Antoniny Territorial Community
The Antoniny settlement territorial community is located on the territory of Khmelnytskyi district, Khmelnytskyi region.
The total area of the territory is 403.71 km2.

The community consists of 34 population centers and has its administrative center in the settlement of Antoniny.
History
First mentioned under the name Holodykivtsi in 1593, the settlement of Antoniny later acquired the name Kholodka due to the cool climate created by the shady forests.
The village received its modern name in 1770 in honor of Antonina, the wife of the owner of the village, a prince from the Sanguszko family.
Antoniny is a real center of natural beauty and historical heritage. There is a large park in the settlement – a monument of garden and park art, a tourist and recreation zone “Potocki Square” and several ancient buildings belonging to the Sanguszko -Potocki manor complex.
At the end of the 18th century, the village was owned by the Ostrozki, Zaslavski and Lyubomirski princes. The village appeared as “Antonina’s estate” in the second half of the 18th century. Later, a manor was built here and a park was laid on the bank of the Ikopot river which became one of Volyn’s most beautiful landscape parks.
Subsequent owners rebuilt the palace and enriched the park with new exotic plants and buildings, created a school and ministerial vocational school.
The palace’s life reached its peak at the end of the 19th century. The estate was significantly expanded and improved according to the design project by the French architect François Arveuf. Unfortunately, the estate was destroyed by fire in August 1919, but many valuable things were saved and transported to Poland.
Despite the loss, some architectural structures – the gates, the wing of the palace, the arena and park sculptures – have survived to this day, reminding of the former greatness of the manor.
Antoniny Park, located next to the remains of the palace, today occupies an area of 14.4 hectares. Established in the early 19th century on the slope of the Ikopot River, the park impressed with its diversity and wealth. Designed by landscape architect Kaiser, it once covered more than 20 hectares, where ancient lindens, maples, silver poplars, chestnuts grew, and a variety of colors were created by flower gardens.
The park was filled with picturesque alleys that led through light bridges. Greenhouses of the park kept rare exotic plants which included a large collection of orchids.
White swans swam in the ponds and camels roamed the meadows freely. Ostriches donated by the Paris Acclimatization Society lived in special enclosures.
The western part of the park corresponded to European traditions, where a pheasantry and a large menagerie were arranged for hunting. More than 1,500 species of exotic plants grew on its territory.
Although today the park has lost some of its former grandeur, it remains an important site for explorers and a place for recreation. Antoniny Park still attracts with its history and natural beauty, which makes it worth visiting.
Economy and Welfare
Entrepreneurial activity is actively developing on the territory of the Antoniny community, which contributes to economic growth and improving the well-being of local residents.
Farms are among the most important actors in this sector. These farms specialize in the cultivation of grain and technical crops which ensures a stable harvest and food security.
In addition to crop production, some farms raise pigs, which adds diversity to the community’s agricultural sector and creates additional jobs.
Dovira is one of the largest and most influential enterprises in the community. This agricultural enterprise is engaged in the cultivation of cereals, legumes and oilseeds. Its activity is not only important for providing the local market with quality products, but also makes a significant contribution to the overall development of the agricultural sector of the community.
Due to its scale and efficient management, Dovira acts as the main supplier of products in the local market, providing stable income and jobs for many residents of the community.
Community and War
With the beginning of the full-scale russian invasion of Ukraine on February 24, the life of the Antoniny community changed drastically, facing the new realities of wartime.
The community showed extraordinary strength of spirit, coherence and devotion to their common interests and Ukraine. Residents actively joined the support of the defenders, who defend the freedom and independence of the state every day at the cost of their own lives.
The community also did not ignore those Ukrainians who, because of the war, were forced to leave their homes and seek shelter in safer regions. The Antoniny community received about 1,500 internally displaced persons, providing them with assistance and the necessary living conditions. Currently, about 247 immigrants live in the community.
Support for defenders has become an integral part of the daily work of the community. As a result of the joint actions, it was possible to collect a significant amount of funds, most of which was directed to the purchase, repair and painting of two cars which were sent to the frontline.
Local entrepreneurs, agro-industrial farms, large and small businesses are also actively involved in meeting urgent needs. With the support of the Antoniny settlement council and local entrepreneurs, thermal imagers, drones, walkie-talkies and other necessary equipment for military units were purchased.
Helping defenders remains a priority for the Antoniny community, and this support continues. In general, almost UAH 9 million was raised and spent on the needs of the army and the support of servicemen. This amount includes various assistance and support measures, which were organized both from the local budget and through charitable contributions of employees of state-financed institutions.
During 2023, employees of state-financed institutions of the Antoniny settlement council voluntarily donated 10% of their salary to support the military, thus collecting a total of UAH 425,691.
Helping defenders is an ongoing priority for the community. It understands how important it is to provide the military with the necessary resources and support their needs. The community will continue to implement initiatives aimed at supporting the army, strengthening the country’s defense capabilities and helping its compatriots serving in various military units.
People of the Community
The Antoniny community has been headed by Anatolii Otsaliuk since 2020. Under his leadership, a number of significant projects aimed at improving the community’s infrastructure and social services were implemented.
The overhaul of the Antoniny Lyceum is among the most important initiatives. The works included thermal modernization of the building and its correction, which made it possible to increase the energy efficiency of the educational institution. In addition, the modernized educational institutions of the community received new solid fuel boilers, which contributed to the improvement of the heating system.
Thanks to the efforts of the administration, a new police station has been installed, which is staffed by community police officers, ensuring increased security and law and order in the area.
An important achievement was the creation of a modern Administrative Services Center within the framework of international support. This center is designed to provide convenient access to administrative services for the residents of the community and to contribute to the improvement of the quality of service.
Development Strategy
The development strategy for the period until 2030 was approved in the community, which defines the key areas for achieving long-term goals and ensuring sustainable development.
The Strategy is mainly focused on several strategic areas.
One of the priorities is to increase the volume of production of competitive agricultural products. It is planned to implement the latest agricultural technologies, improve soil quality and develop infrastructure for storage and processing of products. This includes supporting farms, optimizing cultivation processes and increasing yields, as well as developing organic farming.
The community intends to become an attractive tourist destination. For this purpose, the infrastructure for recreation will be developed, in particular, new tourist routes will be created, conditions for recreation will be improved, and projects for the restoration of natural and cultural monuments will be implemented.
Increasing energy efficiency is an important component of the strategy. Modern energy-saving technologies will be implemented in all spheres of life of the community, including modernization of heating systems, insulation of buildings, use of renewable energy sources and improvement of energy consumption efficiency.
The community plans to create a favorable business climate for attracting domestic and foreign investments. This involves the development and implementation of investor support programs, simplification of administrative procedures and ensuring transparency in the conduct of business. Conditions will also be created for the development of infrastructure necessary for investment, such as transport communications and logistics centers.
Improving the quality of education is an important area of the strategy. Educational institutions will be modernized, new educational methods and technologies will be introduced, and access to modern educational resources will be provided. Special attention will be paid to improving the quality of preschool education and supporting general secondary education.
Ensuring the physical and psychological well-being of residents is also one of the priorities of the strategy. This will include improving access to health services, organizing sports and cultural events, and supporting psychological care for all segments of the population.
