The Teplodar Urban Territorial Community is located in the south of Ukraine in the central part of the Odesa Region, is a part of the Odesa District and borders the Biliaivka Town Community and the Maiaky Rural Community.

The total area of the Teplodar Community is 773.72 hectares.
As of 01 January 2022, the town’s population totalled 10,222 residents.
Women: 5,622 residents
Men: 4,600 residents
Children under the age of 18: 2,067 residents
Population aged 60+: 2,239 residents.

On average, 300 internally displaced people lived in the town in 2022, and 275 people in 2023, including 70 children.

History

Teplodar is a young town, the birth of which dates back to the Resolution of the Council of Ministers of the USSR on the construction of the Odesa nuclear thermal power plant.

In the summer of 1980, a site was chosen for the construction of an urban-type village and a nuclear thermal power plant, which was named Teplodar.

On 15 May 1981, the construction of the Odesa nuclear thermal power plant and the future town began. It was on 15 May 1981, as part of a festive rally, that the symbolic sign “The First Cube of Concrete” was installed. The town celebrates its birthday on May 15.

The technical project of the settlement development included housing for 17,000 residents by 1989, with further development and by 2000, it was planned to provide housing for another 3,000 residents. By 2000, the town was supposed to have 20,000 residents, and the General Plan envisaged the possibility of expanding the settlement from 25,000 to 60,000 residents.

But, after the disaster at the Chornobyl NPP, in the late 1980s work around the plant was frozen and was completely stopped in 1997; accordingly, the development of the settlement stopped as well.

In the summer of 1997, the urban-type settlement of Teplodar was classified as a town of regional importance.

Teplodar is one of the youngest towns in Ukraine; so there are no historical landmarks in the town.

One of the earliest monuments in the town is the CUBE. And for many years in a row, every year, a festive rally dedicated to the Day of the Town takes place near the CUBE.

On the 60th anniversary of the Victory in the Second World War, a monument to the Defenders of the Motherland was unveiled in 2005. The figures of soldiers embody the collective image of modern soldiers and soldiers who went through the wars of the 20th century and includes the wings of Victory.

Teplodar is home to a significant number of victims of the Chornobyl disaster and liquidators of the accident at the Chornobyl nuclear power plant. Dedicated to this sad date, on 19 May 2006, a monument to the liquidators of the accident at the Chornobyl NPP was opened in the green zone of the park.

On 15 May 2008, Metropolitan Agafangel of Odesa and Izmail consecrated the entrance mosaic icon dedicated to the heavenly patrons of the town – Saint Boris and Hlib, installed at the entrance to Teplodar from the Odesa direction.

Economy and Welfare

A large number of enterprises operate in the Community.

Two alternative energy facilities are located in the town’s territory: photoelectric stations Teplodar PV and Azimut-Yug with a total area of almost 22 hectares.

Since 2017, the tasty, fragrant and useful products of the TEPLOHLIB brand have been popular both with the residents of the town and in the Odesa Region.

Also, in the territory of the Community there is one of the largest enterprises of Ukraine, which produces a wide range of detergents for various purposes and manufactures toilet paper, dry and wet napkins, towels.

In June 2013, a solar power plant with an installed capacity of 4.2 MW was built and put into operation in the town of Teplodar, Odesa Region.

The solar power plant in Teplodar has been operating for many years and supplies a large amount of energy to the region annually.

The town leadership pays considerable attention to the issue of ensuring proper and safe living conditions for its residents. Thus, on 12 July 2023, the official opening of the police station in the town of Teplodar took place.

Gradually, the town began to develop a recreation area on the bank of the Baraboiske Reservoir: a sandy beach with sunbeds, hammocks, a volleyball court, a summer cinema, kayak and boat rentals.

The Community runs one secondary education institution, two preschool institutions, an art school, a children’s and youth sports school, a children’s and youth creativity centre, a municipal culture centre, and a municipal library.

In June 2023, the Ukrainian Sports Tourism Championship was held in the town of Teplodar.

The Enerhetyk Football Club, both an adult and a children’s team, is rapidly achieving positive results and becomes famous not only in the Odesa Region.

In the last round of the spring football championship Chornomorets Champion Cup among children’s and youth teams in the age group of those born in 2014, the Enerhetyk Football Club became the bronze medallist. The team was awarded the Cup, and the players received bronze medals.

Thus, in Belgrade, the capital of Serbia, in May 2023, the European Open School Games of Martial Arts were held, where students of the Teplodar Children’s and Youth Sports School showed incredible results – a member of the national team of Ukraine, Kyrylo Uhryk, overcame all the opponents in his weight category and became the U-17 CHAMPION, and Dmytro Havrylenko became a bronze medallist among U-15 peers.

Also, in May 2023, the traditional 35th Adriatic Trophy International Tournament in U-20 Greco-Roman Wrestling was held in the town of Poreč (Croatia), in which Master of Sports of Ukraine Danyil Bytka, a student of the Teplodar Children’s and Youth Sports School (the coach-teacher – Volodymyr Hladush), participated as part of the national team of Ukraine. Danyil won third place and was awarded a bronze medal.

Also, there are dance, vocal and theatre groups working in the town, whose members and students participate and become prize winners at art competitions of various levels.

Community and War

Of course, the war has changed the life of the Community: many Teplodar residents, from the first days of the war, have been defending the country against the enemy in the ranks of the Armed Forces of Ukraine. The residents who have remained in the town are actively engaged in volunteering: they weave camouflage nets, collect things and products for forced refugees and the military, join in providing humanitarian aid to the town’s residents from the New Life Christian Mission.

Charity fairs and other artistic charity events are actively held, fund raising events are announced. Thermal imaging devices, a car, warm clothes and other necessary equipment have been purchased for the soldiers of the Armed Forces of Ukraine using the funds raised at such events.

A total of 300 people have found refuge in the town since the beginning of the war, including 70 children. All the internally displaced persons receive all necessary aid.

 People of the Community

Oleksandr Chuiko was elected to the post of mayor of Teplodar in October 2020. Before that, he worked as the chief doctor of the Teplodar Central Municipal Hospital for more than 20 years.

Even during the war, the authorities, entrepreneurs and residents of the town have united their efforts, finished arranging the first stage of the recreation area, planted saplings of red oaks, Canadian maples and boxwood in the territory of the town, thereby confirming and strengthening their faith in a bright future and in the victory of Ukraine.

Since 2022, the town leadership, together with the Makovetskyi Charitable Fund, have been organizing the collection of humanitarian aid and trips to the Mykolaiv Region, the Kherson Region and other settlements of Ukraine whose residents need support.

Development Strategy

The development strategy of the Teplodar Urban Territorial Community was approved in December 2022.

Of course, the most important task is to attract investments to the town in order to open new industries, because this is the most important factor that makes it possible to develop the town.

  • Creation of an industrial park/logistics centre in the territory of the town’s Industrial Zone
  • Construction of modular gas boiler houses and thermal energy distribution system in the territory of Teplodar
  • Construction of new and modernization of all the existing facilities and structures for recreation and leisure. Creation and further development of the town’s recreational and tourist infrastructure, recreation and park areas.
  • Modernization/reconstruction of existing and construction of new sports facilities
  • Reconstruction of the sewerage station with the installation of a full biological treatment station
  • Creation of an alternative water supply system in the town
  • Repair of communally owned roads. Repair of existing and arrangement of new pedestrian zones (sidewalks) in the territory of the town
