General Statistical Information about the Community

The Dobroslav settlement territorial community is located in the southeastern part of the Odesa district, Odesa region.

The settlement of Dobroslav is located 30 km from the city of Odesa, 33 km from the sea port “Pivdennyi”, 51 km from the international airport “Odesa”, and 18 km from the railway. The total area of the territory is 316 km2.

The community includes 17 population centers. The administrative center of the community is the settlement of Dobroslav.

The population of the community is 15,756 people.

History

The settlement council was founded on March 28, 1991. The Dobroslav settlement territorial community was formed in October 2020.

The Dobroslav community is all about unique natural resources, a favorable climate, and interesting places for recreation – original theme parks with sculptures and unique art objects have been created and arranged here.

Various tour routes operate in the community and include Hospitable Dobroslav with interactives and contests, which is constantly updated with new tourist objects and destinations and Ecological Trail of Dobroslav, a tourist walking and cycling route.

Economy and Welfare

More than 130 business entities operate on the territory of the community. The majority of enterprises are engaged in construction, production of building materials, agriculture (production and processing of grain, in particular into flour), processing industry (production of bread and other bakery products), aquaculture (cultivation and processing of shellfish), warehousing, non-specialized wholesale trade, tailoring, and public catering.

The community has at its disposal land plots and objects that are potentially attractive for investors.

In 2020, the Dobroslav Settlement Council founded the “Nebaiduzhi” (Eng. “The Caring”) youth project competition. The purpose of the competition is to activate the youth movement in Dobroslav and help the talented, proactive, caring, young people to show themselves by implementing socially valuable ideas that are useful for the community. During 2020-2024, about UAH 3.7 million was attracted and 65 teams took part in the project.

During 2023-2024, the “VETERAN HUB” in the settlement of Dobroslav, the “Dobro Hub” community building center in the village of Kremydivka were opened, and the opening of a youth space in the village of Troyandove is expected in the near future.

In the Dobroslav territorial community, the field of education works effectively, for which the largest part of funds is allocated from the community budget.

On the territory of the community there are 7 institutions of general secondary education, 6 institutions of preschool education, 1 institution of extracurricular education (The Dobroslav children’s and youth sports school of the Dobroslav Settlement Council of Odesa district, Odesa region), 1 inclusive resource center, 5 club institutions, 8 libraries, 1 center of culture, arts and creativity, 1 Museum Room of Invincibility.

Before the full-scale invasion, the international festival of street art “Rainbow Rendezvous: European style”, the festival “Dobroslav Mykolais” and other events were held annually on the territory of the community. As of today, the ethno-festival “Kupalski Lights of Dobroslav”, the regional festival “Songs of Unconquered Hearts” and “Dobroslav Nightingale” are held here with charity fairs organized in support of the Armed Forces of Ukraine.

Community and War

After February 24, with the beginning of the full-scale russian military invasion of Ukraine, everything changed in the community’s life. The circumstances of wartime forced everyone to mobilize and look for alternative ways out of difficult situations.

The community actively supports defenders who defend Ukrainian freedom and independence every day at the cost of their lives. They also provide assistance to Ukrainians who were forced to leave their homes and came to the Dobroslav community in search of shelter.

From the first day of the full-scale war in the country, the Dobroslav Settlement Council organized volunteer work to collect and distribute aid to the population and the military.

In accordance with the “Target Program for Financing Mobilization Training Activities for 2021-2025”, funds in the amount of UAH 74 million have been allocated for the needs of the Armed Forces of Ukraine from the community budget.

The humanitarian headquarters and volunteers are constantly working. Thanks to the non-indifference of community residents and entrepreneurs, they purchase the necessary goods for the needs of the military. All this allows supporting them in such a difficult time. It was possible to attract more than UAH 25 million to help the Armed Forces of Ukraine. The community sends cars with aid almost every week: more than 10 cars, drones, Starlinks, laptops were purchased and handed over.

People of the Community

Liudmyla Prokopechko is the community head. She was first elected to the post of the head of the Kominternovo (former name of Dobroslav) Settlement Council in November 2015, and, at the 2020 elections, she was re-elected to the post of head of the already renamed Dobroslav Settlement Council, which she still holds today.

The head of the community is the deputy head of the All-Ukrainian Association of Communities, a member of the Association of Ukrainian Cities, a participant in the “Power of Women” small grants program, funded by the Democracy Commission of the US Government, and a signatory to the Covenant of Mayors for Climate and Energy.

Development Strategy

“The Development Strategy of the Dobroslav Territorial Community for the period until 2030 and the Action Plan for the Implementation of the Development Strategy of the Dobroslav Territorial Community for 2023-2025” were prepared with the support of the International Renaissance Foundation.
