Nosivka Territorial Community
The Nosivka community includes 21 population centers, including the town of Nosivka which is the administrative center of the territorial community and 20 villages.
The total area of the community is 580.94 km2
As of January 1, 2023, the population of the community was 19,368 people.

History
For the first time, the settlement of Nosiv on Ruda, which later became Nosivka, was mentioned in the Hypatian Codex in 1147. It was burned twice by the Tatars – in 1662 and 1679. In 1735, Nosivka received the status of a town, where 5 Cossack schools and an almshouse operated.
In 1861, Taras Shevchenko’s last journey from St. Petersburg to Kanev passed through Nosivka. In 1897, Nosivka already had 3,155 households and 16,947 inhabitants, and there were 5 churches. There were also three Zemstvo schools, a library, a medical center, and a hospital at the sugar factory.
1923 – 2020 – the town of Nosivka was the center of the Nosivka district, Chernihiv region. Since decentralization of 2021 it has been included in the Nizhyn district.
The traditional dish of the Nosivka community is Hartanachka – a meal made from Nosivka area potatoes. The basis of the dish is potatoes, to which millet is added, then it is covered with finely crumbled, fried lard with onions, raw eggs, and chopped greens.
Economy and Welfare
The agricultural sector is the community’s key branch of the economy with a focus on the cultivation of cereals (wheat, barley, rye, corn) and technical crops, including soybeans, sunflowers, rapeseed, fodder crops, potatoes, and vegetables.
There are 68 effective agricultural enterprises of various forms of ownership and management, including 30 farms, in the community.
The Nosivka selection and research station of the V.M. Remesla Myroniv Institute of Wheat of the National Academy of Agrarian Sciences of Ukraine operates on the territory of the community. It is engaged in selection of agricultural crops. The research station was founded in 1911.
More than 80 varieties of various agricultural crops have been created by the Nosivka station. Up to 200 tons of original seeds and 800 tons of elite seeds are grown annually for sale throughout the country.
There is industrial-scale beekeeping production in the community. About 30 beekeepers, who keep from 50 to 150 bee families, joined the Public Association – Union of Beekeepers of Nosivka Area whose goal is to popularize beekeeping products and mastering new beekeeping technologies.
The community actively cares about the health of its residents. The Nosivka Primary Health Care Center and the F.Ya. Prymak Municipal Hospital of Nosivka provide highly qualified primary and secondary medical care not only to the population of the Nosivka community, but also of the neighboring Mryn and Makiivka territorial communities.
A significant part of the budget is allocated to the development of education. In the community, there are 3 preschool education institutions and 3 preschool structural subdivisions of general secondary education institutions, 3 lyceums and 1 after-school unit of Nosivka Lyceum No. 1, 4 gymnasiums, 1 primary school, the Inclusive Resource Center and 2 after-school education institutions (the center for children and youth creativity and children’s and youth sports school).
The children of the community receive a musical education in the communal after-school education institution, Nosivka School of Arts which has 4 departments: Piano, Vocal-Theoretical, Choreography and Folk Instruments Departments. School of Arts students actively participate in all-Ukrainian and international festivals and competitions.
The activities of the folk art group Crystal Shoe Choreographic Ensemble are known far beyond the borders of Ukraine.
The Nosivka Municipal Cultural Center constantly works on the development of amateur art, support of socially important cultural, creative, educational, entertaining, artistic and aesthetic initiatives.
Community and War
For all Ukrainians, life is divided into before and after February 24, 2022. Since the russian occupiers launched a full-scale invasion from Chernihiv Region and Sumy Region, the community “felt all the benefits” of the Russian World from the first days of the invasion.
It was very difficult, but thanks to the Armed Forces of Ukraine, the cohesion of the population of the community, which had gathered in self-defense units already on February 24, there were no hostilities on the territory of the community. However, taking into account the geographical location, it was the community of Nosivka that found itself practically in a ring, which made logistics impossible.
At the local private bakery, they increased the capacity of baking bread. Also, an additional pharmacy was quickly opened, since all the then working pharmacies were networked and could not meet the needs of people. The community helped in organizing the work of banks, post offices, gas stations, transport connections in the city, supported small businesses in the villages of the community and remote corners of the town which, being in difficult conditions and being able to use only one route, delivered the most necessary things for the residents of the community, other communities and the Armed Forces of Ukraine. From March 2022 the de-occupied villages of Nizhyn and Chernihiv districts were provided with warm clothes.
The community received internally displaced persons from other regions and population centers of the region. In total, about 3,000 people arrived in the community, who were provided assistance during resettlement and offered food kits, hygiene products, and warm clothes.
Owners of public catering establishments also actively responded by preparing three hot meals for the Armed Forces of Ukraine and territorial defense units. The town council, farming enterprises, and community residents helped with food products.
The most vulnerable segments of the population – elderly people, especially single people, disabled people, families with children under one year who found themselves in difficult life circumstances, people with many children, internally displaced persons – were not left out. 1,472 relief kits were repeatedly distributed to these categories. In addition, farmers provided the community with free milk and basic necessities.
The most active citizens, being in constant contact with servicemen, knew about their needs and tried to meet them. To do this, they resorted to various methods: organizing the collection of money for the purchase of cars, thermal imagers, other necessary equipment, food products, things, and goodies. And with the onset of cold weather they started welding stoves. Volunteers who coordinate trips, directly deliver packages, including addressed packages, to Ukrainian defenders, join their efforts not only within the community, but also with neighboring communities.
The community is also actively engaged in weaving camouflage nets for the Ukrainian army. Teams of educational institutions, kindergartens and local residents joined this important cause.
People of the Community
Volodymyr Ihnatchenko has been Mayor of Nosivska since 2016.
Reconstruction of the channel pond on the Nosivochka River in the administrative boundaries of the town of Nosivka was carried out in order to improve its sanitary, ecological and technical condition.
In the community, there is a Social Taxi for the transportation of people with limited physical abilities and other people with reduced mobility. The Nosivka community was the first in the Chernihiv region to receive it under the Social Taxi government program in 2019.
A modern dispensary of the general practice of family medicine was opened in the village of Volodkova Divytsia. About 5,000 residents of the starostat receive medical services.
The construction of Nosivka Lyceum No. 5 seating 520 students which had begun in 1989 was completed and the Lyceum was opened.
In the community, a project was implemented together with the U-LEAD with Europe program: a modern center for the provision of administrative services was opened, which provides 164 administrative services, including the Mobile Administrator service.
Also, the athletics stadium of the Children’s and Youth Sports School, which turned 40 years old this year, was overhauled.

Development Strategy
The development strategy of the Nosivka territorial community for 2020-2027 determines development goals and priorities, tasks, projects aimed at structural changes in the economy and social sphere, and the gradual resolution of existing problems. In the future, the community sees itself as an ecologically clean region with developed tourism and high cultural education of its inhabitants. Implementation of the Strategy will take place taking into account the challenges facing Ukraine and the community, in particular, taking into account the pace of economic recovery and the community’s financial capacity.
