Yuzhnoukrainsk Territorial Community
The Yuzhnoukrainsk Urban Territorial Community is located in the south of Ukraine in the Voznesensk District of the Mykolaiv Region on the banks of the Southern Bug River.
The area of the community is 160.4 km2.
Total land: 2,437.9 ha.
Agricultural land: 136.9903 ha.
The population of the Yuzhnoukrainsk Urban Territorial Community is 41,625 people.
Men: able-bodied – 14,288 persons, disabled – 2,362 persons.
Women: able-bodied – 15,856 persons, disabled – 3,663 persons.
Children – 9,119 persons.
Pensioners – 11,884 persons.
Internally displaced persons – 4,040 (since 2014)
The average age of the population is 44 years.
The community includes five settlements.
History
The community was formed in late 2020, but the centre of the community, the town of Yuzhnoukrainsk, dates back to the spring of 1975, when it was called Kostiantynivka-2, when the construction of a future residential village for builders and operators of the South Ukrainian NPP began on the outskirts of the village of Kostiantynivka. The future town was built solidly and with love – they built it for themselves. Kostiantynivka-2 officially received the status of a town and the name of Yuzhnoukrainsk on 02 April 1987 following the Decree of the Presidium of the Verkhovna Rada of the Ukrainian SSR.
The Yuzhnoukrainsk Urban Territorial Community is located in the territory of the “Granite-Steppe Bug Area” landscape park, where the Southern Bug River carries its rapid waters into the Black Sea. The river is undoubtedly one of the most powerful places of strength in Ukraine, and also has a colossal recreational and tourist potential, as well as a legendary Cossack history. The area of the regional landscape park is more than 5,000 hectares. It is there that one of the best natural water sports courses in Europe is located.
The Gard tract is also located not far from Yuzhnoukrainsk. It was once the capital of the Bugogard palanka of the famous Zaporizhia Sich, where the fortifications of the Cossacks have survived to this day.
The community is known not only for its ancient and Cossack history. During the Second World War of 1939-45, events took place in this area that played an important role in the liberation of the Mykolaiv Region and the whole of Ukraine from the fascist invaders. These heroic pages of history are engraved in people’s memory, sung and immortalized in granite by Yuzhnoukrainsk artists.
Economy and Welfare
The industrial sector is actively developing in the territory of the Yuzhnoukrainsk Community. The Yuzhnoukrainsk Energy Complex is located in the community.
In terms of production volumes, the Yuzhnoukrainsk Energy Complex meets the electricity needs of the region with a population of over 5 million people.
2,054 entrepreneurs and enterprises are registered in the community.
350 trade enterprises, 50 restaurants / cafes, 200 hairdressers / tailors, etc., 4 markets provide their services there.
Industrial enterprises mainly operate in the following sectors: processing industry, construction, electricity, water supply.
The agricultural sector is dominated by the cultivation of grain crops: wheat, barley, sunflower.
Greenhouses growing tomatoes, cucumbers and cabbage operate in the territory of the community.
A road map has been created for entrepreneurs, which includes a list of services provided to them.
A significant part of the funds from the budget is allocated for the development of education. The community runs 7 general educational institutions, 7 preschool educational institutions, an inclusive resource centre, a children’s and youth creativity centre, a station of young technicians, a Yuzhnoukrainsk interschool resource centre, and Yuzhnoukrainsk Vocational Lyceum state educational institution.
Culture is also being actively developed in the Yuzhnoukrainsk Community, where many facilities are run to ensure an active life.
The Enerhetyk Palace of Culture is a multi-functional modern cultural institution, a centre of leisure for the workforce of energy workers of the Yuzhnoukrainsk NPP, residents and guests of the town. All the artistic teams work at the Palace of Culture with great artistic zeal and workload.
The Children’s School of Arts is the only institution of extracurricular professional education in the field of culture.

The community also cares about the health and well-being of its residents. The Department of Nephrology and Dialysis was opened at the Yuzhnoukrainsk Municipal Multidisciplinary Hospital.
The project “Specialized service “Day centre for socio-psychological assistance to persons affected by domestic violence or gender-based violence” was implemented with the support of the United States Agency for International Development (USAID).
Community and War
Since the beginning of russia’s full-scale invasion of Ukraine, the residents of the Yuzhnoukrainsk Urban Territorial Community showed stability and cohesion.
Territorial defence battalions were immediately formed, a system of notification and communication of the head of the town council with the public was established.
Residents made Molotov cocktails, welded metal structures, filled sandbags, and piled tires. The road to the town was blocked with concrete blocks.
And there was a huge line of men waiting for weapons at the military commissions.
The enemy planned to capture the Yuzhnoukrainsk NPP, but thanks to the courage of defenders and ordinary residents, the enemy was stopped in the town of Voznesensk.
However, the community suffered damage due to the downing of missiles and strike / reconnaissance drones on the outskirts and in the industrial zone of the strategic facility, which is a nuclear disaster provocation.
The community constantly helps the Armed Forces of Ukraine, in particular, a specialized cargo semi-trailer truck, cargo-passenger SUVs, spare parts, components and tires for cars, as well as material resources were transferred to the military.
Memorandums of cooperation with nongovernmental, charitable, and international charitable organizations have been concluded.
Volunteering also plays an important role in the community. Since the launch of the anti-terrorist operation in the East of Ukraine, volunteer Nataliia Kapmar has been conducting all the necessary procedures for a dignified burial of our fallen Heroes. The woman was awarded the Volunteer of Ukraine medal.
People of the Community
Since 16 June 2022, the community has been run by Oleksandr Akulenko, the Secretary of the Yuzhnoukrainsk Town Council.
In the community, a lot of attention is paid to children and young people. Even in wartime, locations are created for cultural development and recreation, master classes and entertainment events are held.
Elderly people are not left without attention.
Development Strategy
At the end of the first half of 2023, the Yuzhnoukrainsk Urban Territorial Community Development Strategy began to be drafted, which includes goals such as increasing the economic capacity and development of the community’s tourist, recreational and health sector, modern and functional technical infrastructure and public space.
