Haivoron Territorial Community
The Haivoron territorial community is located on the territory of the Holovanivsk district of the Kirovohrad region.
The total area of the territory is 439.95 km2.
The population of the community is 24,885 people.
Women: 13,189.
Men: 11,696.
IDPs: 2,814.
It includes 14 population centers. The administrative center of the community is located in the town of Haivoron.
History
The town of Haivoron is located on the left bank of the South Bug River. It was formed from the merger of three villages: Haivoron, Strunkov, Tashlyk. Settlements of the Tripilan (III millennium BC) and Chernyakhiv (II-V centuries AD) cultures were discovered near the town. In 1960, the Haivoron settlement of the VI-VII centuries, which is considered one of the centers of ferrous metallurgy of the ancient Slavs, was investigated.
The development of the settlement was fueled by the narrow-gauge railway, which was laid in 1897. This is one of the most interesting and unique sights of our country which became part of the national heritage.
The Haivoron narrow-gauge railway is the longest in Europe. It stretches for 130 kilometers. In Ukraine, there are only three steam locomotives designed for movement on narrow-gauge roads, two of which are located in the Haivoron community.
On the outskirts of the village of Strunkov, a station, a locomotive depot, and railway repair workshops were built. Thus, the number of its inhabitants increased. The railway station was given the name Haivoron.
Economy and Welfare
The magical landscapes have been attracting tourists since ancient times here. Deposits of granite, graphite, chernozems, forests, and an extensive network of roads create favorable conditions for the organization of agricultural production, the development of industrial production, mining, the processing industry, tourism, and recreation.
Among the advantages are a favorable geographical location, convenient transport connections, a sufficient supply of labor and natural resources, the availability of free land plots for business, favorable agro-climatic conditions, picturesque landscapes, a significant number of objects of historical and cultural heritage, and a high level of education.
Haivoron Specialized Quarry PJSC operates on the territory of Haivoron. It is one of Ukraine’s leading enterprises for the production of stone and crushed stone products. Its activity consists in the development of gravel and sand quarries, clay and coal mining. The annual capacity of the enterprise is 700,000 m3, the number of employees is 90.
Nyva, a privately owned agricultural enterprise, operates in the village of Khashchuvate of the Haivoron community. The area of the enterprise is 1,663 hectares, the number of employees is 87. It specializes in breeding dairy cattle. There are 558 animals, including 250 cows.
Community and War
The Haivoron community is not located in the war zone, but it is a reliable rear for the military and displaced persons. A place where everyone can count on the help of community residents. As one big family, they share food and things, provide transportation of humanitarian goods with their own transport, and offer free housing to internally displaced persons. Centers for collecting and issuing volunteer aid operate on the territory of the community.
In the educational institutions of the community, they prepare hot meals for the military, make intermediate goods for canned meals and hand them over to volunteer cooks for further preparation. Cultural institutions organized the weaving of camouflage nets. Not only the residents of the community, but also the settlers willingly joined this cause. Children draw postcards for defenders, conveying their feelings and love for Ukraine.
Since the beginning of the full-scale Russian invasion of Ukraine, the community has received 2,814 refugees. Therefore, the head of the community attracted investors, volunteers and benefactors to arrange a compact place of residence for internally displaced persons. Currently, the premises are partially occupied and renovation works are ongoing to increase the number of places.
People of the Community
In 2015, Roman Voluiko was elected Head of the Haivoron Town Council, and then Head of the community.
He is interested in the development of the community: he cooperates with international organizations and foundations, supports cultural initiatives, seeks foreign investors, and works on the development of medicine, communal sphere and tourism in the community.
Under the leadership of the head of the community, 24-hour water supply was implemented in the city, sites for separate garbage collection were arranged, and the necessary equipment and garbage containers were purchased.

The hospital was renovated and the offices were equipped with modern medical equipment. Young specialists were involved, which made it possible to provide the largest number of services among the district’s medical facilities.
Traditional events in the community include retro railway tours and cultural and artistic events in support of the Armed Forces.
One of these is Steam Trains Rushing to Victory. The event is dedicated to the preservation and popularization of the historical heritage of Ukrainian railways, the development of the legendary Haivoron narrow-gauge railway and the tourism potential of the region.
Six working trains, excursions, photo booths, workshops and a charity fair were prepared for the guests, during which money was collected for the needs of the Ukrainian military.
The tourist festival GOODoK FEST dedicated to the preservation of the Haivoron narrow-gauge railway is also held in the town of Haivoron. During the festival, they also hold an exhibition of rare railway equipment, a theatrical re-enactment, a photo plein air, exhibitions, concerts and festive treats. The event gathers guests from different parts of Ukraine
On the right bank of the South Bug River, the village of Kazavchyn of the Haivoron community is spread out, which is gradually becoming a place of rest for tourists.
The Cossack Glory festival, which was started in 2014, is held every year on the territory of the village, where there was a military base of Chieftain Ivan Sirko in the 17th century. It is an all-Ukrainian event held under the slogan “There is no ending for the Cossack people”. The festival program usually includes a concert program and fairs, sports games and children’s attractions, rafting on kayaks and many other entertainments, and of course, Cossack cuisine.
The Haivoron area is famous for its talented people. The young generation actively participates in sports competitions and takes prize places in the all-Ukrainian and international arena.
Development Strategy
The Haivoron Town Council is currently preparing the Community Development Strategy. Its priority goals are as follows:
– improvement of the investment climate in the community;
– improvement of the system of municipal management and provision of municipal and other services;
– development of tourism.
Now the community is actively working on the development and popularization of tourism. A digital tourist guide was created in the Telegram messenger #TravelGayvoronshchyna, which is a structured tool for providing information about tourist attractions in the community. The bot helps to find all the necessary information for a comfortable trip and is a great tool for interaction between local government authorities and users.
At the end of 2022, at the session of the town council, the town of Novyi Bug of the Novyi Bug territorial community of the Mykolaiv region was recognized as a twin town of Haivoron of the Kirovohrad region.
