Andriivka Territorial Community
The Andriivka community was created in 2020 by merging the territories and population centers of the Andriivka settlement council, Dolynske village council, and Dmytrivka village council. The total area of the community is 498.7 square kilometers. The Andriivka community includes 1 settlement and 13 rural population centers.
As of December 1, 2021, the population of the community was 7,868 people, including the able-bodied population of 4,436 people, and 152 children of preschool age and 732 children of school age.

History
The community’s administrative center is the settlement of Andriivka, the first mentions of which date back to 1808. It was founded by emigrants – Cossack families from the Chernihiv province. The settlement was located in the upper reaches of the Kiltychia steppe river, which wraps around Zelena Mohyla (Eng.: Green Grave) from the east and here receives its tributaries – the left Ocheretianka and the right Hruzka. It is from Zelena Mohyla that the ridges of the Azov Highlands rise to the north, and the Azov Coastal Plain stretches to the south of Andriivka. This location determines the diversity of relief in a small area and makes the landscapes of the settlement’s surroundings diverse and unique.
There are more than 70 archaeological monuments on the territory of the community. The most famous is the burial mound Kanat-Mohyla (Eng: Rope Grave). This is an archeological monument of national importance, the longest burial mound in Ukraine. It is located near the village of Krymka, Berdiansk District, Zaporizhzhia Region The unique complex was formed by 7 mounds of the Bronze Age (4th millennium BC – 1st half of the 2nd millennium AD).
A famous landmark of the community is the Church of the Intercession of the Holy Mother of God in the village of Dmytrivka, founded in 1861. It was burned down by the Bolsheviks and then rebuilt in 2005.
Economy and Welfare
About 70 business entities operate on the territory of the community. The majority are private entrepreneurs who work in the field of trade and service provision. The agro-industrial complex is represented by 26 producers.
Since the territory of the community overlooks the shore of the Sea of Azov, there is an opportunity for the development of hotel and resort business and tourism.
Two public organizations are registered on the territory of the Andriivka community – the NGO “Parents for the Future” and the NGO “Andriivskyi Dobrobut”, which were involved in the construction of water supply, street lighting, and the arrangement of sports grounds with outdoor simulators.
A communal institution “Social Services Center” has been established in the community.
Educational services in the community are provided by 3 institutions of general secondary education, 2 institutions of basic secondary education, 5 institutions of preschool education, and 1 children’s music school. Great attention is paid to children with special educational needs who receive psychological, pedagogical and correctional services in educational institutions. Specialists of various profiles work with children, who are faced with the task of helping each child integrate into society.
There are also 3 houses of culture in the community, on the basis of which libraries, sports clubs, and amateur groups operate.
There is the “Andriivka Territorial Medical Association” on the territory of the community, which provides medical and social services to residents not only of the Andriivka community, but also in neighboring communities. The health care network is represented by a polyclinic department, three dispensaries of general practice of family medicine and four medical and midwifery stations.
Uninterrupted functioning of life support systems on the territory of the community is ensured by housing and utility sector.
5 parks, 3 public squares, 1 recreation area on the coast of the Sea of Azov, 3 playgrounds, 4 playgrounds with exercise equipment, 3 playgrounds with a football field have been created and are functioning in the community.
Community and War
Since March 3, 2022, the territory of the community has been under temporary occupation.
From the first days of the war, the residents of the Andriivka community, together with the settlement head, stood up to protect their Motherland against russian aggression. Today, more than 70 men are defending Ukraine in the ranks of the Armed Forces of Ukraine. To date, 13 soldiers from the community have fallen, 3 are considered missing, and 8 are seriously wounded.
Those residents of the community who cannot fight at the front today join various volunteer organizations and help our soldiers by working in the home front.
Much attention is paid to helping community residents who were forced to leave their homes. Since the beginning of the war, about 30 percent of the community’s residents have been forcibly displaced. Currently, everything possible is being done to support them both materially and psychologically. Memorandums of cooperation with many charitable organizations, foundations, and humanitarian missions have been concluded.
In the Andriivka community, social programs have been adopted, which are aimed at supporting both military personnel and civilians who find themselves in difficult life situations.
People of the Community
Vitalii Peleshko, the head of the settlement of Andriivka, was elected to the post in 2020 after the creation of the Andriivka United Territorial Community.
The leadership team of the Andriivka Settlement Military Administration conducts various events, meetings for the residents of the community, and provides humanitarian aid.
Development Strategy
The community has developed and approved:
- The site plan of the settlement of Andriivka.
- The land use plan of the settlement of Andriivka.
Strategic planning is the basis of the effective activity of the Andriivka community. The Prospective Plan for the Development of the Territory of the Andriivka Community for 2020-2024 was developed. The goal is to create a favorable environment for the long-term socio-economic development of the settlement council through the development and support of community residents’ initiatives. The main areas of the plan include as follows:
- Water supply.
The items of the Prospective Plan were partially implemented, but the war made its adjustments. The community is ready to continue the development of the territory after the victory.
