality. This is an extremely successful step towards supporting the recovery and development of the community even in wartime conditions.
